May 19, 2024 (Jacumba Hot Springs) – Albert Carder, 57, a state-designated sexually violent predator, has been approved by a Superior Court judge for conditional release. He is slated to be placed in a home at 45612 Old Highway 80 in Jacumba Hot Springs by June 26.

Carder was convicted in the 1980s of kidnapping, lewd and lascivious acts with a child. He will have “round the clock” supervision, his attorney told Judge David Gill, as well as GPS monitoring, polygraph testing, and tests for drugs or alcohol. He must be accompanied by an escort if he leaves the property, which requires permission from staff, Times of San Diego reports.

Carder is the second SVP approved by the court for placement at the same address under supervision of Liberty Healthcare. The other, David Munoz, is scheduled for release no later than June 7. Munoz was convicted of molesting two young girls, ages 2 and 12, as well as trying to assault three additional victims in the 1980s and 90s, according to the San Diego District Attorney’s office.

Both were recommended for supervised release by the state, after serving time in prison and then undergoing treatment at a state hospital. The SVP designation is based on diagnosis of a mental health disorder that makes the person likely to reoffend. Liberty Healthcare claims that none of the SVPs it has supervised have ever committed another sexual offense, though some have had their conditional releases revoked after violating terms of their release in other ways.

Sex offenders...

Every sex offender, especially the ones who inflict heinous acts upon children, should be incarcerated Forever! The victims, adults and kids never forget the emotional pain, neither do family members. Why should anyone convicted of such crimes ever be released into society when the victims have unwanted, intrusive, dark memories which last a lifetime? I know a few kids who were sexually molested, and many years later the effects can still be noticed. Additionally, every family member, even friends are often affected, yet in different ways. Committing such despicable acts to anyone such result in life behind bars and razor wire.

There are many more,

including priests, scout leaders, and parents, who are never brought to justice so why forever pick on the ones who are tried and punished, now elderly and deemed to be safe enough.
