July 2, 2021 (San Diego) -- The San Diego County Assessor/Recorder/County Clerk’s office has received an unprecedented number of requests for marriage licenses and civil marriage services. To meet the pent-up demand for marriage services caused by COVID-19 interruptions, the office opened more appointments across the County and will be offering no appointment required “Walk-Up Wednesday” marriage services.

GUN SALES UP IN 2020: CA ATTORNEY GENERAL CALLS ON CALIFORNIANS TO USE RED FLAG LAWS

July 1, 2021 (Sacramento) --  California Attorney General Rob Bonta today released statewide 2020 gun sales data showing a record increase in the number of hand guns legally sold in the state, and the number of long guns sold last year was second only to 2016.

With the increase in firearms across the state, Attorney General Bonta partnered with the Brady Campaign to Prevent Gun Violence to call on Californians to utilize the state’s red flag laws-- Gun Violence Restraining Orders (GVROs) and Domestic Violence Restraining Orders (DVROs).  These can help local law enforcement temporarily recover firearms or prevent purchase of firearms by individuals who have shown a probability to commit violence.

CAL FIRE SEIZES NEARLY 80,000 POUNDS OF ILLEGAL FIREWORKS

July 1, 2021 (Sacramento)  – With support from regional fire and law enforcement officials, CAL FIRE – Office of the State Fire Marshal (CAL FIRE-OSFM) announced Thursday the results of major efforts to curb the illegal importation of dangerous fireworks into California.

Throughout May and June, CAL FIRE-OSFM law enforcement personnel conducted targeted interdiction operations along the California border seizing nearly 80,000 pounds of illegal fireworks.

US DEPT. OF LABOR RECOVERS BACK WAGES FOR CONSTRUCTION WORKERS DENIED OVERTIME WAGES BY JAMUL COMPANY

June 30, 2021 (Jamul) – Failing to pay overtime wages has cost JS Plastering of Jamul nearly $125,000 in back wages and penalties.

An investigation by the U.S. Department of Labor’s Wage and Hour Division found that the company paid overtime hours at straight-time rates in unrecorded cash, instead of paying time and a half as required by law when employees work more than 40 hours in a week.  

The investigation led to the recovery of $98,720 in overtime back wages owed to 39 employees and assessment of $25,380 in penalties for the employer’s willful violation of the law.

CIF STRIPS CORONADO HIGH TEAM OF CHAMPIONSHIP OVER TORTILLA-THROWING INCIDENT

June 30, 2021 (San Diego) – Today, the California  Interscholastic Federation (CIF) announced stiff sanctions against Coronado High School in response to tortillas thrown against a predominantly Latino team from Orange Glen High, after Coronado’s basketball team won the regional championship. The incident drew accusations of racism and demands for accountability, as ECM previously reported.

In addition to vacating the championship title, CIF also placed Coronado High School on probation for the next three school years, banned its boys’ basketball team from hosting postseason games for three years, and laid out requirements that must be fulfilled before any other Coronado High athletic teams can host postseason games.

June 29, 2021 (San Diego) – San Diego County’s Board of Supervisors voted unanimously today to adopt a $7.23 billion revised budget for fiscal year 2021-22. The adopted budget responds to voices in the community and follows a Framework for the Future that will fundamentally change County operations, with significant funding to address justice system reform, racial justice, health and environmental equity, homelessness, and economic opportunity.

“This is a budget that meets the needs of all our residents,” County Chief Administrative Officer Helen Robbins-Meyer said,  adding that the budget is “stretching, but maintaining a prudent and responsible fiscal position.” 

The budget reflects new priorities in the wake of the COVID-19 pandemic that caused hardships for many San Diegans and also reflects the board’s shift to a 3-2 Democratic majority after decades of Republican control, though all five Supervisors backed the revised budget.

June 29, 2021 (SAN DIEGO)  For the second time this year, the Chabad House at San Diego State University has been subjected to hostility — this time in the form of a broken branch of its large outdoor menorah and the ripping of one of its banners.  Last month, youngsters burglarized the combination synagogue and residence hall while students upstairs were asleep.

It was the second time that the large menorah was broken.  In March 2017, it was partially destroyed when students used it one night to do pull-ups.<--break->

June 26, 2021 (El Cajon) – Former Grossmont-Cuyamaca Community College school board trustee Greg Barr, an El Cajon resident, has passed away after a heart-related illness.  
His wife, Marlene Jansky Barr, announced on Facebook, “With deep sadness, I need to let our friends know that my dear husband, Greg Barr, experienced a cardiac event and passed away unexpectedly while on vacation in Eugene, Oregon, on June 19, 2021. Greg was hospitalized briefly in Eugene and received excellent and very compassionate medical care throughout his hospitalization. He was at peace, free of pain, and surrounded by family at the time of his passing.”
 
Barr was first elected to the GCCCD board in December 2006 and served until his retirement in November 2018.  He previously taught American and world history at Fallbrook Union High School from 1985 to 2006, as well as metal working and world cultures.

June 25, 2021 (Spring Valley) – Kenneth Love II was shot and killed June 2, 2020 while working as a security guard at a marijuana dispensary in the 8700 block of Troy Street in Spring Valley.  A year later, Sheriff’s deputies are still actively working on solving the case and they are asking public help to identify the killer.

His family is offering a $3,000 reward in addition to a $1,000 reward offered by Crimestoppers for information leading to the arrest of a suspect.

The work will require full closures of the westbound I-8/Crestwood Road on-ramp and the eastbound I-8/Crestwood Road off-ramp near the Golden Acorn Casino, Monday through Friday from 9 a.m. to 3 p.m. through early August. MESA FIRE THREATENS HOMES NEAR PALA CASINO

East County Wildfire & Emergency Alerts

Update 10:30 p.m.:  CALFIRE San Diego officials have lifted the evacuation warning for the Mesa Fire and closed temporary evacuation points. State Route 76 is open in both directions. Motorists are reminded to drive with caution due to emergency vehicles which will remain in the area overnight. Fire officials estimate the fire at 350 acres with zero percent containment.

June 23, 2021 (Pala) – A fast-moving brush fire named the #MesaFire has scorched 260 acres and is zero percent contained, per Cal Fire/San Diego County Fire.  State Route 76 is shut down from Horse Creek Ranch to Pala Casino due to the fire which began off highway 76 and Cousier Canyon.

An evacuation warning is in place for those who live near Pala Casino, according to the San Diego sheriff.  The warning is voluntary but be ready to leave when advised to do so.

Temporary evacuation points have been established at Valley Center High School, 31322 Cole Grade Road in Valley Center and at the park and ride at the junction of I-15 and highway 76. (An earlier temporary evacuation location at Pauma Casino is no longer in effect.)

A smoke advisory has been issued.  Smoke impacts are likely in areas near and to the east and northeast of the fire, where fine particulates, or PM2.5 concentrations, may reach unhealthful levels. Winds are expected to remain from the same general direction through Thursday.

June 23, 2021 (Borrego Springs) Updated July 25 – A hike into Palm Canyon within Anza-Borrego Desert State Park to leave water in preparation for the annual desert bighorn sheep count turned deadly Saturday afternoon.  Medics were called to rescue a pair of hikers in distress around 12:40 p.m.
 
Cal Fire Captain Frank LoCoco told CBS 8, “One of those hikers succumbed to that heat illness and was declared deceased at the scene, and the other was transported to the hospital in critical condition.”  The hiker was identified by the Medical Examiner on June 25 at Donald White of Culver City. Fox 5 reports that he was a volunteer participating in the annual desert bighorn sheep count.
 
A firefighter from Borrego Springs also collapsed during the rescue operation, LoCoco said.

Outlines Path Forward on Troubled Legacy of Federal Boarding School Policies in Remarks to National Congress of American Indians

June 22, 2021 (Washington D.C.) -- In remarks to the National Congress of American Indians 2021 Mid Year Conference today, Secretary of the Interior Deb Haaland announced a Federal Indian Boarding School Initiative, a comprehensive review of the troubled legacy of federal boarding school policies.

Today’s announcement is accompanied by a secretarial memo in which Secretary Haaland directs the Department to prepare a report detailing available historical records, with an emphasis on cemeteries or potential burial sites, relating to the federal boarding school program in preparation for a future site work. This work will occur under the supervision of the Assistant Secretary for Indian Affairs.

CHP ANNOUNCES TRAFFIC SAFETY CAMPAIGN JUNE 25-27 TARGETING SPEEDERS

June 22, 2021 (Sacramento) --  The California Highway Patrol (CHP) is partnering with 11 other highway patrols, state patrols, and state police agencies for the Western States Traffic Safety Coalition traffic safety campaign, giving motorists “a dozen reasons not to speed.” 

Speeding violations will be the target of law enforcement in California, Arizona, Colorado, Idaho, Montana, North Dakota, Nevada, Oregon, South Dakota, Utah, Washington, and Wyoming from Friday, June 25, through Sunday, June 27, 2021.

“Excessive speed and unsafe driving are a threat to everyone on the roadway,” said CHP Commissioner Amanda Ray. “The CHP and our allied state partners will be out in force this weekend with the common goal of saving lives through speed enforcement.”
