GENERATORS POSE FIRE AND SAFETY HAZARDS DURING OUTAGES: OSHA PROVIDES SAFETY TIPS

December 6, 2020 (San Diego)—Generators have sparked several wildfires in California, ironically during power outages planned by utility companies to prevent fires. While generators are vital for many homeowners to operate electric well pumps, lights, refrigerators, computers, medical equipment and other necessities during prolonged outages, generators can pose hazards if not not used or maintained properly. Explosions, electric shocks, electrocution, hearing loss from noise, vibration hazards, and carbon monoxide poisoning from exhaust are all potential risks from generators.

Last year, three fires caused by generators during power shut-offs by  PG&E were reported in Nevada County, CA, Wildfire Today reported.  This week, the Bond Fire that has scored over 7,300 acres in Orange County may have been triggered by a faulty domestic generator, according to Reuters. Neighbors have said that a generator exploded when a homeowner without power tried to start up the generator, though fire authorities have not yet confirmed the wildfire’s cause.

The Occupational Safety and Health Agency (OSHA) have published guidelines on how to use portable generators safely. Below are highlights from the OSHA advice:

GOV. NEWSOM ANNOUNCES HELP FOR BUSINESSES IMPACTED BY COVID-19 INCLUDING TEMPORARY TAX RELIEF AND $500 MILLION IN GRANTS

Today’s announcements include the Main Street Hiring Tax Credit, which authorizes $100 million in hiring tax credit for qualified small businesses. The credit is equal to $1,000 per qualified employee, up to $100,000 for each small business employer.The application opens tomorrow, December 1. A full list of existing state support for businesses can be found here.

Nov 30, 2020  (Sacramento) -- As the federal government fails to provide additional financial stimulus support to main street businesses, Governor Gavin Newsom today announced that California will provide temporary tax relief for eligible businesses impacted by COVID-19 restrictions.

The temporary tax relief entails an automatic three-month income tax extension for taxpayers filing less than $1 million in sales tax, extends the availability of existing interest and penalty-free payment agreements to companies with up to $5 million in taxable sales and provides expanded interest free payment options for larger businesses particularly affected by significant restrictions on operations based on COVID-19 transmissions. In addition, last week the Governor announced short-term loans for small businesses available through the new California Rebuilding Fund. The state also launched $500 million in grants for impacted businesses and nonprofits.

UNEMPLOYMENT BENEFITS EXTENDED SEVEN MORE WEEKS FOR CALIFORNIANS

October 30, 2020 (Sacramento) -- Starting Saturday, October 31, Californians will be eligible for an additional seven weeks of benefits under the Pandemic Unemployment Assistance (PUA) program. The increase to 46 weeks is available for those who are reaching the end of their initial 39 weeks of benefits that they started as early as February 2. The process for re-computing the PUA claims is expected to take two weeks.

LEGAL AGREEMENT PROTECTS CALIFORNIA WILDLIFE CORRIDOR FOR SANTA ANA MOUNTAIN LIONS

October 26, 2020 (Temecula) --  Conservation groups approved a legal agreement today that will protect a critical wildlife corridor for local mountain lions and other wildlife, fund restoration efforts and ensure implementation of a regional conservation plan. The agreement comes after a judge issued a ruling this spring against the proposed 270-acre Altair development in Western Riverside County in California.

The agreement permanently protects the 55-acre “South Parcel” — a key part of one of the only passages left for endangered Santa Ana mountain lions to move between coastal and inland mountains. This lion population suffers from extremely low levels of genetic diversity due to limited wildlife connectivity.

OUTDOOR PUBLIC PLAYGROUNDS AND RECREATIONAL FACILITIES CAN REOPEN

September 30, 2020 (San Diego) – Yesterday, the State of California’s Department of Public Health approved reopening public outdoor playgrounds and other outdoor public recreational facilities, with new health and safety rules due to the ongoing COVID-19 pandemic.

East County's public officials reacted promptly to the news.

  • San Diego Supervisor Dianne Jacob called the announcement “Awesome news for families,” adding that starting today, around 100 county play areas will be reopened.
  • Poway Mayor Steve Vaus  posted a photo on Facebook yesterday of a reopened park in his city, stating, “Loved pulling down the caution tape and barricades.”
  • Santee announced on Facebook that all of its playgrounds were opened at 5 p.m. yesterday.
  • La Mesa is in process of reopening its parks, the city clerk’s office confirmed,  following inspections being done over the next day or two. 
  • El Cajon Councilman Gary Kendrick advised ECM that El Cajon is also in the process of reopening playgrounds this week. 
  • Lemon Grove’s staff was not immediately available for comment.

OVER A MILLION ACRES BURNING ACROSS CALIFORNIA: PRESIDENT AUTHORIZES DISASTER AID

August 23, 2020 (San Diego) – More than 14,000 firefighters are battling wildfires that have charred nearly 1.3 million acres across California.  Since August 15, there have been over 615 new wildfires sparked by nearly 12,000 lightning strikes, including fires that are now among the largest in the state’s history.  Governor Gavin Newsom has requested help from firefighters as far away as Australia and Canada.

Today, President Donald Trump announced that federal disaster assistance will be provided through the Federal Emergency Management Agency (FEMA) for  Lake,  Napa, San Mateo, Santa Cruz, Solano, Sonoma and Yolo counties. The aid includes grants for temporary housing and home repairs, low-cost loans to cover uninsured property losses, and other programs to help individuals and business owners recover from the effects of the disaster.    Federal funding is also available to the state, tribal, eligible local governments and certain private nonprofit organizations on a cost-sharing basis for emergency protective measures in those counties.

 In addition, federal funding is available on a cost-sharing basis for hazard mitigation measures statewide.

CDC DIRECTOR ISSUES DIRE WARNING AFTER SCHOOL OUTBREAKS AND SOARING COVID-19 RATES ACROSS U.S.; COUNTY SEES DIP BUT NOT ENOUGH FOR REOPENINGS

August 14, 2020 (San Diego) – Over 100,000 children have tested positive for COVID-19 in the last two weeks of July nationwide, after schools in some areas reopened, CNN reports.  At least three have died, including two teens and a 7-year-old with no preexisting conditions. Thousands are now quarantined due to school-related outbreaks, putting teachers and staff at risk as well as students.

With cases skyrocketing in states that have ignored CDC guidelines, yesterday the U.S. Centers for Disease Control and Prevention director Dr. Robert Redfield issued a dire warning.

If recommendations are not followed by all Americans, he told WebMD, this could be the “worst fall from a public health perspective” that the U.S. has ever had, CNN reports.

COUNTY OFFICIALS WARN OF FURTHER RESTRICTIONS AS 474 NEW VIRUS CASES REPORTED

July 2, 2020 (San Diego) -- San Diego County public health officials warned Wednesday that recent re-openings will likely be rolled back as a near-record 474 new coronavirus cases and 7 deaths were reported.

Dr. Wilma Wooten, the county’s public health officer, said that if the current trends continue, San Diego County will likely be added to California’s “watch list” of counties by the weekend.

Counties on that list were ordered Wednesday to close indoor dining at restaurants, as well as movie theaters, museums and similar businesses, for three weeks. Orange, Riverside and Imperial counties surrounding San Diego were affected.

“We anticipate by the weekend that we will be on that list as well,” said Wooten at a media briefing.

June 5, 2020 (San Diego) -- Starting June 9, beachgoers will be allowed to park in lots at local beaches, the County announced today, though coastal communities may opt for stricter rules. The County also received new guidance from the state on additional sectors that can reopen, with restrictions, as early as Friday, June 12 including:

  • Gyms
  • Hotels
  • Bars and wineries
  • Museums, galleries, zoos and aquariums
  • Professional sports without spectators
  • Day camps
  • Campgrounds and RV parks
  • Family entertainment (bowling alleys, batting cages, etc.)
  • Card rooms and racetracks
  • Music, film and television production

BAD HAIR DAYS ARE OVER: COUNTY AND STATE APPROVE REOPENING OF BARBER SHOPS AND HAIR SALONS

May 26, 2020 (San Diego’s East County) --Today in a televised update on COVID-19, California Governor Gavin Newsom announced that hair salons and barbershops in most counties will now be able to reopen their doors. The businesses must meet the state’s reopening guidelines .

 Late today, San Diego County approved allowing local salons and barbershops to reopen as soon as they implement and post a safe reopening plan. 

Supervisor Dianne Jacob called the Governor’s action “another welcome step in getting our businesses back into business."

The order does not apply to nail salons, however, and certain close-contact services remain prohibited including facials, shaves, eyebrow waxing and threading, and eyelash treatments.

SHOPPING MALLS CAN REOPEN FOR PICKUPS: OTHER BUSINESSES TO REOPEN INCLUDE CAR WASHES, PET GROOMERS, GARDENERS AND OFFICES

May 13, 2020 (San Diego’s East County) – San Diego County officials yesterday announced several more types of businesses that can reopen, with modifications, ranging from shopping centers to landscapers. All must prepare and post a safe reopening plan to protect employees and customers.

Shopping malls, including outlet malls and strip malls, can offer pickup service with clearly marked curbside outdoor pickup locations, but customers are not allowed inside stores.  In East County, malls eligible to begin offering curbside sales include Grossmont Center in La Mesa, Parkway Plaza in El Cajon, and the Viejas Outlet Center in Alpine as well as smaller retail centers.

Other businesses allowed to reopen are car washes, pet grooming services, landscaping and gardening businesses, outdoor museums and offices, though telework is still strongly encouraged.

SCHOOL YEAR COULD BEGIN IN JULY OR AUGUST, SAYS GOV. NEWSOM

April 29, 2020 (Sacramento) – In a briefing yesterday, Governor Gavin Newsom suggested California schools could reopen in July or August, provided keys steps are met. 

“We recognize there’s been a learning loss because of this disruption,” Newsom said of school closures since mid-March due to the COVID-19 pandemic. Those closures have impacted 6.1 million students statewide.  “We’re concerned about the learning loss even into the summer,” the Governor added.

Newsom outlined four phases to reopen the state, which is currently in phase one. Phase two would allow some low-risk businesses to reopen, ease restrictions on some public spaces, and potentially include plans to reopen some K-12 schools for either summer school programs or an earlier start to the 2020-2021 school year.

SDG&E POWER SHUTOFF IN DESCANSO DURING COVID-19 CRISIS LEAVES RESIDENTS STUCK HOME IN THE COLD

April 14, 2020 (Descanso) – SDG&E has shut-off power to 22 households in Descanso for 10 hours today in order to replace wood poles with steel for wildfire prevention. The action has sparked anger among residents under county orders to stay home due to the COVID-19 pandemic, with some left in the cold despite medical conditions, working and teaching children at home There are no shelters or any public space open, with temperatures forecast to dip to a chilly 42 degrees by this evening.

After ECM’s editor called SDG&E last night to advise the utility of  concerns raised by many residents online, the utility discovered it had mistakenly called many households who were not slated to have power shut down.  “They were all called shortly before 10 p.m. apologizing for this evening’s call, advising it was made by mistake,” SDG&E media spokesperson Zoraya Griffin informed ECM.

For those without power, however, the outage puts safety of medically vulnerable and elderly residents at risk, also causing major inconveniences for those working or teaching children at home.
