NEW CALIFORNIA GUN LAWS SIGNED, OTHERS VETOED

By Miriam Raftery

October 11, 2013 (San Diego’s East County) – If you leave a loaded gun where a child can access it, you’ll be committing a crime in California. If you store a loaded gun where someone prohibited from owning a gun has access and injures someone, you'll be guilty of criminal storage.  These are among nearly a dozen new gun laws signed into law by Governor Jerry Brown.

If you own a long gun, you’ll need to earn a safety certificate under a bill authored by Senator Marty Block (D-San Diego).

Pscyhotherapists will be required to report a serious threat of violence made by a patient against any specific victims to police within 24 hours. Police must notify the California Justice Department within a day after getting the report. The bill seeks to prevent a tragedy such as the Aurora, Colorado theater massacre; the shooter had threatened violence to his psychiatrist but doctor-patient confidentiality law prohibited the psychiatrist from notifying police.  A patient who threatens a psychotherapist will be banned from owning a gun for five years (currently the limit is six months).

CONTROVERSIAL NET METERING MEASURE SIGNED INTO LAW BY GOVERNOR BROWN

By Paul Kruze

“The way everything has turned out, the energy hogs are being rewarded…Now, no matter how much you conserve energy, no matter how much you generate, the residential ratepayers are stuck with this.” – Pete Hasapopoulos, San Diego Sierra Club

October 11, 2013 (San Diego’s East County) -- Amid a chorus of cheers and jeers, Governor Jerry Brown signed Assembly Bill 327 reflecting the first change to electric rates and how  major power utilities account for residential rooftop solar systems.

Introduced by Fresno Democrat Party Assemblyman Henry T. Perea, the legislation directs the California Public Utilities Commission to design a new net metering program that would take effect within four years. The bill also gives the CPUC authority to require utilities to source more than 33 percent of their power from renewable sources like wind and solar. In addition, the new law will replace the electric rate restrictions adopted by  California during the state’s energy deregulation crisis in 2000.

Dorcas E. Utter Butterfly Pavilion and diverse plant sale at Water Conservation Garden

October 11, 2013 (Rancho San Diego) -- Considering fall and winter as prime gardening months would be scoffed at in many parts of the United States, but not in San Diego, with its Mediterranean climate characterized by mild-to-cool wet winters, and warm-to-hot dry summers.  The Fall Planstravaganza!, held at the Water Conservation Garden from 9am-4pm on Saturday, November 2, 2013, helps San Diegans make the most of the region’s fall-to-spring planting season and save water while they do it.

POLITICAL REFLECTIONS COLUMN: GOVERNMENT SHUTDOWN-- TRIUMPH OF THE RAND

by Mark Gabrish Conlan  for East County Magazine, www.eastcountymagazine.org

I will not live my life for any other man, nor ask any other man to live his life for mine. — Ayn Rand, Atlas Shrugged

October 10, 2013 (San Diego’s East County) -- As I’m writing this, it’s the eighth day of the shutdown of the federal government, and there’s no end in sight. What’s more, unless Congress acts to expand the so-called “debt ceiling” — the total amount of money the federal government can borrow to fund its current obligations — by October 17, the U.S. could default on its loans for the first time in its history.

Economists and businesspeople are warning that this could be catastrophic for the future not only of the U.S. but the entire world’s economy. As Douglas Cote, chief market strategist for IMG Investment Management U.S. in New York — not exactly your most flaming liberal or Leftist source — was quoted in the October 3 Los Angeles Times, the politicians who have brought about the government shutdown and are threatening to force the U.S.’s first-ever default are playing “a form of Russian roulette with a loaded gun.”

CLOSED FOR FIRE SEASON? DEATH IN DE ANZA, CLOSED FIRE STATIONS INFLAME RURAL RESIDENTS

ECM Special Report reveals  rural fire stations shut down for weeks, seriously under-staffed in peak fire season

By Miriam Raftery

October 10, 2013 (San Diego’s East County) – An East County Magazine special investigation raises some burning issues and reveals that lives are at risk in rural East County areas.

Since the Cedar Fire a decade ago, our County has promised to improve fire protection by consolidating rural fire agencies into a County Fire Authority. But our report exposes glaring deficiencies--and asks some critical questions:

  • Could a man who died at De Anza Resort in Jacumba Hot Springs have been saved if the two closest fire stations had not been closed, dramatically delaying emergency response time?
  • Why was Boulevard’s fire station shut down for 28 days in August, 30 days in September, and at least the first seven days in October – during peak fire season?
  • Why were both Boulevard and Jacumba Hot Springs fire stations unmanned on September 30, when a man found unconscious died after medical help took an hour or more to arrive, according to eyewitness accounts?
  • Why haven’t funds promised by SDG&E  to mitigate dangers from new energy projects been spent in the communities most  at risk?
  • Why, even when stations were open, were  there only two-man crews which firefighting professionals say is inadequate for structure protection or rescues from a burning building?
  • How many other stations across East County may be similarly short-staffed or closed?

Our investigation raises grave concerns about public safety, but so far, officials have not provided any satisfactory answers.

October 11, 2013 (San Diego) – Nearly two dozen San Diegans have fallen ill with salmonella due to raw chicken products from Foster Farms facilities in California.  However the products were also sold under other brands and store names including Ralph’s, Safeway, Kirkland (sold at CostCo), O Organics, and Eating Rights.

October 10, 2013 (Kensington) – The Ken Cinema in Kensington, which celebrated its 100th anniversary last year, is one of only two regularly operating single-screen theaters in San Diego (the other being the new Digital Gym Cinema in North Park, which opened up in April this year).  The Ken is known for two things, the first being San Diego’s home to unique, niche films (as I’ve written about before).

READER’S EDITORIAL: NIGHTMARE SCENARIO? BREAKING

By Nadin Abbott

October 9, 2013 (San Diego) As things go, this is not precisely the best of news. Fidelity has sold a lot of its government debt. So reports the Journal Sentinel.  Money market portfolio managers at Fidelity Investments have been selling off their government debt holdings over the last couple of weeks, said Nancy Prior, president of Fidelity’s Money Market Group. While Fidelity expects the debt ceiling issue to be resolved, the Boston-based asset manager said it is taking steps to protect investors.

Prior said that Fidelity no longer holds any U.S. debt that comes due in late October or early November, the window considered by many investors to be the most exposed if the government runs out of money and defaults on its obligations.

Now this is very dangerous news, since it means Fidelity is getting ready for the other shoe to fall. As we have been speaking here of the effects of this Constitutional Crisis, and how a minority of the minority does not believe this is actually serious. How could this affect you and me? We could see a crash, quite brutally honest. This is not good news. In fact, this is very scary news.

NO SUNNY WELCOME FOR SOLAR DEVELOPER IN PINE VALLEY

By Miriam Raftery

October 9, 2013 (Pine Valley) --- Planners and residents provided a frosty reception to representatives from ecoplexus tonight.  Planners voted unanimously, 11-0, to find the company’s proposed solar project inconsistent with the Central Mountain Regional Plan and the County’s General Plan.

By energy industry standards, this is a small “green” project—three megawatts on two 12-acre parcels at Buckman Springs Road and Old Highway 80.  But to residents in this rural area, the project seems substantial intrusion along scenic highways without tangible benefits to Pine Valley residents.

To say it was a tough crowd would be an understatement.

FBI WARNS OF ATTACK ON U.S. ELECTRIC GRID; SDG&E REACTS

By Miriam Raftery

October 8, 2013 (San Diego’s East County) – The Federal Bureau of Investigation (FBI) reveals that attacks on the  power grid have occurred, the Arkansas Times reported on October 7.  The FBI is offering a $25,000 reward for information leading to arrest of those responsible for these crimes.

The attacks included setting fire to a substation, rigging a cable in an attempt to cause a train to take down power lines, cutting down power poles, and downing a high voltage transmission line.  A warning painted on a control panel read, “You should have expected U.S.”

National security experts have long voiced concerns over a terrorist cyber-attack on the power grid. But the attacks  in August and September in Arkansas were of the low-tech variety, yet capable of major disruption.
