August 11, 2016 (El Cajon) -- The El Cajon City Council voted 4-0 (with Councilman Bob McClellan absent) on Tuesday, August 9, to put district elections on the ballot.

If approved by voters in the November 8, 2016 election, districts will be finalized in 2017 and utilized from 2018 forward.

Mayor Bill Wells first directed staff to look into the issue back on July 14, 2015. He was concerned that numerous state and federal Voting Rights Act lawsuits have forced similar sized cities and jurisdictions to switch from at-large seats to district elections.

Do you approve amending Section 201 of the City of EI Cajon Charter to require election of City Council members by geographic districts in which they reside beginning with the general municipal election to be held in 2018?

August 10, 2016 (El Cajon) – Three seats are up for election on the El Cajon Council. All are currently held by incumbents.  Council members Bob McClellan and Star Bales have filed to run for reelection and qualified to appear on the ballot, according to Monica Zech, the city’s public information officer.  But so far, Councilman Tony Ambrose has not.

August 9, 2016 (El Cajon) — The Federal Aviation Administration has approved a request from Gillespie Field Airport Manager Marc Baskel to permanently raise the minimum altitude for air traffic over Gillespie Field from 1,188 feet to 1,388 feet.

August 5, 2016 (El Cajon) - Yesterday evening, the City of El Cajon held an educational workshop at Lexington Elementary School. It was for the public to attend and get information on the district election process that the city’s voters will get to vote on this November. The voters will vote to either approve and change to district election, or vote to not approve it. The district election would be for the El Cajon City Council.

August 2, 2016 (San Diego’s East County) – The deadline to file as a candidate to run for local offices is August 11. But so far, many East County races have no candidates declared or qualified for the ballot, according to the Registrar of Voters candidate list for the November election.  Most community planning groups have nobody running.  The same is true in some school, water and fire districts. Races with no candidates will be filled by appointment. In other districts, people are running unopposed—even incumbents on some of the most controversy-riddled boards.

No candidates are listed yet for the city councils in El Cajon, La Mesa, Lemon Grove or Santee, nor for the mayoral seats open in Lemon Grove and Santee, nor the La Mesa City Clerk or Treasurer seats.  Candidates have been actively campaigning in some of those races and some will likely file before deadline, but it’s also common for candidates to drop out before qualifying for the ballot.

In the Grossmont Union High School District, incumbent Jim Stieringer is thus far running unopposed in district two (La Mesa/Mt. Helix/Rancho San Diego); in district one (Lemon Grove/Spring Valley) which is an open seat, only one candidate has filed: Pastor Steve Babbitt from Spring Valley Community Church.

July 27, 2016 (El Cajon) - At yesterday’s El Cajon City Council meeting, council members heard more about the East County Performing Arts Center (ECPAC) bids and comments on East County Transitional Living Center (ECTLC). They also got updates on the new animal care facility and the district election process. Councilmember Bob McClellan was absent.

July 25, 2016 (San Diego’s East County) – Evangelist Tim LaHaye,  co-author of the best-selling “Left Behind” Christian book series and founder of local Christian schools, died today at age 80 in a local hospital of complications from a stroke.  Time Magazine once named LaHaye among the 25 most influential evangelicals in the U.S.

July 24, 2016 (San Diego’s East County) – The filing period to run for local offices is now open, closing August 12.   Concerned citizens can often make positive differences in their communities by become elected officials serving as members of school boards, community planning groups, fire boards, water boards, hospital districts, city councils, or as mayors.

No filing fees, ballot statement costs  $315 to $360 in smaller trustee districts

July 24, 2016 (San Diego’s East County ) – For the first time, the Grossmont Union High School District will hold elections in November for individual trustee districts.   There are no filing fees, though modest fees are charged for candidates to publish ballot statements. With smaller districts, the cost for ballot statements is far less than in the past --just $315 in Trustee Area 1 (Lemon Grove/Spring Valley/La Prensa),which is an open seat, and $360 in Trustee Area 2 (La Mesa/Casa de Oro/Mt. Helix and part of Rancho San Diego) currently represented by Jim Stieringer.

The candidate filing period opened July 18 and closes August 12^th.  August 12 is also the deadline for candidates to submit ballot statements, which for the first time will be accepted electronically.

July 20, 2016 (East County) – The Water Conservation Garden, a six-acre conservation demonstration garden in El Cajon, will host a customer appreciation day for customers of the Helix Water District. This free event will be held from 9 a.m. to 4 p.m., Sunday, July 31. The Water Conservation Garden is at 12122 Cuyamaca College Drive West, adjacent to Cuyamaca Community College, in El Cajon’s Rancho San Diego area.

July 18, 2016 (El Cajon) - At approximately 12:00 p.m. Sunday, Heartland Fire & Rescue units from El Cajon were dispatched to reports of a single story, single family residential structure fire in the 1000 block of Leslie Road in El Cajon.  Fire crews arrived within 5 minutes to discover smoke and fire coming from a room attached to the rear of the structure. Firefighters were able to confine the fire to the area of origin with some attic involvement.The fire was controlled within 10 minutes.
