June 23, 2016 (Potrero) Tactical firing Operations are being conducted above the north east corner of the Border 3 Fire., Cal Fire advises.

These firing operations are one of the many tools used to stop and or slow down the spread of large fires. The firing operation, along with direct perimeter control efforts, will continue throughout the day and night until the objective has been met.

habitat

Sorry for the misunderstanding. Where possible some habitat should be left as a refuge for wildlife to repopulate burned areas as it recovers over time. Living habitat is also good for erosion control, a seed source for shrubs and trees, and aesthetics. Hopefully Cal Fire tactics take this into consideration making an effort to not remove all vegetation when it may not be necessary for the sake of fire control.

environmental avoidance

Good move in this article changing "firing training" to "operations" to avoid comments like this one. Training does not fall under the emergency exemption allowing Cal Fire to remove habitat by burning as training without environmental review. That would be similar to using extra bulldozer time to clear habitat as "training" which would not be acceptable. Remaining habitat being removed as practice burning could be important as a refuge for wildlife including rare species. For the purpose of fire control bare ground is optimum but there are other considerations when not for the immediate purpose of protecting life and property. Please don't use the emergency exemption for other than emergency purposes to remove remaining habitat without environmental considerations.
