Hurricane Matthew heads for East Coast (CNN)

…With the Category 4 hurricane expected to brush up to the US East Coast later this week after its deadly assault on the Caribbean, state officials warned residents and visitors to start preparing for some miserable times. Up to 1 million people could face evacuation in South Carolina.

Matthew is an "extremely dangerous" storm, Florida Gov. Rick Scott said…The forecast is that Matthew will ride along the US coast from Florida through the North Carolina Outer Banks from Thursday evening through Saturday. It could make landfall at any point and all areas should be on guard.

Sacramento police tried to run over man before shooting him, recordings reveal (SacBee)

Two Sacramento police officers attempted to run over a mentally ill homeless man with their car less than 35 seconds before they shot and killed him…One of the officers says “f--- this guy” in the frantic final minute before they shot Joseph Mann on Del Paso Boulevard. Moments later, the driver says, “I’m going to hit him.” “OK. Go for it. Go for it,” his partner responds.. the officers gunned their vehicle toward Mann, backed up, turned and then drove toward him again, based on dashcam video released by police. They stopped the car, ran toward Mann on foot and shot him 14 times.

The first and only vice presidential debate was mostly about the candidates who weren't there. Mike Pence kept his focus on Hillary Clinton's trustworthiness, and Tim Kaine revisited every one of Donald Trump's unscripted and controversial remarks. Pence, the governor of Indiana, had the bigger challenge in defending Trump, who had one of the worst weeks of his candidacy after he seemed unprepared at the first presidential debate last week.

Trump calls tax avoidance ‘smart’,  most Americans call it ‘unpatriotic’, poll finds (Reuters)

Republican presidential nominee Donald Trump says paying no income tax would make him "smart." ..Some 67 percent of Americans said it is "selfish" for a presidential candidate to pay no taxes, while 61 percent said it is "unpatriotic," according to the (Reuters/Ipso) poll..Trump's taxes have become a big campaign issue after the New York Times released a portion of his 1995 tax returns last week and estimated that Trump likely paid no taxes for (18)f years. The celebrity real estate developer, who is the first presidential candidate in decades to refuse to release his full tax returns, didn't deny the report. He later said that he had "brilliantly used" U.S. tax rules to his advantage.

It is very unlikely major cities will return to stop and frisk policing practices, after a federal judge condemned New York City's use of that strategy in a 2013 ruling. According to data from the Pew Research Center, the median black household income was about $43,300 in 2014, while white household income was about $71,300.The average net worth of a white household was $144,200, compared to $11,200 for a black household.

Canada may have rolled out the red carpet for Prince William and Kate Middleton -- but that didn't stop the royal couple from being snubbed...Grand Chief Stewart Phillip, president of the Union of British Columbia Indian Chiefs…told CNN he canceled the appearances to raise awareness of the poverty and social issues faced by indigenous communities across Canada …”With the deepening poverty of our communities, remembering the missing and murdered indigenous women and girls, and the ongoing negligence of indigenous child welfare policies across this country, in good conscience, I cannot participate in the Black Rod Ceremony," he said.
