June 18, 2020 (McCain Valley) -- Many of you have probably visited the Cottonwood campground at the end of McCain Valley road. (Identical conditions exist at the Lark Canyon Off Highway Vehicle (OHV) park midway to Cottonwood). I’ve been camping there for more than 40 years. Even with the industrialization of the valley. it has remained a gem.

September 7, 2018 (Boulevard) -- Boulder Brush LLC (Terra-Gen) is seeking a major use permit to construct and operate a gen-tie line and substation/switchyard facilities on 110 acres of private land in McCain Valley south of I-8. The gen-time line would carry energy from the Terra-Gen Wind project proposed on Campo Kumeyaay tribal lands.

January 1, 2017 (McCain Valley) – Road widening in anticipation of construction of the Tule Wind energy project in McCain Valley begins Tuesday, January 3^rd.  A public notice  has been issued cautioning users of McCain Valley Road, Lake Canyon Campground, Cottonwood Campground and the Off Highway Vehicle Area about temporary closures and traffic delays.

January 9, 2016 (Boulevard) – Efforts to block the massive Rugged Solar project in Boulevard appear to have hit a dead end.  On December 11^th, Judge Wohlfeil confirmed  his tentative ruling to dismiss a writ of mandate filed by Backcountry Against Dumps (BAD).  The challenge claimed the project violated California Environmental Quality Act (CEQA) requirements on groundwater and fire issues, among others.

“BAD has chosen not to appeal based on a variety of issues and realities,”  BAD founder Donna Tisdale told East County Magazine.  Our attorney may never see the fee award ordered by Judge Wohlfeil, or a final decision could be strung out for years.”

July 30, 2015 (McCain Valley)—Southern California Edison has signed a 15-year power purchase agreement with Iberdrola Renewables to buy electricity from the Tule Wind project planned in McCain Valley near Boulevard.

“We are still actively opposing Tule Wind and hope it never gets built,” Donna Tisdale told East County Magazine. Tisdale and the citizens’ group Backcountry Against Dumps have two legal challenges pending. Tisdale also chairs the Boulevard Community Planning Group, which voted against the project but was overruled by the San Diego County Supervisors, with Supervisor Dianne Jacob voting no and four other Supervisors voting for the project.

The agreement covers the first phase of the 14,000-acre project, which includes 67 turbines on federal Bureau of Land Management property at the gateway to the McCain Valley federal recreation area, as well as on privately-owned Rough Acres Ranch.

Maximum occupancy of 2,600 people is twice the population of Boulevard

April 11, 2014 (Boulevard) – Properties controlled by the Hamann Companies entities and family are proposed for a variety of large-scale projects on McCain Valley Road in Boulevard, gateway to the McCain Valley, a federal recreation area.  None are popular with neighbors, thus far. Hamann gained approval for industrial wind turbines as part of Tule Wind and has been pushing to convert another 765 acres to industrial solar as part of Soitec’s controversial proposed projects. The site hosted the groundbreaking for Sunrise Powerlink, drawing protesters from across the county.

Now, Hamann is also seeking a Major Use Permit to construct a conference retreat and wellness center and a campground on 713 acres. At capacity, the facility could house up to 2,600 people—or more than twice the current population of the entire town of Boulevard. 

Judge announces tentative ruling – before hearing arguments

March 6, 2014 (San Diego)--On March 3, U.S. District Court Judge Janis L. Sammartino heard testimony from legal representatives for both sides in a lawsuit brought by the Protect Our Communities Foundation (POC – www.protectourcommunities.org) against the Bureau of Land Management (BLM) over controversial approvals for Iberdrola's controversial Tule Wind project planned in Boulevard’s McCain Valley Recreation and Conservation Area in East County.

The POC originally filed a Motion for Summary Judgment in August 2013. This week marked the first hearing under the U.S. District Court. According to Plaintiff Donna Tisdale, POC’s attorney Stephan C. Volker had prepared for a one hour argument and was surprised by the Judge’s announcement that she had a tentative ruling in hand. The judge read that ruling aloud, took a 15 minute break for attorneys to prepare a response.  Each side was then allowed a half hour to argue their points and one minute for rebuttal.

San Diego and Imperial County Eagles Are at Risk

January 5, 2014 (San Diego’s East County)  -- In December, the U.S. Fish and Wildlife Service (FWS) released its final decision to weaken a key rule that protects Bald and Golden Eagles, in order to more quickly develop renewable energy.

The Protect Our Communities Foundation (POC), a nonprofit community organization in San Diego’s East County, opposes this rule change stating it would harm eagles, has not been adequately studied, and violates federal law. Two local  wind projects would be affected by the change.

“Eagles symbolize America’s national heritage and deserve more protection, not less. This rule change will make it harder to protect the remaining eagles that San Diegans love,” said Donna Tisdale, POC’s Secretary.

March 9, 2013 (San Diego’s East County) –Industrial-scale energy projects on Bureau of Land Management lands are pushed through by energy companies touting jobs and economic booms to communities. Not mentioned is the potential loss of tourism revenues if people stop coming to recreational areas that are visually blighted. That’s been a fear voiced by residents near McCain Valley and Ocotillo, both scenic public recreation areas where wind projects are slated or recently completed.

Now preliminary data from the Bureau of Land Management reveals a 12% drop in the number of visitors to the Imperial Sand Dunes Recreational Area over the past year. Sunrise Powerlink construction was completed in June 2012.  Is the loss of 72,275 visitors due to the  massive high voltage towers that dune buggies and other off-road enthusiasts now must dodge in the desert?

Similar fate could await eagles in path of Iberdrola’s Tule Wind project in East County

January 20, 2013 (San Diego’s East County) – Wildlife protection groups and residents have reacted in horror to the removal of an active bald eagle nest by a wind developer in Canada, an event documented on video January 5, just weeks after a photo of the active pair was taken at the site.

Now ECM has learned that the environmental documents filed by Iberdrola Renewables for its Tule Wind project in McCain Valley would allow SDG&E to “remove all existing raptor nests” prior to construction.

November 20, 2012 (Jacumba)--Cal-Fire will conduct a burn tomorrow, November 21 in McCain Valley near the community of Jacumba. The burn will be approximately 35 acres and smoke will be visible off Interstate 8 from 8 a.m. to 4 p.m.

August 9, 2012 (San Diego) – The irony was enormous. San Diego’s Board of Supervisors yesterday spent much of the morning debating whether cell phone towers five feet taller than current ones would mar community character on Mount Helix.  In the afternoon,  three of the five Supervisors then threw county height limits to the winds—voting to approve 500-foot-tall industrial wind turbines in scenic McCain Valley over the objections of numerous backcountry residents.

By a 4-0 vote, Supervisors also approved a power substation and cross-border transmission lines designed to bring power up from the massive Energia Sierra Juarez wind project proposed in Mexico.

"I first visited McCain Valley around 1995 after reading Jerry Shaad's book Afoot and Afield in San Diego County. I began camping and hiking in the Valley and explored the trails and side roads to vista points where you can see the abandoned San Diego and Arizona Eastern Railroad tracks, the Salton Sea, and Castle Butte in Arizona. Yes, you can see all the way to Arizona," he wrote.

"My friend Brian getting into the spirit of McCain. Yeah, it does make you feel like that."
