Gov. Newsom signs bills to stop the 'Puppy Mill Pipeline' in California

Oct. 11, 2025 (Sacramento) -- Unscrupulous, exploitative and abusive "puppy mill" dog breeders are not going to have it easy in California anymore.
 
Just a few days ago, California Gov. Gavin Newsom signed all three bills in the “Stop The Puppy Mill Pipeline” legislative package -- looking to reduce consumer fraud and halt animal abuse stemming from sales of companion animals.
 
Senate Bill 312 (Sen. Thomas J. Umberg, D-Santa Ana), Assembly Bill 506 (Assemblymember Steve Bennett, D-Oxnard) and Assembly Bill 519 (Assemblymember Marc Berman, D-Menlo Park) will protect consumers and animals from deceptive practices in the pet industry, close loopholes undermining California law and further protect consumers from fraudulent breeders.
 
All three bills received overwhelming bi-partisan support in both the Assembly and the Senate, and the new laws will take effect on Jan. 1, 2026.

ACTIVISTS ASK SANTEE COUNCIL TO BAN PUPPY MILL PETS

July 9, 2015 (Santee) – At last night’s Santee City Council meeting, 24 people came to show support for asking that dogs from puppy  mills be outlawed for sale in Santee.   The group is waiting to see if Council will agree to add the item to its agenda.

Sydney Cicourel, west coast director for The Puppy Mill Project, told Council members that her organization has gathered 3,000 signatures on a petition in support of the ban.  The group has been protesting at Pups and Pets, a Santee store that Cicourel says purchases dogs in from puppy mills where the animals are kept in “deplorable” conditions that are unsafe and unsanitary, often in stacked wire cages.

LA MESA COUNCIL TO CONSIDER PUPPY MILL BILL DEC. 14


Store targeted by measure reveals today that it is going out of business

December 1, 2010 (La Mesa) – On December 14 at 4 p.m., La Mesa’s City Council will consider an ordinance proposed by San Diego Stop Puppy Mills. The proposed law would prohibit pet stores from buying dogs from puppy mills and other breeders.

 

Since February 2009, the group has been protesting against Pet Works in Grossmont Center, alleging that the store sells dogs raised in puppy mills with inhumane conditions. Today, East County Magazine contacted Pet Works and learned that the store plans to shut down.
