WINDS OF CHANGE: THREE COURTS HOLD WIND INDUSTRY RESPONSIBLE FOR DAMAGES

November 22, 2013 (San Diego’s East County) – For years, wind developers operated with impunity, not held responsible for harm to people, wildlife or communities. But a trio of landmark court rulings this month indicate a shift, with judges holding wind developers liable for the first time for impacts on human health, protected birds, and rural character. 

In a landmark ruling today, a judge in Falmouth, Massachusetts ordered the town's three wind turbines shut off at night, on Sundays and on holidays to protect the health of residents.  ‘‘This is believed to be the first time that a court in the U.S. has ruled that there is sufficient evidence that wind turbines near residential areas are a health hazard to families living nearby,’’ said Virginia Irvine, president of Wind Wise Massachusetts..  The judge ruled that  operation of the turbines nonstop put residents at risk of ‘‘irreparable physical and psychological harm.”  Neighbors had complained of negative health impacts since the turbines were built.

Also this week, in the first-ever criminal prosecution of a wind company for illegal bird kills under the Migratory Treat Act,  Duke Energy Reneawbles Inc. pled guilty and was ordered to pay a million dollars. Duke's wind projects in Wyoming slaughtered 14 golden eagles and  149 other protected birds. See Department of Justice release on the fine.

Barona Pledges More Than $20,000 & Launches Fundraiser for Typhoon Relief Efforts

November 22, 2013 (Lakeside)– Barona Resort & Casino has joined in relief efforts to help those affected by the devastation of Typhoon Haiyan. Barona presented a $10,000 donation to the Philippine American Business Improvement and Development during the organization’s annual gala. Barona will also continue to support those affected by Typhoon Haiyan with another $10,000 cash donation and a three-week, casino-wide fundraiser that will benefit relief efforts through the American Red Cross.

The casino-wide fundraiser begins on Saturday, November 23 as Filipino politician and boxing legend Manny “Pac-Man” Pacquiao takes on Brandon “Bam Bam” Rios in a pay-per-view fight which will be shown at the casino. From November 23 through December 15, Barona will match, dollar-for-dollar, the price of each Filipino-inspired entrée purchased at Ho Wan Noodle Shop. Players and staff will also have an opportunity to make a donation in designated collection boxes throughout the casino and everyone who makes a donation will be given a special thank-you button for their support.

MISSING EL CAJON WOMAN REPORTED IN TIJUANA CAR ACCIDENT, HASN’T BEEN SEEN SINCE

November 22, 2013 (El Cajon) – Anne Louise Terhune, reported missing by her family yesterday, may have been involved in a non-injury traffic collision in the Tijuana area, El Cajon Police have learned. 

“She was alone at the time of the collision but stated she was lost and provided her personal information.  She then indicated she would be home the following day and did not appear to be under any duress,” said Lt. Frank La Haye. But he added, “Terhune has not returned home and her whereabouts are unknown.”

3 LOCAL REPRESENTATIVES URGE PROTECTED STATUS FOR PHILIPPINE NATI ONALS IN U.S. IN WAKE OF TYPHOON HAIYAN

November 22, 2013 (San Diego) -- Congresswoman Susan Davis (D-San Diego) led a delegation letter calling on the Department of Homeland Security to temporarily halt the deportation of Filipino nationals because of the devastating impact Super Typhoon Haiyan has had on the Philippines.

“It would be irresponsible to send individuals into a situation with the level of destruction and suffering occurring in the Philippines right now,” said Davis. “I hope acting Secretary Beers will recognize the gravity of this situation and provide some certainty and relief to those who may be facing deportation.”

Davis and several her House colleagues, including local Democratic representatives Juan Vargas and Scott Peters, asked for Temporary Protected Status (TPS) for Filipino nationals in the U.S.  TPS is designed to protect individuals from being sent home to countries that may be too dangerous for them to return. It would also grant them permission to work in the U.S. 

HELIX WATER SPARES LAKE JENNINGS TEMPORARILY

November 22, 2013 (La Mesa) – Several directors of the Helix Water Board indicated a willingness to vote to close Lake Jennings permanently or at least remove camping facilities and end fish stocking to save funds. But in the end, after public testimony and a proposal by director Joel Scalzitti, the board unanimously voted to form a committee to see if an alternative can be found.

Carlos Lugo, General Manager, led off the hearing earlier this month by stating that a  September workshop on the issue did not have a high attendance.  The lake has been a financial drain on the district and a consultant’s analysis predicted that even investing in major upgrades would not result in a profit.

November 22, 2013 (San Diego) – A few months ago I watched for the first time the infamous episode of the 1950s quiz show Twenty-One in which contestant Charles Van Doren “defeated” Herb Stempel.  A few years later it was revealed that many of the prime time network quiz shows were rigged at the behest of the sponsors.  What millions of viewers thought was actual suspenseful game playing was really a series of scripted performances for the sake of “good television” and high ratings.  (If you watch that episode of Twenty-One, it’s so obvious Van Doren is acting, and doing a bad job of it.)

MISSING EL CAJON WOMAN FOUND SAFE

 

Update November 23, 2013--At 1 a.m., U.S. Customs and Border Protection at the San Ysidro port of entry notified El Cajon Police that they found Anne Louise Terhune.  An El Cajon Police officer met with her and at her request, gave her a ride home.  She told the officer she entered Mexico by mistake after being stuck in southbound freeway traffic. 

 

November 21, 2013 (El Cajon) -- El Cajon Police detectives seek public help to find a missing El Cajon woman, Anne Louise Terhune, 60. According to family members, Terhune left her home November 19 around 5:45 p.m. and said she was going to the library at 576 Garfield Ave. in El Cajon.  She was last seen driving a 2004 gold colored Mercury Marquis, four-door Sedan, California license 5KLY673. 

When Terhune did not return after several hours the family became concerned and contacted the police to report her missing. Officers were able to confirm her 2004 gold Mercury crossed the US Boarder into Mexico later that night.  According to family members it would be out of character for Terhune to enter into Mexico, said Lt. Frank La Haye.

November 21, 2013 (San Diego) – The Sheriff seeks public help to locate Joseph Vincent McCarron, 58, a convicted child sexual predator who failed to appear for his trial verdict on November 13. 

McCarron is believed to be armed and dangerous. He  is known to frequent the Fallbrook and Rainbow areas. If you see him, do not confront him; call 911.

The U.S.  Department of Homeland Security (DHS) has issued a memo aimed at halting the automatic deportation of “spouses, children and parents of active-duty military members, reservists who may be called up as part of the 'Ready Force.'"  Family members of U.S. troops can now apply for parole, allowing them to stay in the U.S. while Congress continues delaying action on comprehensive immigration reform.

SDG&E WARNS CUSTOMERS ABOUT PAYMENT SCAM

 

November 21, 2013 (San Diego) – San Diego Gas & Electric (SDG&E) is continuing to alert customers to be aware of an ongoing wire fraud that has been targeting SDG&E residential and business customers. Reports indicate that individuals are misrepresenting themselves as utility employees by calling customers and threatening to turn off electric and gas service if an immediate payment is not made. Customers are instructed to purchase a pre-pay credit card, and are directed to another phone number where information is then obtained from the card and the cash value is then removed.

CHP ISSUES CITATION TO DRIVER FOR WEARING GOOGLE GLASS

 

November 21, 2013 (San Diego) The California Highway Patrol has issued a citation to a county driver for wearing Google Glass while operating a vehicle. This is in violation of Vehicle Code 27602.

This section of the vehicle code states that it is illegal to: "drive a motor vehicle if a television receiver, a video monitor, or a television or video screen, or any other similar means of visually displaying a television broadcast or video signal that produces entertainment or business applications, is operating and is located in the motor vehicle at a point forward of the back of the driver's seat, or is operating and the monitor, screen, or display is visible to the driver while driving the motor vehicle."

SHOTGUN TOM KELLY TO BE GRAND MARSHAL IN MOTHER GOOSE PARADE NOV. 24

November 15, 2013 (El Cajon) – The 67th annual Mother Goose Parade will roll out at 10 a.m. on Sunday, November 24 complete with floats, marching bands, and radio personality Shotgun Tom Kelly as grand marshal.  Mother Goose Village will also be set up at the Prescott Promenade, 201 East Main Street, with fun actiivites from 9 a.m. to 4 p.m.

The parade, a cherished East County tradition that draws hundreds of thousands of spectators, begins at the corner of Main and Magnolia in downtown El Cajon, continuing eastbound to Second Street and East Main.

JIMMIE JOHNSON CAPTURES SIXTH SPRINT TITLE, RACES INTO RECORD BOOKS AMONG SPORTS GREATEST CHAMPIONS

November 17, 2013 (San Diego’s East County ) – East County’s own Jimmie Johnson zoomed into sports history tonight, wining is sixth Sprint Cup championship to become one of the top NASCAR racing competitors ever.  He trails only Richard Petty and the late Dale Earnhardt, racing legends who each scored seven wins.

Sporting News writer Jeff Owens now names Johnson among the greatest athletes of all time, in any sport.  Today’s win ties Johnson with LeBron James of NBA fame as the two most dominant pro athletes in pro sports today, each with six l titles in eight years, surpassing basketball’s Kobe Bryant and basebal’s Derek Jeter.

“Johnson rivals golf’s Tiger Woods and tennis star Roger Federer as the most accomplished individual athletes in pro sports,” Owens added.

Interim Mayor Todd Gloria ignores objections over negative impacts including fish kills, fire danger

November 17, 2013 (Lake Morena) – Unless the County agrees to fork over $1.7 million,  San Diego’s interim Mayor Todd Gloria has announced his approval of plans for the City of San Diego to drain down Lake Morena to 2,967 feet and transfer the water to Barrett and Otay Lakes.    His decision ignores warnings from  Supervisor Dianne Jacob and a report by County Parks and Recreation staff, which warns that such action could have “negative impacts on public safety, the environment, recreation and the local economy.”

November 21, 2013 (San Diego) -- The County Department of Environmental Health has issued a warning for swimmers and surfers to avoid coastal waters for at least 72 hours after the rainstorms currently moving across the region.

Levels of bacteria in ocean waters and Mission Bay can rise to dangerous levels after a rainstorm due to urban runoff, especially near storm drains, creeks, rivers and lagoon outlets.

November 17, 2013 (El Cajon)- On November 14, the Salvation Army of El Cajon Corps held its 38th annual Kettle Kick Off party at Hooleys Irish Pub and Grill in the Grossmont Center mall. The day after, people started ringing bells at different businesses for people to put money in the red kettles to raise money for East County children and families in need during the holiday season. This year will be a challenge because of when Thanksgiving falls, and the season will be shorter than last year. The organization hopes to provide 500 families with Thanksgiving baskets.

ECM interviewed Captain Terry Masango (photo, left), administrator of all of Salvation Army’s services and pastor of the Salvation Army El Cajon Corps Community Center.  “We have senior homes, serve meals to the seniors, have after school youth programs, and serve groceries to 1100 families a month,” he said, adding that Salvation Army believes in offering help to those in need as part of its mission. ”We’re also in the process of registering 1400 families for Christmas.”

November 21, 2013 (San Diego) – Tomorrow marks the 50th anniversary of that fateful day in Dallas, when President John F. Kennedy was assassinated.   Like so many Americans, I remember the moment when I heard the news.  I was in second grade and the teacher started crying as she broke the news.  It hit me hard, since just a few months earlier, Mom had pulled me out of class and taken me to watch the young President’s motorcade downEl Cajon Boulevard in the College area. 

He had just delivered a commencement speech on June 6, 1963 at San Diego State University’s Aztec Bowl, after being the first to receive an honorary doctoral degree through a California state university.  Kennedy told SDSU graduates, "As a nation, we have no deeper concern, no older commitment and no higher interest than a strong, sound and free system of education for all...In fulfilling this obligation to ourselves and our children, we provide for the future of our nation—and for the future of freedom." He reflected on the educated founders of our nation, the importance of an educated populace for the future, and the disparities in educational opportunities across the nation.

Instructors blow whistle on safety concerns at U.S. flight schools

November 19, 2013 (El Cajon ) – An investigative report by an  NBC TV station in the Bay area adds fuel to concerns raised by East County residents over the safety of foreign pilot training at Gillespie Field.  The NBC investigation, titled “Foreign Airline Pilots, U.S. Flight Schools: Do they get enought raining time in cockpit?” has prompted the Federal Aviation Administration (FAA) to announce tighter regulations of  training of foreign pilots at American flight schools.

In the U.S., pilots train for years in either the military of general aviation, or both, to gain at least 1,500 hours of flight time before being allowed into the cockpit of a commercial jetliner.  But the FAA gave out 4,820 license to foreign pilots last year alone – pilots who came here from Asia or other places to train, many with zero flight experience.

PREDATOR PROPOSED FOR RELEASE IN JACUMBA HOT SPRINGS

 

November 20, 2013 (Jacumba Hot Springs) – A hearing on December 23 will determine whether  or not Mikel Marshall, a sexually violent predator, will be released in rural East County.

Marshall spent 14 years in prison for molesting four boys, ages four to eight.  In each case, he was known to the families of his victims. He was later committed to a state mental hospital and completed an in-patient program for sex offenders.  A court has ruled that he can now be released; the Department of State Hospitals has proposed that he be placed at 42920 Desert Rose Ranch Road in Jacumba Hot Springs.

State orders habitat restoration; college urges bikers to organize and seek new site

November 18, 2013 (Rancho San Diego) -- Cuyamaca College has begun to enforce restrictions on use of a nature preserve at the Rancho San Diego campus that has been a popular – but illegal – spot for young bike riders.

The area off Fury Road in Rancho San Diego has long been used by bikers who created dirt mounds that enabled them to perform their daredevil tricks. The college is closing the area, part of a sensitive wildlife habitat, while it removes the bumps and replants vegetation to restore the area to its natural state.

November 20, 2013 (Spring Valley) – Growing marijuana indoors can prove hazardous to your health and wealth. No, we’re not talking about smoking pot—we’re talking about pot going up in smoke.  

 Firefighters found that a fire at a Spring Valley home on Campo Road this morning was caused by a marijuana grower’s illicit hookup to a nearby power pole.  The blaze caused $40,000 in structural damage and burned up 40 to 50 mature marijuana plants ready  for harvest.  An average plant grown indoors yields 3.5 ounces of pot, with a street value of $200 to $1,000 an ounce.  In addition, SDG&E could opt to hold the growers responsible for the cost of the stolen electricity. 

WADDLE AND TROT 5K – AN EAST COUNTY THANKSGIVING TRADITION

 

November 20, 2013 (Santee) -- On Thanksgiving Day, November 28, at 8:00 am, Pathways Community Church will be hosting the 2nd Annual Waddle and Trot 5K and Fun Run.  This fun family event is intended for runners and walkers of every fitness level and all proceeds will go to Santee Santas and the Santee Food Bank.

“We were so overwhelmed by the response we received last year from the community and local businesses,” says Phil Herrington, Pastor at Pathways Community Church.  “Last year was our inaugural event and we had over 650 participants and 20 vendors which allowed us to raise $12,000 for Santee Santas and Santee Food Bank.  We look forward to making this event an annual Thanksgiving tradition and continuing our support of these two worthy charities.”
