BOARD OF SUPERVISORS MOVES TOWARDS COMPREHENSIVE COUNTY RENEWABLE ENERGY POLICY

By Nadin Abbott

April 12, 2013 (San Diego)— County Supervisors directed the Chief Administration Officer, by a 3-2 vote, to come back in 120 days with options for a comprehensive renewable energy plan, including time and cost estimates. The measure was introduced by Supervisor Dianne Jacob, who believes it is time to stop the ad hoc way of authorizing each proposed energy development.

Jacob, who represents the 2nd district in East County where most of these projects are proposed, said before the vote that this is “a double edge sword” for her.  Projects already underway will be grandfathered in and not affected, according to Jacob’s instructions. She emphasized this point to Industry members present who raised opposition to this plan.

FANTASY AUTHOR AMONG TALENTS TO APPEAR AT LOS ANGELES TIMES FESTIVAL OF BOOKS APRIL 20-21

The Dark and Light Sides of Fantasy, by R.e. Taylor (Shadowlight Publishing, MacGregor, Australia, 2013).

Book Review by Dennis Moore

R.e. Taylor, the author of The Dark and Light Sides of Fantasy, will be bringing this intriguing collection of fantasy tales to the upcoming Los Angeles Times Festival of Books at the University of Southern California on April 20 & 21, where upwards of 150,000 attendees are expected for this showcase of talent.

At least two other bestselling authors that I have written book reviews for in the East County Magazine will also be at this event, New York Times Bestselling Author Caitlin Rother, author of Lost Girls, and Joshua Graham, Barnes & Noble #1 bestselling author of Beyond Justice. Here’s hoping that Taylor has similar success with his book at the Festival of Books.

NATIVE AMERICAN HERITAGE COMMISSION HEARING ON OCOTILLO ISSUES SET FOR APRIL 22 IN SAN DIEGO

By Miriam Raftery

April 12, 2013 (San Diego’s East County) – The California Native American Heritage (CNAH) Commission will hold a hearing in San Diego on Monday, April 22 at 11 a.m. The hearing will focus on results of an NAHC investigation into local tribes' allegations that the federal government failed to protect Native American cultural resources at the Ocotillo Express Wind Facility site.

The hearing will be in the State of California Building, 1350 Front Street, San Diego 92101 (between A and Ash Streets).

A hearing previously set for February was cancelled without explanation. The CNAH had issued a  draft report in support of claims by the Viejas Band of the Kumeyaay Indians and Quechan Indian Nation that the Bureau of Land Management failed in its duty to protect cultural resources, including human remains and sacred sites, at the Ocotillo project.  The draft staff report detailed a disturbing pattern by the BLM, Pattern Energy and a project archaeology consultant of ignoring tribal concerns and failing in its duty to protect cultural resources.

REP. SUSAN DAVIS RE-INTRODUCES BILL TO HELP HOMEOWNERS AVOID FORECLOSURE

April 11, 2013 (Washington D.C.) – As homeowners in San Diego and across the nation continue to tangle with banks, Congresswoman Susan Davis (D-San Diego) re-introduced legislation to give people another tool to avoid foreclosure and the subsequent damage to the their credit rating.  The Short Sale Transparency Act will require Fannie Mae and Freddie Mac to disclose the minimum asking price they are willing to accept for a short sale if they reject the first offer.

“People deserve a real chance to avoid foreclosure. It is unfair to expect someone to complete a short sale instead of abandoning their home to foreclosure, if the banks don’t meet them half way,” said Davis.  “Many homeowners are willing, even eager, to work with banks to get out from under the mortgage and protect their credit rating.  But far too often, they find themselves in a guessing game as to what dollar amount will complete the sale.”

FAMILY PROVIDES UPDATE ON JERRY FOWLER, POTRERO MAN WHO FELL INTO WELL

By Miriam Raftery

April 10, 2013 (Potrero) – Jerry Fowler, who suffered serious injuries after falling into a well in Potrero on March 13, is now out of the intensive care unit at Sharps memorial Hospital but is still on “some life support” according to his parents, Thell and Normal Fowler.

“As of now, he is awake a lot of the time and sees us with his eyes and moves his head when we talk to him.  He can move his arms and legs, squeezes our hands and rubs his thumb on the back of our hands to let us know he knows it is us,” his parents wrote in an e-mail to concerned community members. “His doctor says he is not out of the woods yet, but he has a long way to go.  At first the doctors said that from the damage of the fall he may not ever wake up, but he has proven them wrong.”
