INCUMBENTS WIN HANDILY IN STATE SENATE AND ASSEMBLY RACES

By Miriam Raftery

November 4, 2014 (San Diego’s East County) – By large margins, legislative candidates representing East County have won their reelection bids. Republican State Senator Joel Anderson leads Democratic challenger Fotios “Frank” Tsimboukakis by a 69.29% to 30.71% margin, with 37.7% of votes counted in the 38th district.

In the 40th State Senate District, where two Democrats are in a run-off due to the top-two primary system, incumbent Senator Ben Hueso leads challenger Rafael Estrada 55.29% to 44.71% with a third of all precincts counted in San Diego County, though results from Imperial County are not yet available. Hueso enjoys the substantial lead despite an arrest for driving under the influence of alcohol.

NEWCOMERS FAIL IN BID TO WIN SEATS ON GROSSMONT HIGH SCHOOL BOARD

Updated November 5, 2014 (San Diego's East County) -- With 100% of votes counted, incumbents Robert Shield and Jim Kelly won reelection on the Grossmont Union High School District Board with 24.31 and 22.58 % of the vote respectively. Dr. Gary Woods, who lost his seat in the last election and consistently voted in a block with Kelly and Shield, is in third place with 22.2%,  beat by a substantial margin over challengers Shirley Anderson (14.39%), Barbara Stevens (11.39%) and Steve Mattia (5.12%).  Woods will fill the vacant seat left by Dick Hoy', who did not seek reelection.

The election outcome will solidify control of the GUHSD board by staunch conservative members opposed to building an Alpine High School or backing Alpine parents' wishes to split up the district and unify with the Alpine Union School District.  The district is currently embroiled in two lawsuits over its obstructionism on turning over funds from two bond measures into an escrow account to assure funds intended by voters for building a high school will be used for that purpose.

FASCINATING FACTS FROM THE REGISTRAR OF VOTERS

November 4, 2014 (San Diego) – Voters are casting ballots today at 1432 precincts with 1236 polling places manned by 6300 poll workers. Polls close at 8 p.m. tonight.  Unusual polling places include an equestrian center in Ramona, a pet wash and a fencing center in Escondido, a bowling alley in San Marcos, a theater in San Diego, and a museum in Vista.

The Registrar of Voters is forecasting a 50 to 55 percent turnout in today’s gubernatorial election. If accurate, that would be lower than the 64% in2010 and 57% in 2006.  As of noon yesterday, only 281,147 mail-in ballots out of 868,122 issued countywide had been turned in. Voters who have not yet mailed in absentee ballots can drop them off at polling places.

LOCAL CHALDEAN CHURCH APPEALS TO POPE TO SAVE PRIESTS ORDERED TO RETURN TO IRAQ OR FACE SUSPENSION

Photo: Father Noel and Congressman Juan Vargas, at Chaldean-American Association banquet Oct. 30

By Miriam Raftery

November 2, 2014 (El Cajon)—Father Noel at St. Peter’s Cathedral in El Cajon is among nine Chaldean Catholic priests ordered to return to Iraq, a situation that likely amounts to a death sentence, or be suspended from the priesthood.

Louis Sako, Patriarch of the Chaldean Church in Iraq, ordered nine priests from the local diocese suspended on October 22 for refusing to return to Iraq, where priests are being tortured and murdered by ISIS terrorists and mass is no longer being held due to the danger.  Now the Eparchy of St. Peter has appealed these suspensions to Pope Francis.

Under church canons, the suspensions are on hold until the Pope issues his decision.

A TALE OF TWO CERT TEAMS

By Nadin Abbott

October 18, 2014 (Julian)--Community Emergency Response Teams (CERT) are locally-based volunteer teams, there to assist in times of disaster. They are locally managed and they almost always are sponsored by an agency.

Brian Kramer, current administrator of Julian-Cuyamaca Fire Department-sponsored CERT team, told ECM that the County did not recognize a second CERT team in Julian sponsored by Johnny and Dianne Hake, since that team is not affiliated with any government agency.

The Hakes said they operate independently and that they broke off their relationship with the Fire Department over philosophical differences.

JUSTICE DEPT.'S ACTION WILL DERAIL CIVIL RIGHTS, COALITION LEADERS SAY

Coalition of civil rights leaders say U.S. Department of Justice's use of a six-year time bar “scheme” would restrict federal Equal Employment Opportunity (EEO) complainants access to the courts.

November 1, 2014 (Washington D.C.)-- The U.S. Department of Justice (DoJ), recently raised the statute 28 U.S.C. § 2401 (a) with the courts.  The general catchall statute sets a six-year limitation period on non-tort civil claims against the United States.  The DoJ, which has been representing the U.S. Department of Commerce for years in a race based complaint that two African American females filed against the Commerce Department nearly twenty (20) years ago, presented the statute in the case of Janet Howard and Joyce E. Megginson v. Rebecca Blank, Secretary-U.S. Department of Commerce, Civil Action No. 05-1968.  Most recently, the DoJ defended the statute in the Janet Howard and Joyce E. Megginson v. Penny Pritzker, Secretary-U.S. Department of Commerce proceedings (Cas. Nos. 12-5370 and 12-5392).
