REP. SUSAN DAVIS CALLS FOR REPEAL OF TRUMP ORDER TARGETING MUSLIMS AND REFUGEES, PRAISES COURT RULING STAYING ORDER

East County News Service

January 31, 2017 (San Diego) -- “Federal courts have rightly stayed President Trump's unconstitutional executive order banning Muslims and refugees. Immigration officials need to follow and respect the rule of the federal judges and allow those being held to have access to attorneys. The right of habeas corpus is a bedrock of our democracy,” says Congresswoman Susan Davis, who yesterday called on President Trump to left his executive order banning travel to the U.S. from  predominantly Muslim nations.

SENATE REPUBLICANS VOTE TO REPEAL AFFORDABLE HEALTHCARE ACT—WITH NO REPLACEMENT

Congressional Members Susan Davis and Scott Peters to hold Save Our Health” press event Sunday to share concerns over repeal

East County News Service

January 13, 2017 (Washington D.C.) – In the dead of the night while most Americans were sleeping,  the Senate voted 51-48 to repeal the Affordable Care Act (Obamacare) even though no replacement plan has been introduced.  That leaves 300,000 people in San Diego County poised to lose their healthcare.  More than 900,000 others receive health care through Medi-Cal, many of whom became eligible through the ACA and could be left with no coverage potentially as soon as later this month, when President-Elect Donald Trump takes office, if he signs a repeal into law.

The measure still needs approval by the House, but with overwhelming support by Republicans in control, it’s expected to sail through. Even many Republicans are raising doubts over whether any replacement plan could be enacted in time to prevent loss of coverage, how much coverage would cost, or whether some would be left uncovered by a future GOP plan.

San Diego Democratic Congressional members Susan Davis and Scott Peters will hold a “Save Our Healthcare” press event on Sunday, January 15th from 1 p.m. to 1:30 at Sharp Memorial Outpatient Pavilion, 3075 Health Center Drive, San Diego. (view map)

AFTER REPUBLICANS BAR VOTES ON BILLS TO LIMIT ACCESS TO ASSAULT WEAPONS, DEMOCRATS STAGE SIT-IN IN HOUSE, FILIBUSTER IN SENATE

East County News Service

June 23, 2016 (San Diego) –Although more than 60% of Americans support limits on access to assault weapons, Republicans in the House and Senate refused to allow votes on such measures.  In the Senate last week, Democrats filibustered to force a vote, but the Republican majority defeated a measure authored by California Senator Dianne Feinstein.

Last night, House Democrats staged a sit-in seeking to prevent the House from adjourning without taking up a similar measure. Republican House Speaker Paul Ryan shut off cameras to prevent TV coverage on C-Span, so San Diego Democrat Scott Peters  live-streamed the action on his cell phone with a Periscope app.  Democratic Congresswoman Susan Davis, whose district includes San Diego and East County cmmunities, also spoke—and sat—on the House floor.

LOCAL CONGRESSIONAL RESULTS : ISSA COULD FACE TOUGH BATTLE IN NOVEMBER TO HOLD SEAT; OTHER INCUMBENTS HAVE SOLID PRIMARY VICTORIES

East County News Service

June 8,2016 (San Diego’s East County) – Incumbents beat challenges soundly in East County’s three Congressional Districts,  but San Diego Congressman Darrell Issa  could face an upset in November. With 100% of San Diego County’s precincts tallied, here are the results.

Issa, a Republican, has 48.8% of the vote with all but provisional ballots counted.  Democrat Doug Applegate has 47.86%, trailing Issa by less than 1% in San Diego County, while Ryan Wingo has 3.29%.  The district also includes part of Orange County, where Issa fared better, leading Applegate 57.5% to38.6% but with far fewer voters.  Adding both counties together, Issa has 51.2% ,Applegate 45.4%  and Wingo 3.4%. Wingo is a nonpartisan candidate running on a platform of legalizing marijuana and opposing war. Wingo voters would  be most likely to vote Democratic in a two-person run-off,  meaning Issa could be in for a battle in November to hold onto his seat.

CONGRESSWOMAN DAVIS PRAISES PRESIDENT OBAMA’S PROPOSAL TO END SUMMER HUNGER

East County News Service

January 29, 2016 (San Diego) -- Congresswoman Susan Davis (D-San Diego) and Senator Patty Murray praised President Obama’s proposal to reduce child summer hunger by making permanent the Summer Electronic Benefits Transfer for Children (Summer EBT) program nationwide.

During the school year, low-income children have the opportunity to receive free or reduced-price meals at school. However, millions of these same children go hungry during summer break.  The President’s budget will address this summer meals gap by investing $12 billion to scale up the successful Summer EBT demonstration project that has decreased hunger among participating children by about 33 percent while increasing healthy food intake.

PRESIDENT VETOES GOP BILL THAT SOUGHT TO WEAKEN CLEAN WATER ACT

By Miriam Raftery

Photos: Contaminated water in Flint, Michagan (Flint Water Disaster on Facebook)

January 20, 2016 (Washington D.C.)—On the heels of the poisoned drinking water crisis in Flint, Michigan caused by the state cutting corners to save costs and then covering up the consequences, President Barack Obama vetoed a measure passed by the Republican-controlled Congress that would have killed an Environmental Protection Agency clean water rule that allows the federal government to protect the nation’s waterways and keep them clean.

San Diego’s Republican Congressmen Duncan Hunter and Darrell Issa voted for weakening clean water protections and shifting responsibility for many waterways back to the states, while Democrats Susan Davis, Scott Peters and Juan Vargas voted against.

In Michigan, Republican Governor Rick Snyder’s administration ordered that the polluted Flint River  be used for drinking water to save money and ignored federal law requiring an anti-corrosion additive that would have cost just $100 a day.  That decision caused lead pipes to corrode, leeching lead into the public’s drinking water. For two years, families have been drinking contaminated water. Now children are suffering irreversible lead poisoning including brain damage. Also, 10 people have died of Legionnaire’s disease believed tied to tainted river water.

APPROPRIATIONS BILL APPROVED BY CONGRESS HAS FUNDS FOR LOCAL PRIORITIES

By Miriam Raftery

December 26, 2015 (San Diego’s East County) – An omnibus appropriations bill passed the House earlier this month on a 316 to 133 vote, avoiding a government shutdown.  The measure was passed by the Senate and signed by President Obama.  Among local representatives, only Republican Duncan Hunter voted no.  Democrats Susan Davis, Juan Vargas and Scott Peters joined with Republican Darrell Issa in voting yes.

“Many San Diego priorities focusing on the middle class are included in this bipartisan omnibus spending bill,” says Congresswoman Davis. “While not perfect by any means, this bill has critical investments for medical research, innovation, education, infrastructure, and supports many jobs in our region.”

The Omnibus Appropriations bill includes:

3 LOCAL REPRESENTATIVES HONORED FOR VOTING TO PROTECT NATIONAL PARKS 100% OF TIME, 2 OTHER SD REPS SCORE ZEROS

Photo: Clark Bunting, NPCA President and CEO, Rep. Susan Davis, and Craig Obey, NPCA Senior VP, Government Affairs

July 17, 2015 (San Diego)—When it comes to protecting national parks, the partisan divide between our local Congressional representatives is as wide as the Grand Canyon.

Three of San Diego’s Congressional members were honored with the Friends of the National Parks Award from the nonpartisan National Parks Conservation Association for their contributions to protection and enhancing America’s national parks. Congressional members Susan Davis, Scott Peters and Juan Vargas all voted to support national parks 100% of the time on bills tracked by the NPCA. California’s two Senators, Barbara Boxer and Dianne Feinstein, also scored 100%.  All five of these legislators are Democrats.

By contrast, San Diego’s two Republican Congressmen, Duncan D. Hunter and Darrell Issa, each scored 0%, voting against every measure to protect national parks that the NPCA tracked in the last Congressional session. That included five measures that passed the House of Representatives, three of which were opposed by the NPCA.

FAST-TRACKING TRADE DEAL FAILS IN HOUSE, BUT ONLY ONE SAN DIEGO REPRESENTATIVE VOTED “NO”

Re-vote expected early this week

By Miriam Raftery

June 14, 2015 (San Diego) – The Trans-Pacific Partnership (TPP) trade deal has stalled in the House of Representatives, after one of two measures needed for passage failed to win enough votes. Opposition came from both left and right, with even House Minority Leader Nancy Pelosi (D-San Francisco) joining with conservative Duncan Hunter in standing up against President Obama to help defeat the proposal.

There were two bills—and both needed to pass in order for the TPP to move forward. But Speaker John Boehner has called for another vote early this week on the failed portion of the proposal.

REPUBLICANS WIN CONTROL OF SENATE, GAIN HOUSE SEATS INCLUDING ONE LIKELY IN SAN DIEGO

By Miriam Raftery

November 5, 2014 (San Diego) -- Nationally, Republicans have won control of the Senate and increased their margin of dominnance in the House of Representatives. One of those gains appears to have occurred in San Diego's 52nd Congressional District.

With all votes tallied except several thousand provisional ballots, former Councilman Carl DeMaio, a Republican, has just 752 votes more than Democratic incumbent Scott Peters, up by 50.26% to 49.74%.  It is not yet known whether Peters will request a recount, which is his right under the law with such a narrow margin.

In other local races, Republican Congressman Duncan Hunter captured 71.55% of the vote over challenger James Kimber, a physician assistant in the 50th Congressional District.  In the 51st District, Democratic Congressman Juan Vargas scored a solid victory with 68% of the vote over his opponent, Stephen Meade.

Two other races were somewhat closer. Congresswoman Susan Davis, a Democrat, fought off a challenge from ex-Navy Seal Larry Wilske, a Republican. Davis won with 57.88% of the vote in the 53rd District; Wilskie picked up  42.12%. Congresman Darrell Issa, a Republican who has drawn national media scrutiny as chair of the House Oversight Committee held his seat with 57.97% of the vote over Democratic challenger Dave Peiser, who receivecd 42.03%.

HOUSE PASSES VARGAS RESOLUTION CALLING FOR PROTECTION OF RELIGIOUS MINORITIES IN IRAQ

By Miriam Raftery

August 2, 2014 (Washington D.C.) – It's rare for Congress to agree on anything given the partisan divide in Washington.  But House Resolution 683, authored by Congressman Juan Vargas (D-San Diego) , passed the House of Representatives unanimously yesterday. The measure expresses the urgent need to protect religious minorities in Iraq from persecution at the hands of the Sunni Islamist insurgent and terrorist group, the Islamic State in Iraq and Levand (ISIL). The measure was coauthored by three other San Diego representatives (Republican Duncan Hunter as well as Democrats Susan Davis and Scott Peters)

“I am pleased the House of Representatives is shedding light on this important topic and supporting our nation’s need to be vocal in the face of the horrific crimes taking place against Iraqi civilians,” said Rep. Vargas. “This resolution expresses the urgent need to protect religious minorities who are fleeing persecution in Iraq’s ISIL-held territories.  Religious freedom is the cornerstone of any free society and we must do everything in our power to provide immediate protection and humanitarian assistance to individuals facing horrific crimes because of their religious beliefs.”

Mark Arabo, a national spokesman for Iraqi Christians and president of the Neighborhood Market Association locally, heralded passage of the resolution as “a historic day that will go into the annals of Iraqi Christian history.”

WAS IT FRAUD? EXPERTS RAISE SERIOUS QUESTIONS AFTER LOW FIRST-YEAR ENERGY PRODUCTION AT OCOTILLO WIND PROJECT

Elected officials suppressed key report, failed to halt project or recover taxpayer dollars

“It was heartbreaking to see this project desecrate such a historically and culturally significant landscape, and it’s even worse when you find out that it was built on false claims by the developer, and with the assistance of the BLM. "-- Anthony Pico, Chairman, Viejas Band of Kumeyaay Indians

An East County Magazine special investigation

By Miriam Raftery

April 30, 2014 (Ocotillo) – An international wind energy expert has concluded that Pattern Energy appears to have defrauded the federal government in order to obtain lucrative tax subsidies for a wind energy development in southern California that has failed to live up to the developer’s claims.

“I believe we have a clear case for the False Claims Act,” Nicolas Boccard told East County Magazine, after reviewing full first-year wind production data for the Ocotillo Wind Energy Facility on U..S. Bureau of Land Management (BLM) public land.  The project produced only about half of the energy that Pattern claimed it would produce—far below levels deemed viable for a wind project, a second expert confirms.

These dismal results are no surprise to Boccard, who predicted in a report written before construction of the project was  completed that Ocotillo lacks sufficient wind speeds to sustain a viable wind energy project.

So were Pattern's lofty wind speed claims nothing more than spin?

REPUBLICANS KILL PAYCHECK FAIRNESS ACT FOR WOMEN--AGAIN

By Miriam Raftery

April 9, 2014 (Washington D.C.) – As a slap in the face to women on Equal Pay Day today, Senate Republicans blocked passage of the Paycheck Fairness Act for women – for the third time. The measure failed due to lack of a single Republican vote. The bill had aimed to provide more effective remedies for women who are paid less than men for the same work.

California's Senators, Barbara Boxer and Dianne Feinstein, both Democrats, support the bill.  On the House side, San Diego Democratic Congresswoman Susan Davis is pushing for passage of a similar measure,  H.R. 377.  San Diego Democratic Congressman Scott Peters is a cosponsor of the bill, which local Democratic Congressman Juan Vargas also supports.

East County Republican Congressman Duncan D. Hunter has previously voted no on a similar paycheck fairness measure for women, along with San Diego Republican Darrell Issa.
