ZONING HISTORY OF SAND MINING SITE EXPLAINED

September 18, 2016 (Lakeside) – Some residents of Lakeside’s El Monte Valley have voiced surprise to learn after a sand mining project was proposed that the scenic area has zoning that allows for such use.  Now Robert Hintgen, a planner with the County of San Diego, has provided a history on the zoning designation.

Hintgen provided documents showing that zoning classifications in El Monte Valley (and many other parcels in the Lakeside Community Plan area) were changed by Zoning Ordinance No. 5630 which was approved on November 7, 1979—nearly 37 years ago.

The area that is proposed for sand mining by the current application (PDS2015-MUP-98-014W2) is contained within Subarea 165 of Ordinance No. 5630, for which the zoning classification was changed from S-87 to S-82 (Extractive Use Regulations).

I hope all is well with you. I recently became aware that you had requested some information from Robert Hingtgen regarding El Monte. He sent me over the following information. Hopefully you find it helpful…

The zoning changes that were approved November 7, 1979 for the Lakeside Community Plan area (Ordinance No. 5630) were associated with General Plan Amendment 79-01 and Rezone 79-031.  Documents are available through our online document library at: http://www.sandiegocounty.gov/content/sdc/pds/doclibrary.html

When you bring up that webpage, please enter the following text in the Record ID field and click the Search button: PDS2010-3800-79-001 (for the GPA) or PDS2010-3600-79-031 (for the Rezone)

The search for the GPA Record ID will result in five files.  The fourth file in the list is 842 pages of environmental and other documentation. 

This file includes changes that were made to the Lakeside Community Plan and Circulation Element (page 548/842).

A portion of Subarea 14 and Subarea 165 which are identified for the Lakeside Community Plan area comprise the location where sand mining is currently proposed.   

Changes to the land use designation to these subareas are described on page 561/842.  The land use designation change to these subareas was addressed utilizing a CEQA Negative Declaration (page 577/842). 

Strikeout/Underline changes to the Lakeside Community Plan begin on page 602/842.  There are two paragraphs regarding the extractive industry on page 612/642.  Page 621/842 describes the Impact Sensitive land use designation that would apply to Subareas 14 and 165, as well as the Open Space designation (in strikeout) that had applied to these areas.

Page 622/842 contains a couple of paragraphs pertaining mainly to the floodplain and sand resource in the Upper San Diego River area.           

Three letters (San Diego County Archaeological Society (page 688/842), California Dept of Fish and Game (page 690/842), and City of El Cajon (page 16/842)) regarding the environmental documentation are all that are included in these 842 pages of documentation.  However, these letters pertain only to changes that were proposed for the Santee and San Dieguito Community Plan areas.

The search for the Rezone Record ID will result in two files (each less than 10 pages).  The second file confirms that the land use and zoning changes for the Lakeside Community Plan area were processed with a CEQA Negative Declaration.

I did a quick search for all records pertaining to Board meeting date “Nov 7, 1979” which resulted in 64 files.  I have attached one of the files, page 38 of 88 of which pertains to Item 25 (Subarea 165A of the Lakeside Community Plan area).  This page describes opposition from H.O. Story regarding the zoning classification change.
