February 24, 2022 (San Diego) -- Congresswoman Sara Jacobs (D-CA-53) today released a statement on the Russian invasion of Ukraine. Jacobs is a member of the House Foreign Affairs Committee and the House Armed Services Committee. In late January, she traveled to Kyiv, Ukraine, as part of an official bipartisan Congressional delegation led by Foreign Affairs Committee Chairman Gregory Meeks.

“I condemn President Putin’s unjustified attack on Ukraine that will have devastating and deadly consequences for the Ukrainian people and widespread consequences for the European continent. I stand with the Ukrainian people who woke up to Putin’s declaration of war, to explosions rocking their cities, and to a new and horrifying reality for the future," Jacobs says, adding,  “When I visited Ukraine with my colleagues last month, it was clear that the United States Congress and the Biden Administration – along with our NATO allies and partners – are united in our strong support for the Ukrainian people."

While world leaders denounce Russia for violating international law,  on eve of invasion Trump praised Putin for recognizing separatist regions as independent, predicted Russian president intended to "keep the peace."

February 24, 2022 (San Diego) – In defiance of international law, according to the United Nations, Russia last night launched a full-scale attack on the Ukraine including missile attacks on the capital, Kyiv, military targets and other cities far beyond separatist regions in dispute. Russian troops and tanks are also moving in on three sides of the Ukraine in the largest military threat Europe has faced since World War II.

Ukraine’s leaders have fled the capitol.  Chillingly, today exiled Ukrainian President Volodymyr Zelensky tweeted, ““Russian occupation forces are trying to seize the Chernobyl [Nuclear Power Plant]. Our defenders are sacrificing their lives so that the tragedy of 1986 will not be repeated," rerferring to the core meltdown at the nuclear reactor site

He added, “This is a declaration of war against the whole of Europe.” 

President Joe Biden condemned Russian President Vladimir Putin for choosing ”a premeditated war that will bring a catastrophic loss of life and human suffering,” adding,”The world will hold Russia accountable.” In addition to sanctions already imposed, Biden announced he will convene a meeting of G7 leaders today and coordinate with NATO allies to ensure “a strong, united response that deters any aggression against the Alliance. Tonight, Jill and I are praying for the brave and proud people of the Ukraine.”

February 23, 2022 (San Diego’s East County) – A late winter storm brought much-needed rain across much of the county, also bringing heavy snowfall to Mt.Laguna and lesser amounts of snowfall to elevations as low as Campo, Descanso, Lake Morena and In-ko-pah. In addition, a freeze warning has been issued for valley areas tonight and a frost warning for coastal communities.

The snowstorm has caused traffic snarls on I-8, where at least 10 semi-trucks got stuck this morning, according to the California Highway Patrol. The road was cleared with snow ploughs by around 9 a.m. However, Sunrise Highway is closed due to snow between State Route 79 and mile marker 27.5 due to snow.

February 22, 2022 (Spring Valley) -- The Rancho San Diego Sheriff's Station wants your help in locating a missing six-year-old girl from Spring Valley.

On Tuesday, February 22 around 1:15 p.m., Joylin Gutierrez was taken from Kempton Elementary School located in the 700 block of Kempton Street in Spring Valley. Joylin  is Hispanic, three feet tall with long brown hair and brown eyes.  She was last seen wearing a pink or purple sweater.

 Joylin is believed to be with her biological, non-custodial parent, 45-year-old Wendy Gutierrez.

They were last seen around 4:00 p.m. in the area near East Plaza Boulevard and South Harbison Avenue in National City.

February 21, 2022 (San Diego’s East County) – A severe storm moving into our area is forecast to bring heavy rains across most of the county, along with high winds and substantial snow in mountain areas today through Wednesday.  Snowfall is forecast to dip below 4,000 feet, including portions of Interstate 8 east of Alpine.

Mount Laguna could get up to a foot and a half of snow, with six to eight inches forecast for Julian.  The blizzard could create white-out conditions in snowy areas, so avoid travel if possible. Frost is forecast for some valley areas including Ramona and Escondido.

Gusts of up to 70 miles per hour are forecast in mountains and in desert areas such as Borrego and Ocotillo Wells.

February 18, 2022 (San Diego) – After revelations that San Francisco police used DNA collected from rape kits to charge a rape victim with a property crime, San Francisco’s District Attorney Chesa Boudin dismissed the charges and called the police actions a violation of the Fourth Amendment, which prohibits unreasonable searches and seizures.

So East County Magazine asked the San Diego Sheriff department whether it has submitted rape victims’ DNA collected at hospitals to a database that could be used to link rape victims to other crimes.

Within hours of our request, Lieutenant Amber Baggs, the Sheriff’s Media Relations Director, sent this response:  “No we do NOT do this.  I read the article as well and checked with our Crime Lab Director. We do not match victim's DNA to other crimes. Thank you for asking so this can be clarified.”

February 17, 2022 (El Cajon) – A vehicle theft suspect armed with a knife was shot by San Diego Sheriff’s deputies and injured last night in El Cajon. 

A detective from National City Police Department assigned to the Regional Auto Theft Task Force also sustained a minor gunshot wound.

February 17, 2022 (San Diego) – The state’s new Vehicle Miles Traveled Law seeks to reduce greenhouse gases by requiring fees of developers for projects that result in vehicles traveling farther than the regional average.  Projects where drivers travel 15% fewer miles than the regional average, such as infill developments near roads, jobs, and transit, can be built without costly studies and mitigation required of other projects.

So last week, San Diego Supervisors voted 3-2 to attempt to balance housing needs with the state’s goal of reducing greenhouse gas emissions, in a two-phase approach.

Update: At their meeting on February 16, Padre Dam's Board of Directors voted to begin the approval process of a time change from 3:30 p.m. to 4 p.m. Staff will first research the change, such as impacts on other personnel's schedules and any financial ramifications, before sending it back to the Board of Directors for final approval at a later meeting, as per their rules.

February 15, 2022 (Santee) – Suzanne Till, a teacher, has asked her colleagues on the Padre Dam Municipal Water District Board to move meeting times from 3:30 to 4 p.m. since she has repeatedly been late due to the long commute from her job at a Chula Vista school.  But so far, the board has not done so.  The issue of moving the meeting time to later will be on the agenda for the board’s virtual meeting on Wednesday, Feb. 16 at 3:30 p.m., item 12. 

But some fear the board majority, all Republicans, may vote to oust Till, a Democrat, for tardiness in a partisan maneuver rather than accommodate a minor shift in meeting times. Till has fought against water rates, also opposing fines for late payments and water shutoffs during the pandemic. February 14, 2022 (San Diego) – Less than two weeks after the resignation of Sheriff Bill Gore, Acting Sheriff Kelly Martinez has approved a process for trained Citizen's Law Enforcement Review Board (CLERB) staff to respond to death scenes in county jails as well as deputy-involved shootings that result in a fatality or where death is likely.

February 13, 2022 (Alpine) – High winds howled through Alpine this week, causing damage to homes over multiple days.

In the Loving Life Alpine group on Facebook, residents posted descriptions and photos, including some also sent to ECM via email.

Brandon Hamilton came home on Thursday, February 10^th  to find his propane barbecue submerged in his swimming pool. (photo, left)   

His post prompted quips from neighbors who posted quips about a BBQ pool party and a need for snorkels.

Elizabeth Livingston wrote, “Lost all of my carport.” Her damage occurred on Sunday, February 6, she told ECM. (photo, right)

Lisa Dawn Reese described the scenario as “hurricane force winds.”
