FETAL POSITION: COUNTY SUPERVISOR BILL HORN USES YOUR MONEY TO PROMOTE PRO-LIFE EDUCATION

July 28, 2010 (San Diego CityBeat) -- During the last three years, San Diego County Supervisor Bill Horn has steered $80,000 in public money to a Christian organization that provides pro-life educational materials to K-12 schools.

The ACLU of San Diego and Imperial Counties says the grants may violate federal and state constitutional provisions separating church and state. In exchange for Horn’s support, the organization has promoted the North County supervisor in published materials in violation of county guidelines.

The La Mesa-based group, Life Perspectives, most recently received $20,000 from the county Board of Supervisors at Horn’s request on June 29.

POWERLINK BOOSTER MAY HAVE POWERED UP TOO SOON

Official was lobbying within 10 months of leaving the state

July 15, 2010 (San Diego Union-Tribune) --The $1.9 billion, 119-mile Sunrise Powerlink transmission line set to cut through the Cleveland National Forest and East County had a powerful advocate in utility executive Dan Skopec.

But he may have gone into action too soon.

A document obtained by The Watchdog indicates that Skopec, a former top state official, was lobbying for the project in April 2008 — ten months after he left the state. Generally speaking, state officials are supposed to wait 12 months before lobbying on issues that were under their purview.

July 14, 2010 (Ramona Sentinel) -- Economy threatens parks

When Linda Thornhill isn’t studying economics in Collier Park in Ramona, she is in the park playing with her grandchildren.

It’s a beautiful place,” Thornhill said of the eight-acre county park between Sixth and Seventh streets. It’s safe and it has good equipment, she explained.

But Collier Park is among county parks struggling to stay open in the down economy, county representatives said during a meeting in Ramona Community Center last Thursday evening.
