PREDATOR PROPOSED FOR RELEASE IN JACUMBA HOT SPRINGS

November 20, 2013 (Jacumba Hot Springs) – A hearing on December 23 will determine whether  or not Mikel Marshall, a sexually violent predator, will be released in rural East County.

Marshall spent 14 years in prison for molesting four boys, ages four to eight.  In each case, he was known to the families of his victims. He was later committed to a state mental hospital and completed an in-patient program for sex offenders.  A court has ruled that he can now be released; the Department of State Hospitals has proposed that he be placed at 42920 Desert Rose Ranch Road in Jacumba Hot Springs.

"With his ugly rap sheet, Mikel Wayne Marshall belongs behind bars for good, not out in our community putting San Diego County residents at real risk,” Supervisor Dianne Jacob said. “No neighborhood should be treated as a dumping ground for sexually violent predators. If the law does not allow him to remain behind bars, the only other spot for this vile man is outside the gates of Donovan State Prison, where other sexually violent predators have been located.”

 At least two sexually violent predators have been placed in rural East County in recent years. Both violated the terms of their release and were sent back to a mental institution, Jacob noted.

The public can comment on the proposed location before it is finalized by the court.  A hearing is set for December 23 in Department 15 of the San Diego Superior Court before Judge Howard Shore, 220 West Broadway, 2nd Floor, San Diego 92101.
