January 23, 2020 (Lemon Grove) -- On January 21st, Lemon Grove leaders kicked off the new year in a well-attended meeting, with many citizens clearly interested in the medical marijuana dispensary item on the agenda.

January 14, 2020 (San Diego’s East County) – A Lemon Grove motorcyclist who was “splitting lanes at a high rate of speed in stop and go traffic” on State Route 125 northbound near Spring Street in La Mesa died after a multi-vehicle collision this morning, says Officer Travis Garrow with the California Highway Patrol.

The victim, a 31-year-old Lemon Grove man, was riding a 2013 Suzuki GW250 motorcycle at 7:22 a.m. when he sideswiped a Dodge Challenger driven by a Coronado man, 46.  The motorcyclist then veered left and struck the rear of a 2014 Toyota Corolla driven by an El Cajon man, 39.

January 6, 2019 (Lemon Grove)—A man reported by a family member to be threatening suicide at a home in Lemon Grove was shot by multiple Sheriff’s deputies on January 6^th.  The shootings occurred after the man removed a revolver from inside his jacket, according to Lt. Michael Blevins, who indicated that the man did not fire the weapon.

Shane Felix, 34, was treated at the scene by deputies for gunshot injuries until paramedics arrived. He was transported to a hospital and underwent successful surgery; he is expected to survive, according to Blevins.

CBS 8 reports that Felix had a prior conviction for arson and is expected to be arrested for assault with a deadly weapon and for being a felon in possession of a firearm, once he is medically cleared.

December 17, 2019 (Lemon Grove) – The City of Lemon Grove has dropped its complaint against Teresa Rosiak alleging misdemeanor campaign finance and disclosure violations. Rosiak, a fiscal conservative, ran unsuccessfully for the Council in 2018. She has been a vocal critic of the Council on financial matters and had called the charges politically motivated.

As ECM previously reported, the FPPC had earlier closed its investigation into Rosiak with no disciplinary action before Lemon Grove filed its complaint in court. The city has acknowledged in response to an ECM records request that it has not filed any similar charges against any other candidate in at least the last ten years.

December 11, 2019 (Lemon Grove) – A challenge seeking to block the Lemon Grove sales tax initiative on technical grounds won’t be heard until February 21 – too late to keep the measure off the March 3, 2020 ballot.  But if a judge rules the process was invalid, the vote could later be voided and the sales tax hike would not take effect.

The initiative, Measure S, would raise the sales tax by three quarters of a cent, from 7.75 to 8.5 percent. The city is facing serious financial shortfalls, with a budget deficit of nearly $1.2 million projected by the end of its fiscal year 2021-22. More than 85% of the city’s budget is spent on public safety, police and fire protection, leaving not enough money for other needs.

Update Nov. 25, 2019:  Lemon Grove has confirmed that it has no records of any prior complaints filed against any other candidates for violation of campaign contribution or disclosure requirements in the past 10 years.

November 24, 2019 (Lemon Grove) – Earlier this month, we reported that the city of Lemon Grove has filed a complaint in Superior Court accusing Rosiak of misdemeanors in her 2018 campaign over campaign contributions and disclosure requirements, but Rosiak accused the city of improperly targeting her for political retribution.  Rosiak told ECM, “The FPPC (Fair Political Practices Commission) cannot provide help or an opinion, but my filings were received by them and they have no issues with me.” 

The city contends that Rosiak borrowed money from her campaign and didn’t pay it back within 30 days, nor disclose expenditures on her behalf totaling over $100.  The city claims Rosiak violated state and city laws.

ECM asked the FPPC for a record of any FPPC complaint against Rosiak and the resolution, and the FPPC has now responded.

The FPPC confirmed that did send  a warning letter on July 13, 2018 regarding a missed filing deadline of form 470 in her campaign for Lemon Grove City Council. However, that warning letter was later withdrawn on July 16, 2018 after Rosiak stated she had sent a copy of the statement to the County Registrar’s office 10 days before the deadline via U.P.S. When notified by the Registrar that it had not arrived, she emailed a copy of the paperwork which she had retained.

November 14, 2019 (Lemon Grove) – Teresa Rosiak has run for Lemon Grove’s city council and mayoral positions in the past, but did not win election. She’s also been a vocal critic at council meetings and is a potential candidate in 2020.  The city has filed a complaint in Superior Court accusing Rosiak of misdemeanors in her 2018 campaign over campaign contributions and disclosure requirements, but Rosiak accuses the city of improperly targeting her for political retribution.

“The city again is not using the taxpayer’s dollars properly,” says Rosiak (also known as Rosiak-Proffit) in an e-mail to ECM, adding, “They want me to be discredited since I am outspoken and they will do this regardless of the cost to the taxpayers.”

Rosiak, a former Lemon Grove Chamber of Commerce president, is a fiscal conservative. The Council majority is Democratic.  She has criticized the Council on spending priorities, dipping into budget reserves, litigation in which the city has been embroiled over assault allegations against Councilman David Arambula, and has called for resignations of Arambula,  Mayor Racquel Vasquez and City Manager Lydia Romero.

November 12, 2019 (Lemon Grove) – Giardino Neighborhood Cucina celebrated its second anniversary last night, treating all guests to a delicious array of complimentary appetizers as well as toasts with champagne and lavender-vodka lemonade.

The appetizers include savory meatballs, cheese platter, olives, strawberries and more.  Guests also enjoyed live music and a festive ambience with red and gold balloons.

November 8, 2019 (Lemon Grove) – Superior Court Judge Richard S. Whitney on October 25^th approved a motion to compel a deposition of Matt Mendoza in the case of Christopher Williams vs. Davis Arambula and the City of Lemon Grove. The order was issued just days before Mendoza resigned from the Lemon Grove City Council and announced that he had moved to Florida.

The Judge initially ordered $1,500 in sanctions to be awarded to Williams, but later removed the sanctions.

Williams has accused Arambula of assaulting him  in July 2017, following a discussion at Arambula’s home regarding cannabis dispensary applications submitted by Williams to the city.  Arambula has claimed he acted in self defense, but never notified the Sheriff. A Sheriff report was filed after Williams received treatment of serious injuries at a hospital emergency room.

November 7, 2019 (Lemon Grove) – Lemon Grove Councilman Matt Mendoza resigned Monday after moving to Florida due to his work for Boeing.  The Council will meet tonight in a 6:30 p.m. public session to discuss options for filling the vacancy. The  Council originally planned a closed-door meeting but changed to an open session after the San Diego Union-Tribune raised questions about the legality of a closed-door process, the newspaper reported.

The resignation comes at a critical time for the city, which has been forced to dip into its financial reserves.  An initiative to raise sales tax by three-quarters of a cent has just qualified for the ballot – a measure that Mendoza, a conservative, has said he supports.  He told the Union-Tribune that his greatest regret has been the inability of the city to attract enough new businesses to attain fiscal stability. The city has even faced calls from some to consider disincorporation, or giving up cityhood to revert to county control.

Mendoza’s departure comes just weeks before a December 19, 2019 jury trial in a lawsuit against the city of Lemon Grove and Counclman David Arambula is set to commence.  Judge Richard Whitney authorized Cory Briggs, attorney for plaintiff Chris Williams, to take a deposition from Mendoza but so far, Mendoza has been unavailable for that deposition, Candid Chronicle reports.
