HOMELESS MAN ARRESTED IN SANTEE ON MISDEMEANORS DIES IN JAIL NEXT DAY

Death prompts investigations; sister seeks funds to pay for cremation

July 2, 2024 (Santee) – Richard Woodford, 42, a 2020 Patrick Henry graduate who was reportedly homeless when arrested last week in Santee, died in the San Diego Central Jail a day later. 
 
The Sheriff’s department says the death is being investigated by its homicide unit, as well as the county’s Citizens' Law Enforcement Review Board. But an attorney suing the county over alleged lapses in care for persons in custody suggests that Woodford’s death may have been due to inadequate care during drug withdrawal.

ACTING SHERIFF APPROVES CITIZENS’ OVERSIGHT MEMBERS TO ACCESS SCENE OF FATAL DEPUTY-INVOLVED SHOOTINGS AND JAIL DEATHS

February 14, 2022 (San Diego) – Less than two weeks after the resignation of Sheriff Bill Gore, Acting Sheriff Kelly Martinez has approved a process for trained Citizen's Law Enforcement Review Board (CLERB) staff to respond to death scenes in county jails as well as deputy-involved shootings that result in a fatality or where death is likely.

CITIZENS' LAW ENFORCEMENT REVIEW BOARD FORMALLY RELEASES ANNUAL REPORT

March 4, 2021 (San Diego) -The County Board of Supervisors received the 2020 Annual Report from the Citizens’ Law Enforcement Review Board after a presentation from its executive officer Tuesday.

CLERB was established in 1990 to investigate citizen complaints against San Diego County Sheriff’s deputies and probation officers. CLERB also has the authority to review all deaths that occur in custody or in connection with the two departments without a complaint.
