December 1, 2016 (El Cajon) — A notice from the city of El Cajon today announces that a Draft Environmental Impact Report on the city’s proposed Housing Element Rezoning Program is available for public review and written comment starting December 5th through January 19th.

A community open house is set for January 5th from 6 p.m.to 7 p.m. at the El Cajon Branch Library (201 East Douglas) meeting room to discuss the project, the California Environmental Quality Act public review process and the content and findings of the draft EIR.

The rezoning program seeks to accommodate the city’s share of regional housing needs by applying mixed-use (MU) or mixed residential required (MU-RR) overlay zone to selected properties at appropriate densities in four project areas:  the Downtown Core, Fletcher Parkway Corridor (MU Only), Parkway Plaza/Arnele Ave. Transit Station Area (MU only) and East Main Street Corridor. 

This strategy aims to reinvigorate existing commercial areas by allowing new residential uses near commercial services and community facilities, while preserving established neighborhoods. 

According to the city’s notice, while most impacts can be mitigated, the plan would result in some “significant and unavoidable” impacts to air quality, noise and use and planning and transportation/traffic.

After the public review period, public hearings will be scheduled.
