READER'S EDITORIAL: SHOULD CALIFORNIA'S POOREST SCHOOLCHILDREN BE INTEREST FREE LENDERS TO THE STATE?

By Gloria Roma

June 12, 2014 (San Diego)--Should California's poorest schoolchildren be the interest free lenders of first resort to the state? I don't think so, but they are. For the past 10 years, the state has been diverting the property taxes that were allocated to schools to cover the state's other obligations. Most counties still report the property taxes are going to schools, even though they are not getting there. This violation of the public trust hurts our schools and our state.

THE OCOTILLO WIND FARM KEEPS LIMPING ON

By Roy L Hales

Photos Credit: Parke Ewing

Originally published in the ECOreport

The Ocotillo Wind Farm keeps limping on. According to a recent article in East County Magazine, the site was producing just under 18% of capacity during the first quarter of 2014. As that was the windy season, it seems unlikely that Ocotillo will beat the slightly less than 16% average they set for the first for year of operation (2013). Then there is what the Bureau of Land Management keeps refering to as "general maintenance."

READER'S EDITORIAL: DOES WAR HAVE A FUTURE?

By Lawrence S. Wittner

June 12, 2014 (San Diego’s East County)--National officials certainly assume that war has a future.  According to a report by the Stockholm International Peace Research Institute, world military expenditures totaled nearly $1.75 trillion in 2013.  Although, after accounting for inflation, this is a slight decrease over the preceding year, many countries increased their military spending significantly, including China, Russia, and Saudi Arabia.  Indeed, 23 countries doubled their military spending between 2004 and 2013.  None, of course, came anywhere near to matching the military spending of the United States, which, at $640 billion, accounted for 37 percent of 2013’s global military expenditures.  Furthermore, all the nuclear weapons nations are currently “modernizing” their nuclear arsenals.

OBAMA ADMINISTRATION TAKING MEASURES TO DEAL WITH INFLUX OF IMMIGRANT MINORS

By Trevor Hill

June 11, 2014 (San Diego’s East County)--This year, the number of minors illegally crossing the border north through Mexico into the United States has increased to approximately 48,000 (92% higher than last year) and is projected to reach over 60,000 by the end of the 2014 fiscal year. The vast majority of these children is not coming from Mexico, but in fact is fleeing Central American countries like Guatemala, Honduras, and El Salvador.

To deal with the influx, immigrant minors and adults alike are being shipped to warehouses and other facilities in order to hold them until they can be deported or granted a green card. About 700 minors are currently being held in a warehouse Nogales, Arizona, where living conditions have become deplorable due to overcrowding and lack of supplies. Fortunately, this is only a temporary housing for the children who will spend only enough time in Nogales to receive vaccinations and be checked medically before being sent to facilities in Ventura, California; San Antonio, Texas; and Fort Sill, Oklahoma.

This overcrowding is due to a lack of legal representatives willing and/or able to represent these children in Immigration Court. Because courts are not required to fund lawyers for the children, they must find a legal representative through advocacy groups or pro bono law programs.
