STORM WALLOPS REGION: TRAPS 20 CARS IN FLOODWATERS

November 4, 2015 (San Diego’s East County) –Last night’s storm brought lightning, thunder and heavy rains across Southern California, bringing welcome relief from drought but wreaking havoc on area highways.  All lanes flooded on State Route 94 near the College exit and vehicles exiting on Federal Blvd. quickly became stuck in rising floodwaters  reportedly up to the hoods – sending some cars afloat, necessitating rescues. The deluge last night fell on already rain-soaked areas from lighter showers earlier in the day. By 1 p.m., over an inch of rain had already fallen in Lemon Grove and many mountain areas, with 1.39 inches recorded at the Pine Hills area near Julian.

November 3, 2015 (El Cajon) – El Cajon has had 13 pedestrian fatalities in the past 20 months. In the prior 36 months, there were 10 fatalities. So in half the time, there have been double the number of pedestrian deaths. 

“That concerns us a great deal,” Police Chief Jim Redman told community members at a public safety forum held last month at the Ronald Reagan Community Center, where the department reached out to share safety tips, hear community suggestions, and advise about a new enforcement campaign aimed at saving lives.  A “Check before you step” campaign aims to educate the public on how to prevent pedestrian injuries and deaths.

FATAL HIT AND RUN ON SR-15: CHP SEEKS NISSAN SUV AFTER PEDESTRIAN FATALITY ON I-15

October 31, 2015 (San Diego) – California Highway Patrol is seeking a second vehicle, a white Nissan Sport Utility Vehicle with damage to the right front fender and quarter panel. It was seen leaving the area of a fatal pedestrian crash on I-15 that occurred about 1:45 a.m. on October 28, when several motorists reported swerving to avoid a “mannequin” that turned out to be a woman’s body.

COUNTY GRANTS TENTATIVE APPROVAL TO COVERT CANYON FOR MILITARY FIREARMS TRAINING; PUBLIC HAS UNTIL NOV. 6 TO APPEAL

October 31, 2015 (Alpine) – The County’s Planning & Development Services department has issued a Stipulated Administrative Enforcement Order (SAEO) allowing the  owner of the controversial Covert Canyon LLC site in rural Alpine to conduct government military and law enforcement firearms training on an interim basis while pursuing a discretionary permit.

The order is a written decision by the director that may be appealed if a request for appeal is filed within 10 days of the decision date. Any appeal must be received by the department before November 5 at 5 p.m.

“SHOCKER”: JUDGE ISSUES TENTATIVE RULING TO DISMISS LAWSUIT AGAINST GROSSMONT DISTRICT OVER ALPINE HIGH SCHOOL

October 29, 2015 (Alpine) – For Alpine parents, it sounds like a Halloween horror story.  But it's an unexpected treat for the board majority at the Grossmont Union High School District.  Today, Superior Court Judge Joel Pressman (photo) issued a tentative ruling granting Grossmont 's motion to dismiss the lawsuit filed by Alpine parents and taxpayers. 

The suit sought to  force the district to turn over funds to build an Alpine high school, which voters twice voted to approve in Propositions H and U. The board's action drew scrutiny from the County Grand Jury, which issued a scathing report titled "Fool us once, fool us twice?"

The tentative ruling comes as a shock since Judge Pressman  previously denied an attempt by Grossmont to dismiss the case and set a trial date for early December, as ECM reported. In his earlier ruling, the judge rejected Grossmont’s arguments that it did not have a contract commitment with Alpine to build a high school and that the text of Prop U did not compel the district to build the long-promised school.

FEMA TO CALIFORNIANS: GET FLOOD INSURANCE BEFORE EL NINO STORMS

October 25, 2015 (San Diego’s East County ) – The Federal Emergency Management Agency, or FEMA, is urging all Californians to buy flood insurance before the torrential rains forecast  due to El Niño conditions strike. Even those who live in areas at low to moderate risk of flooding should buy flood insurance and do so immediately, since there is a 30-day waiting period before policies take effect, FEMA advises.

RABID BAT FOUND AT ZOO’S SAFARI PARK

October 23, 2015 (San Pasqual)--A bat found at the San Diego Zoo Safari Park in San Pasqual on October 9th has tested positive for rabies, the County of San Diego Health and Human Services Agency reports. The bat was found by a visitor near the Mobassa Pavillion and was removed by park security without touching it. 

County health officials want to know  if anyone who was in the park on Oct. 10 directly handled the rabid bat. Rabies transmission can occur from a bat bite or if a bat’s saliva comes in contact with a cut or abrasion, or with mucous membranes, such as the eyes, nose or mouth. Rabies is virtually always fatal unless post-exposure vaccines and treatment are promptly administered.

STRONGEST HURRICANE EVER RECORDED BARRELS TOWARD MEXICO

October 23, 2015 (San Diego) – Hurricane Patricia, described as a “potentially catastrophic hurricane” by the National Weather Service’s National Hurricane Center, is forecast to slam into the Pacific coast of Mexico later today.  With winds of 200  miles per hour, Hurricane Patricia is the strongest hurricane ever recorded by the center, which tracks all storms in North America.

CNN reports that 50,000 people have been evacuated along the Mexican coast, where a storm surge wave of 30 feet is expected to hit the Mexican state of Jalisco. The powerful storm is between Puerto Vallarta and Acapulco, about 85 miles southwest of Manzanillo Mexico and 155 miles south of Cabo Corrientes. Flights from San Diego and elsewhere in California into the region have been cancelled, the Los Angeles Times reports.

BLEACH SPILL SICKENS STUDENTS, TEACHERS IN SANTEE

 

October 20, 2015 (Santee)-- Santee Fire Department and County HAZMAT are responding to reports of a bleach-like smell around Rio Seco Elementary School in the 9500 block of Cuyamaca Street, the Sheriff's office indicates.

The San Diego Union-Tribune reports that 81 students and teachers who reported feeling sick have been taken to local hospitals as a precaution.

October 19, 2015 (El Cajon) – The El Cajon Police Department will host a community forum on traffic and pedestrian safety on Wednesday, October 21 from 6 p.m. to 7:30 p.m. in the Ronald Reagan Community Center, 195 East Douglas Avenue in El Cajon.

From 2011 through 2014, 17 people died in pedestrian traffic accidents in El Cajon and 61 were seriously injured, according to results of a public records request by East County Magazine.  View data.

POISONOUS YELLOW-BELLIED SEA SNAKE FOUND IN SOUTHERN CALIFORNIA

October 18, 2015 (San Diego)—As if mudslides and flash floods aren’t enough to worry about from warming ocean currents that give rise to El Niño weather conditions, now there’s a new concern for beach-goers.   A venemous yellow-bellied sea snake has been found on a beach in Oxnard north of Los Angeles, and later returned to the water. A second sighting was also reported, though it's uncertain whether this was the same snake or a second one.

Normally found in warm tropical waters such as those off Australia and Central America, the yellow-bellied sea snake is among the most poisonous snakes in the world.  This is the farthest north that one has ever been found. The last sighting was 30 years ago during El Niño conditions– in San Diego County back in 1985.  They have also been spotted in San Clemente in 1983 and Los Angeles Bay in 1961.

Like the killer shark in the movie “Jaws,”  the vision of swimming sea snakes may make you wonder if it’s best to stay out of the water.  The group Heal the Bay advises that there is “no need to panic” over the snake found on the sand in Oxnard. Here's why.

October 18, 2015 (Los Angeles)-Torrential rains and flash flooding turned hillsides in Los Angeles and Kern Counties into mudflows last Thursday that cascaded over two freeways—Interstate 5’s grapevine area north of Los Angeles and  State Route 58 near Tehachapi.

Hundreds of terrified motorists swept up in the mud flow escaped their vehicles as the freeways became muddy rivers. Firefighters and swift-water rescue personnel made daring rescues, pulling passengers out of windows as cars bobbed past. One pregnant woman escaped out the sunroof of her vehicle. Others remained trapped in their cars overnight, some with mud up to the windshields. Even semi-trucks became mired in the muck.

October 16, 2015 (La Mesa) – A woman who recently moved into a rental home at 7000 Colony Drive in La Mesa with her children got a big surprise on Saturday. Walking out of the family’s bedroom, she found a huge snake in the kitchen.

The startled mother called 9-1-1 and barricaded herself in the bedroom with her children while waiting for help to arrive. Heartland Fire & Rescue in La Mesa, along with La Mesa Police and the El Cajon Animal Control soon came to the rescue.

HORN TRIES TO HORN IN ON LILAC HILLS RANCH VOTE DESPITE FPPC ORDER TO RECUSE HIMSELF

After first agreeing to recuse himself from voting on Lilac Hills Ranch after the Fair Political Practices Commission (FPPC) ruled that he has a conflict of interest due to owning property near the proposed development in northeast San Diego county, Supervisor Bill Horn  has announced that he plans to appeal the FPPC ruling.  Moreover, the County has reportedly decided to back Horn’s appeal and seek clarification on when Supervisors must recuse themselves on land use issues.

Voice of San Diego reports that a county spokesman told them, “Clarity is needed to ensure no voters in any of the five county districts are disenfranchised by the new FPPC rules.”

BODIES OF D.A. EMPLOYEE AND GRANDDAUGHTER FOUND IN CASA DE ORO HOME NEAR MT. HELIX

October 14, 2015 (La Mesa) –The bodies of Marshelle Newby, 56, and a second female were found inside a home on Avoyer Place in Casa de Oro near Mt. Helix Wednesday morning.  Newby worked as a legal secretary at the District Attorney’s criminal division for the past 23 years.

10 News reports that family and a neighbor identified the second body as Newby’s 16-year-old special needs granddaughter, Emily, whom she has raised as her own.

Tanya Sierra, public information officer for DA Bonnie Dumanis, stated, “Marshelle Newby was an outstanding DA employee for 23 years. Our office is grieving and our hearts go out to her family and friends,” KUSI reports.

COUNTY, CAL FIRE LAUNCH PARAMEDIC SERVICE IN JACUMBA

October 14, 2015 (San Diego)--San Diego County Fire and CAL FIRE are making a major upgrade to fire and emergency medical services at the County’s Jacumba fire station with the launch this week of round-the-clock paramedic service. It’s the first time ever the service has been offered from the station, located south of Interstate 8 near the Mexican border.

The upgrade is part of an overall effort to increase paramedic capabilities throughout the San Diego County Fire Authority’s service area.  A new paramedic engine at Jacumba is the seventh that County Fire has added over the past few years.  Other new, County Fire-funded paramedic engines now operate out of the Otay, Jamul, Lake Morena, Pine Valley, Descanso and Intermountain stations.

October 13, 2015 (Alpine) – The bodies of a 43-year-old woman and a man of unknown age were found by firefighters inside a burned home in the 700 block of South Grade Road in Alpine.  The Alpine Community Network reports that the woman was a mother of three.

KARL STRAUSS LOOKING AT OTHER LOCATIONS BESIDES SANTEE

October 9, 2015 (Santee)--What appeared to be nearly a done deal---San Diego craft brewer Karl Strauss relocating its main production and corporate headquarters to Santee’s Town Center---may not happen after all.

Matt Rattner, who co-founded Karl Strauss in 1989 and its president, said the company is keeping its options open.

“There’s no deal yet,” Rattner said recently. “We just received a proposal to go to Otay Mesa--and we’ve also talked with the cities of Vista and San Marcos.”

October 10, 2015 (Sacramento) - Senate Bill 287, the Sudden Cardiac Arrest Safety Act, has been signed into law by Governor Jerry Brown.  The bill was authored by State Senator Ben Hueso, a Democrat representing San Diego and southern portions of East County.
