N THE DARK ABOUT SDG&E'S SHUTOFF PLAN

Aug. 13, 2009 (San Diego Union-Tribune)--Less than three weeks before San Diego Gas & Electric says it could implement a plan to cut power to 60,000 back country customers, the company still has not spoken with roughly 200 of those whose medical conditions may pose a special risk if electricity is lost.

SDG&E SHUTOFF PLAN TO AFFECT 590 PEOPLE ON LIFE SUPPORT

August 15, 2009 (North County Times)--Biancca Berry is worried about what will happen if San Diego Gas & Electric Co. pulls the plug on electricity in rural San Diego County to prevent wildfires from igniting in fierce autumn Santa Ana winds.

The tiny 29-year-old Ramona woman with bright brown eyes suffers from spinal muscular atrophy, a disease that attacks the muscles. She breathes on her own during the day, but she needs an electrically powered respirator while she sleeps.

BORREGO PLANS TO SELL SOLAR

August 3, 2009 (Union-Tribune) -- El Cajon-based Borrego Solar said it has obtained $30 million in financing that will allow it to expand beyond its commercial-solar-installations business to owning systems and selling the power to others.

The deal should allow the company to install more than $100 million in systems, or 20 megawatts – primarily for schools, governments and businesses – over the next year.

Using power-purchase agreements, Borrego Solar will make deals with customers in which it installs, owns and maintains the solar panels on their roofs and charges them only for the power produced, Chief Executive Mike Hall said.

FIRE OFFICIALS PREPARE TO SCALE BACK OPERATIONS

Lawmakers shifted $2 billion in local property tax to state

August 1, 2009 (San Diego Union-Tribune) - Gov. Arnold Schwarzenegger and lawmakers are borrowing money from local firefighters, even with another catastrophic inferno just a lightning strike or errant match away.

TAX SOUGHT BY SAN MIGUEL FIRE DISTRICT DEFEATED

July 30, 2009 (San Diego Union-Tribune) Spring Valley - A new tax being sought by the San Miguel Consolidated Fire Protection District was defeated by 69 percent of the voters who participated in a mail ballot.

BOARD OF SUPERVISORS UPDATE COMMUNITY TRAILS MASTER PLAN

July 23, 2009 (The Alpine Sun) -- The San Diego County Board of Supervisors approved its first update of the county's Community Trails Master Plan. The supervisors' 5-0 vote June 24 also accepts approximately 11 miles of trail easements which had previously been rejected when those subdivision maps were recorded, including 0.82 miles in Alpine.

RANCHO BERNARDO: WINERY OWNERSHIP DISPUTE DELAYS CONSTRUCTION OF HISTORY MUSEUM

July 22, 2009 (Pomerado News) Rancho Bernardo-- Construction of a history museum at Bernardo Winery has been delayed because of a dispute about the property's ownership, and museum organizers may open the building in a temporary location until the issue is resolved.

ESCONDIDO: STRUGGLES AT WESTFIELD MALL COSTING CITY DEARLY

Sales tax woes, decline in lease revenue create double whammy

July 25, 2009 (North County Times) Escondido - Cities with large regional malls have seen their sales tax revenue drop sharply during the recession, but things have been even worse in Escondido because the city is also the landlord for Westfield North County.

Instead of suffering from just a roughly $360,000 drop in annual sales tax revenue at its mall, Escondido has also seen its annual revenue from leases and landlord profit-sharing at the mall drop by about $330,000.
