Governor Jerry Brown announced plans Tuesday to give local governments the power to levy fines of up to $10,000 for those who violate rules on water limits amid a fourth year of drought.   That’s a big jump from $500 a day in the past. The highest fines would apply only to the “worst offenders,” said Brown.
