SDG&E SEEKING $100M IN FEDERAL FUNDS TO ADVANCE WILDFIRE SAFETY EFFORTS ON OR NEAR TRIBAL LANDS

Federal Funds Would Support the Strategic Undergrounding and Overhead Hardening of Power Lines around Tribal Lands
 
April 13, 2023 (San Diego) – As part of its commitment to reduce the impact of infrastructure costs on electric rates, this month, San Diego Gas & Electric (SDG&E) submitted an application to the United States Department of Energy (DOE) seeking up to $100 million in federal funds through the Grid Resilience and Innovation Partnerships Grant program, which is part of the federal Infrastructure Investment and Jobs Act (IIJA). If awarded, the grant would help offset the costs of wildfire hardening efforts on and around federally recognized Tribal Nations’ land within SDG&E’s service territory. Pending final approval from the California Public Utilities Commission (CPUC), the federal funds would be matched with an additional $100 million from SDG&E.
 
“Our region has the most federally recognized Tribes of any county in the nation, and all are located in areas facing the highest risk for wildfire. These funds would help us continue to work with Tribes to provide safe and resilient energy in the face of a changing climate,” said Caroline Winn, CEO of SDG&E. “If approved, this grant would not only help advance wildfire safety initiatives planned on Tribal lands which have experienced wildfires and Public Safety Power Shutoffs in the past, but also plays a key role in in our strategy to reduce energy costs for customers.”

CPUC NET METERING PROPOSED CHANGES SLATED FOR HEARING NOV. 16

November 11, 2022 (San Diego) -- The California Public Utility Commission today released a revised version of its Net Metering 3.0 proposal to regulate rooftop solar. The agency will hear testimony at a public meeting on Wednesday, November 16th and is slated to vote December 15th on the measure. If adopted, the new rules would take effect next April.

CPUC DELAYS ACTION ON CONTROVERSIAL ROOFTOP SOLAR RATE CHANGE

January 21, 2022 (San Diego) – The California Public Utilities Commission (CPUC) unveiled a proposal on December 13 that would take away most financial incentives for homeowners or businesses to install solar power.  But after backlash from outraged consumers and elected officials, the CPUC has postponed action.

November 3, 2018 (San Francisco) – “We want to hear from you about wildfires!” states a message from Agatha Wein at the California Public Utilities Commission (CPUC).  “The California Public Utilities Commission (CPUC) is examining how well California's electric utilities are prepared for wildfires and we want input from community leaders.”

SDG&E, PG&E, Southern California Edison, and several other utilities are required to develop wildfire mitigation plans that will include details on:

  • wildfire prevention strategies for electric utilities,
  • maintenance and inspection of lines,
  • outreach to first responders and customers, including low-income, elderly, disabled, and those with limited English,
  • restoration of service after a wildfire

October 7, 2017 (San Diego’s East County) -- Residents from San Diego's East County testified during the open comment period at last Thursday’s California Public Utility Commission (CPUC) meeting in Chula Vista.

Earlier in the day, the CPUC held a hearing on whether or not to approve a recommendation made by two CPUC administrative law judges to reject SDG&E’s application seeking to charge ratepayers for its uninsured losses in three of the 2007 wildfires. That hearing consisted largely of technical arguments. Afterward, a second meeting in Chula Vista was held for all parties involved, and public testimony was also taken.

October 2, 2017 (San Diego) — Residential disconnections for nonpayment of gas and electric bills have gone up sharply in California, from 547,000 in 2010 to 816,000 in 2015.  According to Senate Bill 598, a bill authored by San Diego Senator Ben Hueso, gas and electric service shut-offs threaten the health of two million people a year, causing significant impacts on infants, children, the elderly, low-income families, communities of color, the disabled and persons with life-threatening medical conditions.

BILL TO REFORM CALIF. PUBLIC UTILITIES COMMISSION PASSES COMMITTEE BY 12-1 VOTE

April 24, 2016 (Sacramento) -- Assemblyman Mike Gatto’s  proposed constitutional amendment, ACA 11, to restructure California's regulatory agencies has passed the Assembly Utilities and Commerce Committee by a 12 to 1 vote.  

The strong bipartisan support comes in the wake of a series of scandals involving the CPUC, including allegations of backroom dealings to protect PG&E after the deadly San Bruno pipeline explosion and controversies over charging ratepayers for utility mistakes that led to closure of the San Onofre Nuclear Generation Stations.

Mike Aguirre, former attorney for the City of San Diego, appeared as a witness in favor of reforming the Commission, asking that an updated copy of the Aguirre & Severson Report on Malfeasance and Institutional Corruption at the California Public Utilities Commission be officially entered into the record, as well as other smoking gun documents that implicate top officials at the CPUC.  That report raises concerns over issues ranging from wildfires caused by SDG&E lines to the burial of nuclear wastes at San Onofre. It also chronicles allegations of corruption and cover-ups involving top CPUC officials.

ALPINE RESIDENTS, WATCHDOG GROUP SEND REQUEST TO CPUC FOR INVESTIGATION OF EMFS

March 20, 2016 (Alpine) Alpine residents and the watchdog group Citizens Oversight have sent a letter to the President of the California Public Utilities Commission (CPUC) asking assistance in identifying any potential hazards associated with electromagnetic fields ((EMF) related to Sunrise Powerlink.  The residents ask for an investigation to assure that the public is protected. 

The residents’ letter claims that San Diego Gas & Electric (SDG&E) could increase power flowing through the underground Sunrise Powerlink along Alpine Blvd.

December 7, 2015 (San Diego)--Earthjustice, an environmental legal organization representing the Sierra Club, filed an appeal today in California’s First District Court of Appeal challenging the California Public Utility Commission (CPUC)  decision that would allow San Diego Gas and Electric (SDG&E) to build a controversial gas-fired power plant in Carlsbad.  The environmental groups call the CPUC’s action a “carbon polluting power grab.”

August 7, 2015 (San Diego’s East County ) – SDG&E is asking the California Public Utilities Commission to pass on costs to ratepayers for the uninsured costs of legal settlements for the utility's role in causing three major fires in the 2007 firestorms.  The utility has announced plans to file an application this fall seeking to recover those costs, which could be as high as $367 million.

CPUC JUDGE FINDS 10 VIOLATIONS BY EDISON IN SAN ONOFRE CLOSURE DEAL

August 7, 2015 (San Diego) – Southern California Edison could face up to $34 million in sanctions for violating a ban on backdoor communications with state regulators over the San Onofre closure. Those are the findings of California Public Utilities Commission administrative law judge Melanie Darling, the San Diego Union-Tribune reports.

Darling will determine on August 20th whether or nor to hold Edison in contempt.  Her ruling faults Edison executives Ronald Litzinger and Stephen Pickett for omitting facts from prior testimony about secret meetings with former CPUC chair Michael Peevey, including meetings at a posh hotel lin Poland.

July 28, 2015 (San Diego)—Circling the Wagons, a screenplay by Ed Clark, an electrical engineer and insurance investigator, alleges that an electrical design flaw caused the 2003 Cedar Fire as well as the 2007 Witch Creek and Paradise fires.  Moreover, he contends the flaws have not been fixed and public safety remains at risk.  San Diego Gas & Electric Company (SDG&E) denies those claims.

July 25, 2015 (San Diego’s East County) – AT&T wants to phase out landline phone service by 2020.  But as many San Diego County residents have learned during firestorms that burned cell phone towers and a multi-state blackout that crippled cell service, land lines are critical during such emergencies. Land lines also make it easier for people with disabilities such as the visually impaired or anyone who has suffered injury to easily access a land line to call for help.

RATE SHOCKER: UTILITY BILLS TO RISE FOR MANY SAN DIEGANS

Electric utility bills will soon be going up for most San Diegans, though some heavy energy users’ bills will go down.   Instead of four tiers for energy use and payments, there will now be just two.  Not only will low energy users and low-income people be paying more,  they will also be charged more for energy use during peak periods such as mid-afternoon. Those hikes come despite the fact that San Diego already has among the highest electricity rates in the United States.

March 30, 2015 (San Diego)—As we reported last week, the California Public Utilities Commission’s Chairman, Michael Picker, unilaterally authorized the PUC to pay a criminal defense firm to mount a defense for the PUC’s former chairman, Michael Peevey and others  who are the targets of both state and federal investigations. Picker initially authored $49,000 and then bumped it up to $5.2 million – a 100-fold increase.

March 23, 2015 (San Diego’s East County) - The lives of more than 8 million Californians may have been put at risk, when the steam generators at San Onofre Nuclear Generating Station (SONGS) malfunctioned. The subsequent California Public Utilities Commission (CPUC) investigation failed to probe into the extent to which Southern California Edison (SCE) was responsible for the facilities “design errors.”  Now  the California Assembly Committee on Utilities and Commerce is calling on the CPUC to investigate the SONGS settlement.

PG&E SUGGESTED "PROZAC" FOR THOSE INJURED BY SMART METERS

Consumer watchdog groups have analyzed 120,000 e-mails and attachments released by the California Public Utilities Commission. The emails suggest smart meter fees were deliberately set high to discourage opting out analog meters, even when those leading the CPUC admitted in e-mails that smart meters emitting pulsed microwave radiation were harming Californians.

GOV. BROWN NAMES MICHAEL PICKER, EX-AIDE, TO CHAIR CPUC

December 25, 2014 (San Diego’s East County) – Following the resignation of disgraced California Public Utilities President Michael Peevey, Governor Jerry Brown has appointed his former renewable energy advisor, Michael Picker, to head up the CPUC as president of the board. Picker also served in the same capacity for Governor Arnold Schwarzenegger’s administration.
