August 19, 2012 (San Diego)--According to the Legislative Analyst’s Office (LAO) for the State of California, Proposition 32 is an initiative that seeks to prohibit political contributions via payroll deductions and contributions to candidates.

The ballot measure proposes to change state campaign finance laws to restrict spending by public and private labor unions, corporations and government contractors in local and statewide political races. The measure has sparked fierce debate and is emerging as one of the most controversial measures on the November ballot.

EL CAJON CITY COUNCIL SUPPORTS WAR AGAINST “BATH SALTS” AND OTHER SYNTHETIC DRUGS

 
August 21, 2012 (El Cajon) --At last week's El Cajon City Council meeting, the Council voted unanimously to support El Cajon Police Chief Jim Redman’s request for authorization to mail letters to local retailers asking them to voluntarily decline to sell psychoactive synthetic drugs, the most common of which are known as “bath salts,” which have intoxicating effects similar to cocaine and other stimulants, and “spice,” which have intoxicating effects similar to marijuana. Redman also asked the City Council to direct City staff to return as soon as reasonably possible with an ordinance finding that the distribution of synthetic drugs constitutes a public nuisance, and to provide for enforcement to abate such a public nuisance.

MEASURE ALLOWING LAW ENFORCEMENT TO PROSECUTE HUMAN TRAFFICKERS UNDER CIVIL NUISANCE CODES SENT TO GOVERNOR

 
August 18, 2014 (Sacramento)—A measure which would permit law enforcement to prosecute human trafficking as a civil nuisance as well as a crime and direct recovered penalties to the victims of these crimes was on its way to Gov. Jerry Brown on a 76-0 vote.
 
Assemblymember Marty Block (AD-78) introduced the legislation, AB 2212, earlier this year.

Up until presumptive Republican Presidential nominee Mitt Romney named Wisconsin Congressmember Paul Ryan as his running mate on August 10, the safe bet seemed to be that Romney was going to base his general-election strategy on “a referendum, not a choice.” For one thing, that’s Politics 101: as pioneering American political scientist V. O. Key said in the 1960’s, Americans vote on issues but “retrospectively and negatively.”

BLOCK AUTHORS RESOLUTION TO PROTECT SAN DIEGO JOBS AND OPPOSE AUTOMATIC MILITARY CUTS TO REGION; REDUCTIONS A ‘BODY BLOW’ TO ECONOMY

 
August 14, 2012 (Sacramento) —Assemblymember Marty Block (AD-78) today introduced Assembly Joint Resolution 46 urging the President and Congress to adopt an alternative spending plan to sequestration – automatic federal budget cuts of $1.2 trillion over 10 years scheduled to begin January 2013 because Congress has not achieved its budget targets.           
 
“This measure is a plea to Congress for reason before it places the federal budget on automatic pilot, causing additional economic uncertainty and job loss in the San Diego region and across the nation,” Block said. “Congress would strike another body blow to our economic recovery if it allows sequestration to occur.”

Independent survey of likely November voters shows Filner leads by 8 points

August 6, 2012 (San Diego)--A poll of San Diego voters shows Bob Filner with a significant 8-point lead in the race for San Diego Mayor.

 In a survey of 400 likely November voters in the City of San Diego, 40 percent of respondents said they support or lean toward Filner in the Mayor’s race. Thirty-two percent of respondents said they support San Diego City Councilman Carl DeMaio and 29 percent were undecided.

CALAWARE LAUNCHES PETITION TO PROTECT OPEN GOVERNMENT, BROWN ACT REQUIREMENTS

 

 

July 25, 2012 (Sacramento) – As ECM has reported, the state has suspended Brown Act provisions  that previously required public boards to notify the public about agenda items at least 72 hours before meetings. 

Now Californians Aware, a watchdog group that protects citizens’ right to open government, has created an online petition with Change.org to “Free the Brown Act from Budget Suspense.” You can urge Assembly speaker to support a constitutional amendment that would restore open government rights for the people by signing the petition here.

July 12, 2012 (Washington D.C.) – San Diego’s Republican representatives Duncan Hunter, Brian Bilbray and Darrell issue joined the Republican majority in the House of Representatives in voting to repeal the Affordable Health Care Act—taking health benefits away from their constituents as well as eliminating the mandate for coverage.

California Democratic Party Chairman John Burton sent an email blasting the vote.  “If ever anyone was looking for a reason to vote Congressional Republicans out of office in November, this has got to be it.”

But revelations about a string of delinquent taxes, hefty tax liens, and loss of Kaderabek's law license now raise serious qusetions about his fitness to represent taxpayers.

REPS. HUNTER, BILBRAY INTRODUCE "BUY AMERICAN" RESOLUTION FOR INDEPENDENCE DAY

July 1, 2012 (Washington, D.C). —In 1960, manufacturing accounted for 28 percent of jobs in the United States. Today, manufacturing accounts for only 9 percent of jobs.  “
 
This dramatic decrease has limited job opportunities for all Americans. Worse yet, with the globalization of manufactured goods, the U.S. consumer has become desensitized to the “Made In America” label,” Congressman Duncan Hunter said. To bring attention to the declining manufacturing sector and promote U.S.-made goods, representatives Brian Bilbray (R-CA) and Hunter (R-CA) have introduced a bipartisan resolution to designate the first week of July as “Buy American Week.”

GOVERNOR SIGNS STATE BUDGET

June 27, 2012 (Sacramento) -- Governor Brown has signed California's state budget, which aims to eliminate the state's deficit over the next three years.  The $16.2 budget relies on both spending cuts and projected revenues from the Governor's November ballot initiative.

MUSE PROPOSED MUZZLING HELIX WATER BOARD MEMBERS FROM SPEAKING TO MEDIA

June 27, 2012 (La Mesa) –Helix Water Board director Chuck Muse sought to have the District prohibit fellow Board directors from speaking to  reporters, ECM has learned.  

Board President DeAna Verbeke stopped short of such drastic measures, but  did chastise directors to refrain from “negative personal comments” about board members or the District,” admonishing that during past rate hike considerations, “discussing the District’s business did not reflect well on the individual of the District.”
