March 9, 2020 (San Diego) – With heavy rains from an atmospheric river set to douse our region over the next several days, the County is urging residents to be prepared.  Mud, plants an debris washed away can clog storm drains, damage roadways and cause flooding.  

You can stock up on free sandbags at these locations in the unincorporated areas, but call ahead to be sure of availability, and bring a shovel to fill the bags:

March 2, 2020 (Casa de Oro) – “This has been an 18-month effort,” Bob Yarris, president of the Casa de Oro Alliance, said at a community visioning workshop held Feb. 25 at the Spring Valley Academy. A half-million dollar grant has been awarded to the Alliance, a 501c3 nonprofit, by the San Diego Association of Governments (SANDAG) to create design guidelines and revitalize the heart of Casa de Oro.

More than 50 community members saw a presentation by county officials, then had an opportunity to share their ideas in breakout sessions, adding a variety of creative visions.

February 25, 2020 (San Diego) – On Wednesday, Feb. 26 at 9 a.m., San Diego County’s Planning & Development Services will present to the Board of Supervisors a Zoning Ordinance amendment to include “Former Forest Conservation Initiative Properties Overlay of Part Five: Special Area Regulations” on former Forest Conservation Initiative lands that lie outside of Village or Rural Village boundaries.

The Forest Conservation initiative passed initially by voters once protected extensive forest lands in the vicinity of Cleveland National Forest, but the measure expired through sunsetting and was not renewed by Supervisors.

The Overlay does not change underlying land use regulations or General Plan densities. However, it requires additional analyses and findings before approval of any proposals that increase residential density on these lands beyond what is currently allowed by the General Plan.

The Supervisors meeting will be held in the County Administration office at 1600 Pacific Highway, San Diego, Room on the north end of the third floor.

February 14, 2020 (Campo)—Whistleblowers in the Campo band of Mission Indians claim that their tribal leadership pushed through approval of a massive wind project during an improperly noticed meeting. They have now collected enough signatures to overturn that approval with a revote.  But despite the Feb. 13th deadline to notify tribal members of a meeting to revote on the controversial project, several tribal members say they have not received any such notice.   

The proposed Campo Wind project would allow 60 turbines built by Terra-Gen on the reservation. Each would be 586 tall, the tallest wind turbines ever built on land, according to Donna Tisdale, chair of the Boulevard Community Planning Group, which also opposes the project.

February 6, 2020 (La Mesa) – Four candidates running to represent East County in the San Diego County Supervisors 2^nd district seat participated in a lively forum on Jan. 29 at Murdock Elementary, hosted by the Grossmont Mount Helix Improvement Association and sponsored by East County Magazine.

Candidates fielded a broad range of in-depth questions provided by the public during the forum moderated by the League of Women Voters before a capacity crowd. 

The four candidates are Poway Mayor Steve Vaus, former State Senator Joel Anderson, behavioral health consultant Kenya Taylor, and homebuilder/cattle rancher  Brian Sesko.  They are running to fill the vacancy soon to be left when long-serving Supervisor Dianne Jacob leaves office next January due to term limits.

February 3, 2020 (Campo) -- Residents of Campo, Boulevard and Jacumba voiced their concerns Jan. 23rd at a meeting in Boulevard held by the County Planning Development Services staff addressing the construction of 120 wind turbines in Boulevard and on the Campo Reservation.

The wind turbines will be 596’ tall, taller than towers which dot the high desert that stand between 325' to almost 400 ft tall. 60 turbines are planned for the Campo Indian Reservation, and 30 turbines for McCain Valley near I-8 freeway in Boulevard. According to Donna Tisdale, chair of the Boulevard Community Planning Group, these may be the largest wind turbines ever erected on land. Turbines on tribal land would also abut her property in rural Boulevard. Setbacks from some homes would be far less than at many other wind projects, even though the turbines are larger.

Over 60 local residents gathered at the meeting and many spoke of the effects existing towers have had on their quality of life. Campo Band of Mission Indians tribal members who live on the Campo Reservation and oppose the project stated that they have presented a petition with 65 signatures asking their tribal council to overturn an earlier disputed vote to erect the giant turbines on the reservation.

January 28, 2020 (San Diego) -- The County Board of Supervisors today voted to adopt several measures, including sheltering options and expanded outreach teams, to deal with homelessness in unincorporated communities.

The measures, brought forward by Supervisors Dianne Jacob and Jim Desmond, are expected to help with homelessness in unincorporated areas that have seen a significant increase of people who don’t have a place to live. Recent encampments at Lamar Park, Spring Valley Park and in other outlying areas are the latest reminders that homelessness is a regional crisis.

“Like in the city of San Diego and the rest of California, homelessness has become a huge concern in the suburban and rural parts of our region,” said District 2 Supervisor Dianne Jacob, who represents East County. “Today’s board vote opens the door to creating a comprehensive approach to homelessness that includes immediate and long-range measures.”

If you needed to evacuate for an emergency, could you just get in your car and go? For some, the answer may be no because they lack transportation, need additional help with medical equipment or gathering items in their home.

Studies have shown that during a disaster, older adults or people with disabilities, or access and functional needs have added challenges when faced with evacuation. This information inspired the County Office of Emergency Services to come up with the Neighborhood Evacuation Team program in partnership with the Community Emergency Response Teams throughout the region. The teams are made up of disaster-trained volunteers who can help in their neighborhoods.

People who reach out for assistance will be teamed up with a CERT member who can guide them through the process of making a plan that suits their needs, including working out transportation needs with a caregiver, neighbor or family member.

Update January 17:  Eli is now awake and eating on his own, his aunt has informed ECM, but still faces a long recovery.

January 15, 2020 (Jamul) – Brody’s Burgers in Jamul will host a benefit on January 26 rom 11 a.m. to 4 p.m for Eli Oliveros, a 6-year-old Jamul boy who was seriously injured in a car accident. 100 percent of proceeds will be donated to help Eli’s family pay his medical bills.

Eli was in a medically-induced coma and on a respirator after the Dec. 27 accident in Los Angeles, as ECM reported.  As of yesterday, he is now breathing on his own. But he also suffered multiple broken bones as well as damages to his lungs and brain. His vision is crossed, but doctors are hoping the condition will self-correct.

January 9, 2020 (Alpine)—The Alpine Union School District is warning parents about two separate incidents Tuesday afternoon and again today, both involving a stranger in a truck approaching young students.

"Today, a Joan MacQueen Middle School student reported being approached by a stranger in a white-greyish four-door truck with tinted windows on Victoria Drive and Sneath Way. We have met with the Alpine Sheriff’s Deputies and have requested extra patrols at our schools. Deputies will be present after school today, and the detectives are investigating," a letter posted to the Joan MacQueen Middle School’s Facebook page reads.

In Tuesday’s incident, a vehicle described as a white lifted truck similar to a Toyota Tundra reportedly followed two young girls down a private dead-end road.
