Ancheta, a divorced Filipino man who resided in San Diego, was the driver of the vehicle, which had two other occupants. After being pulled over by CHP Officers on the over crossing, for reasons that are unknown he exited his vehicle, ran a short distance along the highway, then jumped over the right shoulder guard rail barrier. He fell approximately 80 feet, landing in a drainage control culvert under the over crossing. He was pronounced dead at the scene by arriving medics.
