Update: A Sempra spokesperson has confirmed that these helicopters were contracted by SDG&E and that height limits were followed, but surveillance in the Jamul area is now over.

August 12, 2014 (San Diego’s East County) – Last week, we ran a story on residents’ complaints about an SDG&E helicopter that witnesses claimed was flying below legal height limits in the Descanso area. The flights, part of a surveying effort of power lines in Cleveland National Forest, allegedly caused injury to a horse that was startled by the helicopter.

OCT. 1 PUBLIC MEETING SET ON SDG&E PLAN TO REPLACE POWER LINES IN CLEVELAND NATIONAL FOREST

 

September 6, 2014 (San Diego’s East County) – Cleveland National Forest (CNF) and the California Public Utilities Commission (CPUC) will hold a public meeting on October 1, 2014 from 5 to 7 p.m. at the Alpine Community Center, 1830 Alpine Blvd. in Alpine. The purpose is to obtain comments on a joint draft environmental impact report/draft environmental impact statement prepared by the two agencies regarding San Diego Gas & Electric Company’s proposal for a master special use permit in Cleveland National Forest and proposed replacement/fire hardening of select power lines in and around the federally protected Cleveland National Forest.

CLEVELAND NATIONAL FOREST ANNOUNCES FIRE RESTRICTIONS

 

July 17, 2014 (Cleveland National Forest)--Due to high fire danger, Cleveland National Forest has announced elevated fires restrictions starting Friday, July 18th.  The change is due to dryer fuel conditions, higher temperatures, and the likelihood of small fires becoming big fires.

July 6, 2014 (San Diego’s East County)--I am a property owner surrounded by the Cleveland National Forest on Boulder Creek Road. My land represents the majority portion of my personal financial holdings. Up until 1993,  county regulations allowed property owners in my area to divide their lands into 20 acre parcels. We lost this ability in 1993 when voters approved the Forest Conservation Initiative (FCI).

FUTURE OF FOREST LANDS , ALPINE GROWTH AT STAKE

June 27, 2014 (San Diego’s East County) – San Diego Supervisors heard heated testimony on Wednesday regarding plans to change densities for lands on private property within the Cleveland National Forest boundaries. The Forest Conservation Initiative (FCI) passed by voters in 1993, which limited development on these lands to one home for each 40 acres, expired in 2010.  The County has rejected calls to enact the FCI protections into law. Instead, Supervisors directed staff to create an Environmental Impact Report based on staff recommendations that would increase densities in some areas and reduce them in others.

The hot potato is Alpine, where the Alpine Planning Group’s majority called on Supervisors to allow increased densities and development that could double the size of their rural town.  That has drawn opposition from environmentalists, board member Lou Russo, the Cleveland National Forest Foundation and the U.S. Forest Service itself, which raised concerns over fire dangers and preservation of federally protected wild lands adjacent to proposed development.

CLEVELAND NATIONAL FOREST FOUNDATION PRESIDENT ASKS PUBLIC HELP TO SAVE FOREST LANDS: SUPERVISORS TO VOTE WEDNESDAY ON DEVELOPMENT ENCROACHMENT PROPOSAL

June 23, 2014 (Alpine) – A proposal before the San Diego Supervisors on Wednesday would weaken protections for federal forest lands by allowing development encroachment in East County. The plan could double the size of rural Alpine, putting forest lands at risks, conservationists warn.

Now Jack Shu, president of the Cleveland National Forest Foundation, has issued a plea for the public to contact Supervisors and urge them to support protections granted by the Forest Conservation Initiative that was approved by two-thirds of local voters but recently expired.  Below is the letter he sent to conservationists countywide.

CLEVELAND NATIONAL FOREST SEEKS PUBLIC COMMENT ON OFF-HIGHWAY VEHICLE GRANT APPLICATION

 

March 1, 2014 (San Diego’s East County) -- Cleveland National Forest officials will submit a cooperative grant application to the California Off-Highway Motor Vehicle Recreation (OHMVR) Division for 2013/2014 "Green Sticker" grants.  Beginning March 4, 2014, the application can be viewed by clicking on the "Grants" tab on the California State Parks Off-Highway Motor Vehicle Recreation website at www.ohv.parks.ca.gov. Comments on the application must be received by April 7, 2014.

February 26, 2014 (San Diego’s East County) – Readers across East County have sent photos and video of a large controlled burn yesterday in Rancho Cuyamaca State Park, voicing outrage over the burning of habitat including mature trees, given than 99% of the pine trees in the park burned during the 2003 Cedar Fire.

Questions have also been raised over why the burn was allowed in windy conditions, why a helicopters was dispatched to use water from Lake Cuyamaca on a controlled burn, and why more notice was not provided to the public and the press that a major controlled burn was underway by State Parks in conjunction with Cal Fire.

February 6, 2014 (Alpine)--SDG&E submitted a plan to retrofit and update electric line facilities within the Cleveland National Forest into one Master Special Use Permit (MSUP). Currently, SDG&E has over 70 individual special use permits for these facilities. Many organizations and back country citizens are concerned about the need, cost, environmental impacts, and potential harm to the forest of the proposed plan of development.

On February 5, California Public Utilities Commission (PUC) Administrative Law Judge Jean Vieth held a formal prehearing conference at the Alpine Community Center regarding the $418.5 million MSUP project.

FOREST SERVICE AND CPUC EXTEND SCOPING PERIOD FOR SDG&E POWERLINE PROPOSAL IN NATIONAL FORESTS LOCALLY

Meeting set for Feb. 19 in Alpine

February 4, 2014(San Diego)—U.S. Forest Service ((USFS) officials, in conjunction with the California Public Utilities Commission (CPUC), have announced a supplemental scoping period to provide the public with an additional opportunity to comment on the topics and alternatives that should be included in the Draft Environmental Impact Report/Environmental Impact Statement (EIR/EIS) being prepared for the SDG&E proposal.

The Forest Service and CPUC will hold a Supplemental Scoping Meeting for the SDG&E Master Special Use Permit and Permit to Construct Power Line Replacement Projects at the Alpine Community Center, 1830 Alpine Boulevard, Alpine, CA on Wednesday, February 19, 2014 from 5:00 to 7:00 p.m.  The meeting is open to all.

SOCAL FORESTS RELEASE DRAFT RECORD OF DECISION FOR LAND MANAGEMENT PLAN AMENDMENT

 

January 19, 2014 (San Diego) --U.S. Forest Service officials announced on January 17th the release of the Draft Records of Decision for a Proposed Amendment to the Land Management Plans for the four Southern California national forests (the Angeles, Cleveland, Los Padres, and San Bernardino).

The publication of a legal notice in each national forest’s newspaper of record begins the 60-day objection period.

October 21, 2013 (San Diego’s East County) -- The U.S. Forest Service (USFS) sent out its request for scoping on SDG&E’s Master Permit renewal.  The comment period is through November 7th.   Document links are provided at the end of this editorial.

The Forest Service, in an attempt to consistently and effectively manage wilderness and wilderness-like portions of their Forest, recommends moving the 626 69kV line that runs up Boulder Creek Road out of these fragile areas and makes this suggestion along with a mile or so wide corridor for study where portions of the line could be moved. But there more to this proposal than meets the eye.

PUBLIC MEETINGS TUES. & WED. ON SDG&E PROPOSAL IN CLEVELAND NATIONAL FOREST AND NEARBY PROPERTIES

October 21, 2013 (San Diego’s East County) – Two scoping meetings are planned this week in Julian and Alpine  for the public to obtain information and voice views on a proposal by San Diego Gas & Electric (SDG&E)  that includes Cleveland National Forest lands.  SDG&E wants to combine over 70 existing special use permits for electric facilities in the forest into one Master Special Use Permit.  In addition, SDG&E wants to replace some power lines and distribution liens both inside and outside the forest  including fire hardening, relocation and undergrounding of certain facilities.

Areas impacted include the vicinity of Descanso, Campo, Pauma Valley, Santa Ysabel, and Warner Springs.

ELEVATED FIRE RESTRICTIONS IN CLEVELAND NATIONAL FOREST

 

June 26, 2013 (San Diego's East County)--Effective June 28, 2013 at 6:00 a.m., fire restrictions on the Cleveland National Forest will be moved to the “Elevated” level.  The increase in fire restrictions is due to dryer fuel conditions, higher temperatures, and the likelihood of small fires becoming larger fires. 

The purpose of fire restrictions is to reduce the risk of human-caused fires during high fire danger.  Fire restrictions impose limitations on forest users and are implemented only as deemed necessary to help prevent wildfires.

IS THE PARTY OVER? COUNTY SUES FOREST SERVICE TO BLOCK REOPENING OF CEDAR CREEK FALLS TRAIL

March 29, 2013 (Ramona) – Today, San Diego County has filed a lawsuit seeking declaratory relief and an injunction to halt the U.S. Forest Service from reopening the trail to Cedar Creek Falls from Ramona’s San Diego Country Estates. The suit follows the USFS announcement that it plans to reopen the trailhead April 5th and implement a permit system for visitors. The falls and a natural swimming pool below are considered by some to be the most spectacular natural attractions in East County.

“The lawsuit is in response to the Forest Service’s decision to ignore both the public safety and fiscal concerns raised by the County during the appeal of the permit system plan,” Supervisor Dianne Jacob said in a press statement issued today. “Adequate law enforcement staffing must be in place before the trail is opened back up.  Either the Forest Service needs to be able to enforce its own rules, or pay the Sheriff’s Department to do it.”

FOREST SERVICE SEEKS PUBLIC COMMENTS ON CHANGES PROPOSED TO CLEVELAND NATIONAL FOREST AND OTHER SOUTHERN CA FOREST MANAGEMENT PLANS

Public meetings set, including March 26 in Alpine and March 27 in Ramona

March 8, 2013 (San Diego) – Forest Service officials are seeking public comments on the Draft Supplemental Environmental Impact Statement for a Proposed Amendment to the Land Management Plans for the four Southern California national forests (the Angeles, Cleveland, Los Padres, and San Bernardino).

The environmental impact statement analyzes the proposal to modify the existing land use zones allocations in selected inventoried roadless areas to include more back country non-motorized and recommended wilderness areas.  It also analyzes the proposal to modify the land management plan monitoring framework.  The statement evaluates alternatives for both topics, including an alternative that would recommend most of the study area as wilderness.  The environmental impact statement can be found on the project webpage at:  http://www.fs.fed.us/nepa/nepa_project_exp.php?project=35130

CONTROLLED BURNS ON PALOMAR MOUNTAIN

February 27, 2013 (Palomar) --If you see smoke across San Diego's north inland areas, don't worry. The Cleveland National Forest is conducting burning operations this week on the northeastern side of Palomar Mountain along the Aguanga Ridge/Palomar Divide Road this week.  The Forest Service is burning fuels that have been piled as a result of fuel treatments in the area.

FOREST SERVICE BURNING CLEARED BRUSH IN SAN VICENTE AND PALOMAR AREAS TODAY

February 19, 2013 (San Diego's East County) --Cleveland National Forest is conducting burning operations today in the San Vicente area in East County and on Palomar Mountain near Observatory Campground.  This is a continuation of burning operations that began yesterday, but are not expected to continue into tomorrow due to the weather system that may bring rain and that is moving into southern California.

The Forest Service is burning fuels that have been piled as a result of hand and mechanical fuel treatments in the area.

FOREST SERVICE BEGINS PRESCRIBED BURNS IN EAST COUNTY

January 9, 2013 (San Diego’s East County) – The Palomar Ranger District of the Cleveland National Forest will conduct prescribed burning from January 15, 2013 through June 30, 2013 when weather and fuel moisture conditions permit.  This vegetation removal is for the purpose of hazardous fuels reduction, community defense zone maintenance and forest health.  The prescribed burning will take place at various locations on the District including Palomar Mountain, Ramona, San Diego Country Estates, Sunshine Summit and Aguanga.  The projects will cover approximately 700 acres.  Some drifting smoke may be visible during the period of burning.

42,000 ACRES OF CLEVELAND NATIONAL FOREST PROPOSED FOR ROADLESS WILDERNESS DESIGNATION

December 29, 2012 (San Diego’s East County)—“Scenic resources are among the biggest values we can offer to the American people,” Will Metz, Cleveland National Forest Supervisor, told ECM. 

The U.S. Forest Service is now weighing a proposal to protect vast tracts of federal forests as roadless wilderness—including 42,000 of Cleveland National Forest.  That includes the lands around Cedar Creek and above Cedar Creek Falls, Eagle Peak, the upper San Diego River Gorge, and the Caliente area.

The proposal  will likely be open for public comment in January and could be finalized by mid-2013. While the USFS would then manage the lands as wilderness, it would take an act of Congress to formalize the designation.

FOREST SERVICE ANNOUNCES PERMIT RESERVATION SYSTEM TO VISIT CEDAR CREEK FALLS

December 19, 2012 (Ramona) – Cleveland National Forest Supervisor Will Metz today announced a decision to implement of a permit system for visiting Cedar Creek Falls.  Initially, 75 permits per day for groups up to 5 people will be issued and can be reserved online.   During peak season, the falls have drawn as many as 1,000 visitors –thus the permit system is apt to reduce the number of visitors who will be able to access the popular attraction during peak demand.

The Ramona trailhead to the falls, closed since July 2011 when 16-year-old Joseph Meram fell to his death, will be reopened in April when use permits take effect, Brian Harris at the USFS told ECM.  However a permanent closure on cliffs above the falls was also announced, along with a permanent ban on alcohol in the Cedar Creek Falls area.

FIRE RESTRICTIONS REDUCED ON THE CLEVELAND NATIONAL FOREST

December 20, 2012 (San Diego) – Effective Tuesday morning at 6:00 am, December 18, 2012, fire restrictions on the Cleveland National Forest were reduced to the “General Level.” The recent rain and cooler temperatures have lessened likelihood that small fires will become larger fires.



“While the height of our fire season may be coming to an end, we urge that people stay vigilant to prevent wildfires,” said Carlton Joseph, Fire Chief for the Cleveland National Forest.  “Our fire season in southern California is year round, and we remain ready to respond to these emergency situations.”

Stealth project in Cleveland National Forest could cost taxpayers $1 billion; public has just 30 days to comment

October 23, 2012 (San Diego’s East County)--Late last week, SDG&E filed a permit request with the California  Public Utilities Commission (CPUC) and  sent an announcement to several local residents of a replacement project for five 69 kV lines which currently circle the county at the end of last week and filed the project with the CPUC.  http://www.sdge.com/regulatory-filing/3792/application-sdge-permit-construct-cleveland-national-forest-power-line

These lines traverse miles of Cleveland National Forest. Unlike the switching out of wood to steel poles that we have heard about for some time, oddly, they did not tell the Cleveland National Forest about their plans.

PLEASE review the link above and send comments to the CPUC. We have a scant 30 days to turn this around and expose SDG&E for not only gaffing off environmental quality, but probably far more important this time they are side stepping basic civil rights. Tell the CPUC they must respect the US Forest Service planning!

FOREST SERVICE, BLM ISSUE PLAN TO ELIMINATE FERAL PIGS WITH HELICOPTER HUNTING, TRAPS AND DOGS

Public has until July 18 to submit comments

June 24, 2012 (San Diego)--Cleveland National Forest (CNF) and the Bureau of Land Management (BLM) have released an Environmental Assessment (EA) for feral pig management on public lands in San Diego, Riverside and Orange Counties, as well as on the Capitan Grande Indian Reservation.

Feral pigs, which are not native to our region, have caused extensive damage by rooting that destroys riparian waterways, habitat and forage for wildlife. The plan includes 600,000 acres of public lands, including many in East County.

ENVIRONMENTAL LAWS “UNDER ASSAULT” IN CALIFORNIA, STATE AND LOCAL LEADERS WARN

June 22,2012 (San Diego’s East County)-- Statewide leaders of the Planning & Conservation League (PCL)warned of “unprecedented attacks” in the Legislature on the California Environmental Quality Act (CEQA).
 
The remarks came during an event honoring East County environmental champion Duncan McFetridge, president of Save Our Forest and Ranchlands and executive director of the Cleveland National Forest Foundation.

June 18, 2012 (San Diego’s East County) --Nestled in the mountains of Descanso within Cleveland National Forest, Camp Oliver offers all children an outdoor experience and has been in operation since 1949, when Lawrence and Mary Oliver donated a portion of their ranch along the Sweetwater River to the Sisters of Social Service.

HIKER INJURY ON THREE SISTERS FALLS TRAIL

May 9, 2012 (San Diego’s East County) –  A 49-year-old man suffered a head injury in a tumble down a trail leading to Three Sisters Falls on April 29.   The injury occurred at a steep section of trail where hikers must descend by rope, ECM has learned.

“The Forest Service considers this area unimproved wilderness,” said Lt. Todd Richardson with the Sheriff’s  office, which performed a hoist rescue via helicopter. 

Unlike nearby Cedar Creek Falls, where trails are maintained, the U.S. Forest Service declines to maintain trails in unimproved wilderness  areas such as Three Sisters Trails that are not officially designated as hiking trails.
