The Executive Order authorizes local governments to halt evictions, slows foreclosures, and protects against utility shut offs through May 31
March 16, 2020 (Sacramento)-- Governor Gavin Newsom today issued an executive order that authorizes local governments to halt evictions for renters and homeowners, slows foreclosures, and protects against utility shutoffs for Californians affected by COVID-19.
The Executive Order comes as Californians are experiencing substantial loss of hours or wages, or layoffs related to COVID-19, affecting their ability to keep up with their rents, mortgages, and utility bills.
“People shouldn’t lose or be forced out of their home because of the spread of COVID-19,” said Governor Newsom. “Over the next few weeks, everyone will have to make sacrifices – but a place to live shouldn’t be one of them. I strongly encourage cities and counties take up this authority to protect Californians.”
The order does not relieve a tenant from the obligation to pay rent, or restrict the landlord’s ability to recover rent that is due. The protections are in effect through May 31, 2020, unless extended. The order also requests banks and other financial institutions to halt foreclosures and related evictions during this time period.
The Governor’s Executive Order asks the California Public Utilities Commission to monitor measures undertaken by public and private utility providers to implement customer service protections for critical utilities, including electric, gas, water, internet, landline telephone, and cell phone service on a weekly basis.

Trying times...
Thank you! I think this is bringing out better angels in many;
We're seeing many politicians in both parties showing real leadership -- some of our local mayors and councils in San Diego and La Mesa, the Governor and in recent days the President, too--by now everyone is recognizing the severity of this.
The silver lining truly is seeing people helping other people. On Next Door some of our neighbors are offering to run errands for elderly sheltering at home, offering to share toilet paper, etc. In France, Dior Perfume has voluntarily shifted its perfume factory to produce hand santizers--giving them all away free.
These sorts of actions restore our faith in humanity; the hoarders and haters may become the exceptions, not the rules. We are all in this together, indeed!
I'm glad our coverage is proving helpful duing this emergency. If any readers have ideas for local angles on this, ie how it is impacting local residents and businesses, or anything we can do to get help for those who need it, please let us know.
This is why I voted for Governor Newsom!
This Executive Order by Governor Newsom is one of the many reasons why I voted for him, including how he handled the wildfires, as I knew that he would look out for the best interests of citizens here in California. Having once lived in San Diego, and now living in Lancaster, we throughout the state as well as the rest of the country must band together to support each other.
Just last night, my son Julien who lives in Woodland Hills, called me to get my thoughts on the impact and significance of Governor Newsom's Executive Order. Julien, who is an actor and recent graduate of CalArts in Valencia, is experiencing the same uncertainties and anxieties about this coronavirus pandemic as I and everyone else throughout the country and the world. Again, thank God for Governor Newsom on this first step forward, and thank God for the East County Magazine for keeping us informed.
Yes, trying times and I would just add
The financials are not good.
