April 9, 2024 (San Diego) -- On January 22, 2024, floods displaced more than a thousand San Diego County residents and severely damaged thousands of homes. Many affected were East County residents, with parts of Spring Valley and Lemon Grove hit hardest. In the wake of a disaster like this, it's not uncommon for individuals to turn to alcohol, prescription medications, or other substances as a means of coping. The upheaval, stress, and trauma triggered by such events can lead some to seek solace in these substances, believing they provide an escape from the turmoil. What may seem like a reprieve can quickly spiral into a long-term struggle, exacerbating existing problems and creating new ones.
 
The aftermath of a traumatic event often brings about heightened anxiety, depression, muscle tension, and sleep disturbances, driving some to self-medicate with alcohol or drugs. While these substances may seem to offer temporary relief, they ultimately disrupt natural sleep cycles, jeopardize physical health, strain relationships, and pave the way for dependence and addiction.

HUD ANNOUNCES DISASTER ASSISTANCE FOR CA DISASTER SURVIVORS, INCLUDING MORTAGE PROTECTION AND HOUSING AID

March 31, 2024 (Washington D.C.) -- The U.S. Department of Housing and Urban Development (HUD) today announced the implementation of federal disaster assistance for the State of California to assist supplement state, tribal and local recovery efforts in areas affected by a severe storm and flooding from January 21 to January 23, 2024. President Biden issued a major disaster declaration to affected individuals in San Diego County.

March 26, 2024 (San Diego) -- On March 12, the San Diego County Board of Supervisors voted to extend the Emergency Temporary Lodging Program. 
 
The program, which was launched on Feb. 10, has provided emergency temporary lodging to nearly 900 families who were displaced by flooding from the Jan. 22 storm.

APPLICATIONS FOR DISASTER CALFRESH HAVE BEEN EXTENDED THROUGH FRIDAY MARCH 22, 2024

March 17, 2024 (Spring Valley) -- The program provides a one-time payment to buy food for those experiencing challenges from the January flood. Income limits apply.
 
All CalFresh recipients and new Disaster CalFresh recipients can use their Electronic Benefit Transfer (EBT) card to purchase hot and prepared food until Wednesday, April 17, 2024 due to the Presidential Major Disaster Declaration for the Jan. 22 storms and flooding.

COUNTY AUTHORIZES EMERGENCY REPAIRS TO STORM DRAINS IN FLOODED EAST COUNTY COMMUNITIES

March 13, 2024 (San Diego’s East County) – County Supervisors, at a Flood Control District meeting today, approved continuation of storm drain emergency repairs in several unincorporated communities, following catastrophic flooding on January 22 that overwhelmed county stormwater drains.

March 1, 2024 (San Diego)  – San Diego Foundation (SDF) Wednesday announced that $1,353,000 has been raised for the San Diego Flood Response Fund, including a second earned match of more than $215,000 from the San Diego Foundation Board of Governors. In total, San Diego Foundation is the largest contributor to the response fund with more than $300,000.

February 28, 2024 (San Diego) -- The Internal Revenue Service has announced tax relief for individuals and businesses in areas with disaster declarations designated by Federal Emergency Management Agency (FEMA). This includes San Diego County residents and businesses impacted by the severe storms and flooding that began January 21st.

PRESIDENT BIDEN ISSUES DISASTER DECLARATION TO BRING FEDERAL AID FOR FLOOD VICTIMS IN SAN DIEGO COUNTY

February 20, 2024 (San Diego) President Joe Biden yesterday declared a major disaster in California, making federal funding available to help those who suffered flood damages from January 21-23 in San Diego County, including residents and businesses. 

Residents and business owners who sustained losses in the designated areas can begin applying for assistance at www.DisasterAssistance.gov, by calling 800-621-FEMA (3362), or by using the FEMA App. Anyone using a relay service, such as video relay service (VRS), captioned telephone service or others, can give FEMA the number for that service. 

The President ordered federal assistance to supplement state tribal, and local recovery efforts from the severe storm.

Assistance can include grants for temporary housing and home repairs, low-cost loans to cover uninsured property losses, and other programs to help individuals and business owners recover from the effects of the disaster. Federal funding is also available on a cost-sharing basis for hazard mitigation measures statewide.

The federal disaster declaration comes three weeks after it was requested by both Governor Gavin Newsom and San Diego Congresswoman Sara Jacob.

Additional designations may be made at a later date if requested by the state and warranted by the results of further damage assessments.

FLOOD DONATIONS NEEDED IN SPRING VALLEY

February 16, 2024 (Spring Valley) -- On January 22, 2024, Spring Valley, California experienced a 1,000-year Flood Event where 3-inches of rain fell in 1 hour.  Over 200 Spring Valley homes are badly damaged by 2 feet or more of flood water. The waters receded quickly but peoples belongings and property are severely damaged or destroyed.  FEMA still has not been activated for this disaster and it could be months before we find out whether they will be activated at all.
 
So as a Community, let's come together and help those impacted and who are struggling to get through this.

STORM WREAKS HAVOC ACROSS REGION

Updated January 23, 2024 to include city and county of San Diego declaring an emergency

January 22, 2024 (San Diego’s East County) – Heavy rains during today’s storm caused widespread flooding, road closures, power outages, and inundation of vehicles and structures including an East County school. Flooding also prompted numerous rescues including motorists trapped in vehicles in Spring Valley and Lemon Grove, as well as homeless people stranded by rising waters along the San Diego River in Santee.

Richard Attaway took dramatic  photos  (left) of Mission Gorge Road in Santee just east of  Carlton Hills Boulevard, where he said “there are homeless clinging on trees for their lives in the river bed.” One video showed a woman stranded on an island surrounded by swift-flowing currents. Numerous emergency crews were on hand and at least one person was rescued from the floodwaters.
