LA MESA COUNCIL CANDIDATES CLASH IN LIVELY FORUM HOSTED BY EAST COUNTY MAGAZINE: VIEW VIDEO

October 15, 2021 (La Mesa) -- Four candidates participated in a lively forum last night hosted by East County Magazine on Zoom and streamed live on Facebook.  Mejgan Afshan, Kathleen Brand, Patricia Dillard and Laura Lothian participated. (Note, Lothian joined a minute late due to techincal issues and is not shown in the screenshot)

shared their diverse views on issues including homelessness, equity/police reforms and public safety,  affordable housing and development, the downtown district and neighborhood revitalization, the potential for a new library and/or community meeting space, public health mandates, the role of the new Arts and Culture Commission, and candidates' endorsements.

Each candidate gave a two minute opening statement and a one minute closing statement. October 13, 2021 (La Mesa) – East County Magazine will host a virtual forum for La Mesa City Council candidates running to fill the vacancy left by Dr. Akilah Weber’s election to the state Assembly. The candidates will be Thursday, October 14 at 7 p.m.  It will be recorded via Zoom and livestreamed on Facebook at https://www.facebook.com/EastCountyMagazine. A podcast will also be posted at www.EastCountyMagazine.org after the forum.

Six candidates are running and four have agreed to participate: Mejgan Afshan, Kathleen Brand, Patricia Dillard, and Laura Lothian. A fifth, Jim Stieringer, provided detailed information on his experience and goals if elected.

DECEPTIVE MAILERS TARGET VOTERS IN GROSSMONT-UNION HIGH SCHOOL DISTRICT

October 11, 2020 (La Mesa – El Cajon) – Republican Jim Stieringer, who is running for the Grossmont Union High School District’s Area 2 seat, has sent a deceptive mailer to some voters in La Mesa, El Cajon, Mt. Helix and Casa de Oro.  It reads, “East County Voters – Let’s support our progressive team!”  The flyer includes photos of Democratic presidential candidate Joe Biden, as well as Democratic Congressional candidates Ammar Campa-Najjar and Sara Jacobs, Democratic Assemblymember Shirley Weber, and Stieringer.

There are three candidates in the race. Although this is officially a nonpartisan race and party affiliations do not appear on the ballot, both major parties have made endorsements. Elva Salinas, the incumbent and a community college professor, is the only candidate endorsed by the Democratic Party as well as the teacher’s union. The other two candidates, Stieringer and Justin Slagle, have both been long-serving Republicans but only Slagle is endorsed by the GOP.

Stieringer also refers to himself as the “high school district’s newest member” on the flip side of the mailer. He fails to mention that he lost reelection as a GUHSD trustee to Salinas in 2016 when the district shifted from at-large elections to trustee districts.

April 30, 2018 (La Mesa) - Former La Mesa City Treasurer Jim Stieringer announced that he has joined the crowded field for election to the Fourth District State Board of Equalization. Incumbent Dianne Harkey has announced that she will seek election to the 49th Congressional District seat currently held by Congressman Darrel Issa. The Fourth District includes one fourth of the entire state including San Diego, Orange, Riverside, Imperial and San Bernardino Counties.

November 9, 2016 (San Diego’s East County) –The Grossmont Union High School District has been rife with controversies including efforts to parents to split the district apart after the board ignored admonishments by the County Grand Jury  and refused to build an Alpine High School promised in two past bond measures—voting to instead fund a lawsuit defending the district’s stance.   

Yesterday,  voters cast out incumbent  Jim Stieringer, the newest Board member in a wave of anti-incumbency that swept the nation on a day that saw Donald Trump capture the presidency.  His replacement in trustee district 2, the La Mesa-Mt. Helix area, is a teacher.  Voters also elected a teacher in district 1 in Lemon Grove-Spring Valley-La Prensa, carved out through redistricting as a majority-minority district. Here's what the public can learn from these races.

READER’S EDITORIAL: CALIFORNIA VOTING RIGHTS ACT (CVRA)

March 31, 2016 (San Diego’s East County)--Like my board colleagues I enthusiastically endorse the concept of the California Voting Rights Act (CVRA) and our unanimous vote to implement it in the Grossmont Union High School District.

I recall that our board members’ decision to implement “area” election precincts was engendered solely by a desire to implement CVRA and to obviate a threatened lawsuit if we failed to do so. I believe that no one was motivated by a desire to deny a colleague an opportunity to compete in the 2016 election. Further I am unaware of any direction to our demographers other than to create a minority district that gave consideration to all communities of interest. Each of the three proposed maps accomplished those goals.

November 19, 2015 (San Diego’s East County) –Wearing green shirts reading “Defend School Choice”,  over 100 parents, students and teachers turned out to protest the Grossmont Union High School District’s litigation that seeks to shut down multiple charter schools.  Speaker after speaker gave emotional testimony tonight, pleading with the GUHSD board to save their schools.

A lawsuit filed by the district seeks to shut down Diego Valley Public Charter, which serves at-risk  students including many Chaldeans and other minorities, drop-outs , pregnant students, and students who have aged out of the public high school system, as well as Julian Charter School-Alpine Academy. A hearing on the case is scheduled for June 10, 2016 at 8:30 a.m. before Judge Joan M. Lewis in San Diego Superior Court.

GUHSD BOARD VOTES TO APPEAL ALPINE HIGH SCHOOL RULING; LEGAL BILLS COULD COST TAXPAYERS A QUARTER OF A MILLION DOLLARS

February 19, 2015 (San Diego’s East County)--In a 3-2 vote which was preceded by rancorous accusations, sniping, sharp retorts and loud outbursts between board member Priscilla Schreiber and board chairman Robert Shield, the Grossmont Union High School District (GUHSD) approved a measure to appeal an court injunction forcing it to set aside $42 million towards building a disputed high school in Alpine at its regularly scheduled February 11th meeting. Schreiber and board member Jim Stieringer voted against the resolution.

Several times during the meeting, Schreiber expressed concern that the board had voted twice to set money aside for the project and that it was acting in “bad faith." Stieringer said he opposed an appeal because the decision to set aside $42 million for the high school “is well reasoned.”

February 15, 2014 (El Cajon)--At the February 13 Grossmont Union High School District  (GUHSD) meeting, the Governing Board provided some recent positive outcomes in the district (see side story: Grossmont District Schools Shine Academically), but took a step back for democracy.

By a vote of 4-1, the Board adopted a resolution: “In Recognition of the Citizens’ Board Oversight Committee (CBOC) and Their Service to the Grossmont Union High School District.”  It  praises the District’s bond oversight committee-- but also aims to muzzle school board members from giving testimony to the oversight comittee.

GUHSD MOVES FORWARD ON TALKS WITH EL CAJON TO REVIVE EAST COUNTY PERFORMING ARTS CENTER

April 11, 2013 (El Cajon)--Members of the Grossmont Union High School District (GUHSD) Board on Wednesday night decided in principle (with no formal vote) to begin exploratory talks with the City of El Cajon on becoming a partner in the operation of the troubled East County Performing Arts Center (ECPAC) , as well as build a multi-purpose conference center adjacent to the theater. 

The Board also voted 4-1 (with Priscilla Schreiber voting “no”)  to endorse building a 325-seat performing arts center on the campus of Grossmont High School at the cost of $15.1 million dollars.

Representing GUHSD on the ad hoc committee will be board president Jim Kelly and board member Jim Stieringer.

Critics call action "meaningless"

February 12, 2013 (El Cajon )—Newly elected Grossmont Union High School District Board Trustee Jim Stieringer plans to introduce a resolution on the 12th high school for Alpine at the board meeting at 924 East Main Street, El Cajon.   The public portion of the meeting will begin at 6 p.m. on Wednesday, February 13.

The motion directs the GUHSD to developed modified building plans and submit to the Division of the State Architect  (DSA) –but only after it is determined that the Alpine School District Unification plan is either abandoned or fails to achieve voter approval. In addition, the site and building plans must be modified to stay within the remaining budget.

October 25, 2012 (La Mesa)—Six candidates vying for two seats on the Grossmont Union High School District Board addressed topics ranging from budgets to bond money expenditures (reportedly the topic of a Grand Jury investigation) and from technology to integrity. The forum October 22 was sponsored by East County Magazine and moderated by Donna Barlett-May the League of Women Voters.

The fireworks started in opening remarks, when education advocate Bill Weaver assailed incumbent Gary Woods for a problem with “what I see as honesty,” alluding to use of bond monies that has reportedly drawn the scrutiny of San Diego's Grand Jury.

October 12, 2012 (San Diego’s East County)- Elected to the Grossmont Union High School District Board in 2008, Gary Woods, Ed.D., is a professor of psychology at Southern California Seminary who says he has been an advocate of modernizing high school campuses and bringing technology into classrooms, although he opposed bond measures that provided that funding and is staunchly against new taxes.

Other priorities include "risk students and graduation success, best practices in secondary education, business internships, character development and charter school reform."

GENIUS TEEN RUNS FOR SCHOOL BOARD: ZACH MILLER HOPES TO BRING A STUDENT’S PERSPECTIVE TO THE GUHSD

October 7, 2012 (San Diego’s East County)—Zach Miller has first-hand knowledge of what a student needs to learn. Now 19 and a junior at SDSU, he is running for the Grossmont Union High School District Board to apply some critical thinking skills and assure that students' needs are met.

At age 5, he was admitted to American MENSA, an organization for those with genius-level IQs. He headed up Academic League teams and was captain of the Rubik’s Cube Competitive Team at Cajon Valley High School, where he graduated with honors.  While still in high school, he took community college classes; finishing 10th grade he enrolled at San Diego State University’s mechanical engineering program. 

His priority is to ensure that teachers and students have resources to teach and learn. He hopes to include more Advanced Placement and honors classes and increases in student enrollment, resources for AVID courses.  He hopes to better the district, to look at what the schools need and use the money to help students learn instead of luxuries, such as building new swimming pools and performing arts centers.

November 24, 2010 (La Mesa) -- The Grossmont Healthcare District (GHD) Board is seeking applications to fill an empty seat on the Board.

 

The appointee must be available to serve the remaining two years of the seat’s four-year term until early December 2012, following the November 2012 general election.

HOSPITAL BOARD REFUSES TO GIVE SEAT BACK TO STIERINGER, DECLARES POSITION VACANT

November 15, 2010 (La Mesa) – In closed session this morning, Grossmont Hospital District's  Board unanimously found that Jim Stieringer should not get his old seat on the board back.  Stieringer resigned Novembe 5th, then tried to resuscitate his old job by asking to have his resignation rescind after the Board refused to consider his application for a $60,000 a year staff job, amid questions over legality and  conflict of interest concerns.

 

With Stieringer's Hospital District career in limbo akin to life support, today the District pulled the plug.

GROSSMONT HEALTHCARE DISTRICT BOARD CALLS SPECIAL SESSION MONDAY ON STIERINGER RESIGNATION

 

November 12, 2010 (La Mesa)--Grossmont Healthcare District Board of Directors will hold a special meeting on Monday, November 15 at 7:30 a.m. in the District conference center, 9001 Wakarusa in La Mesa. Following public comments of up to five minutes per person, the board will adjourn to closed session to confer with legal counsel on “significant exposure to litigation.”

EDITORIAL: CONSTITUTIONAL QUESTIONS & UNINTENDED CONSEQUENCES IN HEALTHCARE REFORM BILL

November 14, 2009 (La Mesa) -- The House of Representatives' vote on November 7th is the first step in a long process that will have a profound effect on healthcare funding throughout the nation. Although few have read the 1990 page proposed legislation, some parts lend themselves to an early analysis.

 

There may be a constitutional problem in compelling people to purchase health insurance. Although many states currently require drivers to insure their automobiles, no one is required to drive a car. In fact, the state of California requires every owner of a motor vehicle to maintain an acceptable form of financial responsibility.
