February 18, 2013 (Washington D.C.) –“Everyone has a teacher from their past who inspired them. Teachers play a significant role in a student’s development and as our nation’s builders, which is why it is so important to give teachers the opportunities to grow as educators,” a press release from Congresswoman Susan Davis (D-San Diego) states. However, many school districts lack a method for giving teachers and principals the developmental feedback to help them reach their ultimate professional potential. 

Davis, along with Rep. Jared Polis (D-CO) has introduced legislation that they believe will give teachers the feedback and the support they deserve.

“How can we expect educators to live up to their full potential and to consistently improve throughout their careers when they aren’t given constructive feedback?”said Davis, a member of the House Education and the Workforce Committee. “This legislation is about creating better schools and supporting students by providing consistent feedback and professional development to teachers and school leaders.”

“We need to make sure that every classroom has a great teacher,” said Rep. Polis. “By improving the evaluation of teachers and principals in a fair and transparent way we can improve student achievement and inspire educators. This bill is critical to help children achieve, reach their potential and succeed.”

Under The Securing Teacher Effectiveness, Leadership, Learning, And Results Act (STELLAR Act), school districts, working with teachers and principals, would design and implement evaluation programs that will work for their schools.

The assessment systems would incorporate student academic growth in addition to other key measures, such as classroom observation for teachers and graduation rates for principals.  States would have the flexibility and freedom to design evaluations that make the most sense for their needs beyond the basic requirements.
