March 9, 2011 (San Diego’s East County) – Census data released yesterday shows California’s population grew 10% over the past decade. The public now has an opportunity to voice opinions on how districts should be redrawn for state legislative, county supervisorial, and city council districts. STATE LEGISLATIVE REDISTRICTING MEETINGS
 

 

After the approval of Prop 11 and 20, the Citizens Redistricting Commission is now responsible for redistricting the State Assembly, State Senate, the Board of Equalization, and the U.S. Representative districts for the State of California.
 

Opportunities for public input

 

Want to have a say in how your community get represented for the next 10 years? The best way to do this is to give public testimony. During this first phase of the process, public input has the most impact.

 

March 12th- Redistricting Assistance Site opens in San Diego at 588 Euclid Ave
Work on mapping software and get assistance on how to submit a map to the Commission! Hours will be Wed and Thur, 3pm-9pm and Saturday 9am-4pm, and by appointment. For appointments, email Thomas McDowell at thominsd@law.berkeley.edu
March 15th - Citizens Redistricting Commission Meeting, State Capitol, Room 2040, Sacramento, CA 95814, 9am – 5:30pm (or conclusion of business).

 

The Legal Advisory Committee will review the responses to the Request for Information issued for VRA counsel and select a group for further consideration on March 17.

NOTICE: The Commission may not meet on every noticed day. Please consult the website for up-to-date information on the days the Commission will convene.
This meeting will be streamed live via the Internet and recorded by a videographer and stenographer. Both the video and transcript will be available at www.wedrawthelines.ca.gov as soon as is practicable after the meeting. Hard copies of written materials that have been provided to the members of the Commission will be available at the meeting. In addition, electronic versions of the documents that have been made available to the Commission will be available at www.wedrawthelines.ca.gov.

 

CITY OF SAN DIEGO REDISTRICTING

 

Every 10 years, the San Diego Redistricting Commission redraws the political boundaries that establish the source for City Council election candidates. This is a once in a decade occasion!

Redistricting Community Workshop
 

Empower San Diego has announced a workshop for the public to learn about effective steps for communities of interest , such as racial and ethnic minorities, to protect their voices in the California and San Diego Redistricting process.
 

Speakers will include Vince Hall (former District Director to Representative Bob Filner). Other presenters include Midori Wong, Chief of Staff of the SD Redistricting Commission and representatives for communities of interest who are working on community awareness and education efforts on CA and SD redistricting.

COUNTY OF SAN DIEGO REDISTRICTING COMMISSION

The County of San Diego has a very different process for their redistricting process. Instead of an independent citizen commission, an advisory committee holds public meetings, takes public comment, and makes a recommendation for how the County Supervisor districts should be drawn. The County Supervisors themselves then either accept or reject this recommended map and pass a finalized set of districts.

Empower San Diego notes that while Supervisors potentially could draw maps to protect incumbents, it’s still important to have public input because “an argument that there has been a Voting Rights violation in the final map can be made in court more easily if there is documented public testimony that points to a more representative map then the one that was passed.”

The County’s Redistricting Advisory Committee has approved a schedule of public meetings, including evening meetings in each of the County’s five supervisorial districts in April and May. These meetings are an opportunity for the public to participate in the County’s redistricting process.

Supervisorial District 2, which covers East County, will be holding its RAC meeting on April 25th at 6 p.m. in La Mesa Citiy Councuil Chambers, 8130 Alison Ave. in La Mesa. A complete schedule of meeting dates, locations and times is now available on the County’s redistricting website at www.sdcounty.ca.gov/redistricting.

Video of all Redistricting Advisory Committee meetings will be posted on this website. The public can now view past meetings there, including Tuesday’s. Residents can also watch future meetings live on the website via streaming video. (Note: Only meetings held at the County Administration Center, but not those held in the supervisorial districts, will stream live).All Redistricting Advisory Committee meetings, agendas, minutes, and proposed redistricting plans will be posted to the website. In June, the Committee will prepare a report to the Board that will include up to three proposed redistricting plans. The Board will hold its own public hearing, followed by introduction and adoption of a redistricting plan that will take effect in early September.
