April 13, 2011 (San Diego)—Assemblymembers Marty Block (D-AD78) and Nathan Fletcher (R-AD 75) were honored with Legislator of the Year awards from Crime Victims United of California during an annual march on the State Capitol last week. The event draws victims from all over the state to join together and remind legislators that they will not be forgotten.

San Diego’s two representatives were the only two legislators in the state to receive the honor. They were recognized for their efforts to help pass Chelsea’s Law, which mandates life sentences for people who commit violent sex crimes against children and toughens parole conditions for sex offenses committed against children younger than 14.

“I am deeply honored to receive this recognition. It is important that crime victims’ rights are protected and their memories respected,” said Block, who accepted his honor in person. (Fletcher sent a representative.). “The members of Crime Victims United work tirelessly to give victims a voice in our criminal justice system and I am proud to stand with them to help victims and their families be heard.”

This year, Block and Fletcher have teamed up to jointly author another bill favored by the crim victims group. AB 648 would require an applicant of a commutation to notify the district attorney of the county where the conviction occurred 30 days before the Governor acts. The district attorney would then be required to notify the victim and their families of the application. The bill is sponsored by San Diego County District Attorney Bonnie Dumanis,

“I am proud to carry legislation that protects the rights of victims and their families when an offender applies for a commutation. Notifying victims and their families of a potential sentencing change gives them the opportunity to be a part of the process and to voice their concern,” said Block.

AB 648 has received support from Crime Victims United of California, California District Attorneys Association, County of San Diego Board of Supervisors, San Bernardino County Office of the Sheriff, San Diego County Police Chiefs’ and Sheriff’s Association, California Police Chiefs Association Inc., Association of Orange County Deputy Sheriffs, Long Beach Police Officers Association, Los Angeles County Professional Peace Officers Association, Santa Ana Police Officers Association and California Fraternal Order of Police.
