Editor's Note: Congress and the Legislature have been in recess in most of November and December.  In Sacramento, the Legislature faces lockdown to resolve the budget impasse, with a $41 billion deficit looming.  In Congress, only one major piece of legislation (the automobile bail-out bill) has been considered thus far in December.

Description: Provides $15 billion in bail-out loans to the big three automakers.
