Rally against city of San Diego Measure A on April 1

East County News Service

March 31, 2026 (San Diego) -- Leaders from across San Diego County will gather at San Diego City Hall tomorrow (April 1) with a serious message: “Don’t Be Fooled,” with a press conference and rally to mark the official launch of the "No on Measure A" campaign.

Measure A or the "No-Primary Homes Tax" is on the June 2 ballot and asks voters to weigh in on taxing owners of properties in the city that sit empty for more than half a year.

If passed, Measure A would impose an $8,000 annual tax on more than 5,000 residences deemed "non-primary," and would increase to $10,000 in 2028. Corporate owners would face a $4,000 surcharge on top of the base tax.

February 14, 2026 (San Diego) - By every metric, Katrina Lewis’ life is better than a decade ago.

She’s sober, no longer homeless, and in a non-violent romantic relationship after escaping sex trafficking. Her recovery enabled her to work a part-time job at a mall, reconnect with family, and see a therapist for her PTSD, schizophrenia and bipolar disorder.

She’s feeling slightly safer and learning to cope with things. Her cats are happy. It’s progress, and Lewis credits much of it to her five years in a rental assistance program.

The stress of apartment searching in San Diego: monthly rents and cost of living exceed national average, while scammers target renters

By Heidi Hope

December 15, 2025 (San Diego) -- Hunting for an affordable apartment in San Diego County is a recipe for aggravating stress. Rents and living expenses in the city of San Diego are among the highest in the nation. East County communities are also too expensive for a single person working a low-wage part-time job to afford.

Scam rental advertisements and inappropriate landlords worsen the struggle for renters and potential tenants, as I have learned in my own difficult apartment-hunting experiences.

By Paul Levikow

October 22, 2025 (Lemon Grove) – The County Board of Supervisors voted Tuesday to approve negotiations with Caltrans to purchase land for the Troy Street Sleeping Cabins Project in Lemon Grove, after hearing comments overwhelmingly in opposition from residents and two City Councilmembers.

The project plan calls for building tiny homes on an undeveloped lot at 2800 Sweetwater Road and Troy Street, which the County expects to pay about $2 million to buy from the state. It’s part of the County’s Compassionate Emergency Solutions and Pathways to Housing efforts for people experiencing homelessness.

There were 26 requests to speak in person in the board chambers or on the phone. There were 78 e-comments in opposition submitted, while 5 e-comments were in support of the plan. Opponents warned of the potential for an increase in crime in the area, or said the project was too expensive and too close to an early childhood education center, or that the Board should focus on permanent solutions instead of temporary ones.

Losses in Coches Fire show need for firewise upgrades to mobilehomes: County offers grants and loans to mobilehome owners

Updated Sept. 10, 2025 with latest damage assessment based on a report from Lakeside's Fire Marshal

September 9, 2025 (Lakeside) – Swift action by firefighters including aerial attacks held yesterday’s Coches Fire to 5.3 acres, but the damage was substantial. Five homes were destroyed, including three mobilehomes at the Monterey Mobile Lodge, according to Lakeside Fire Protection District's Fire  Marshal Jeremy Davis, following a walkaround of the burned sites and perimeter areas  Three other homes in the mobilehome park were damaged, and a detached garage also had damage.

Cal Fire Captain Mike Cornette told ECM photographer Josh Stotler that 10 to 15 vehicles wer eburned. There were also two reported civilian injuries, a burn victim and another person who suffered smoke inhalation, said Cornette.

The losses and close calls draw attention to the need to improve safety of mobile homes to protect against wildfires, since even the swiftest possible firefighting response to yesterday's fire could not prevent loss of property--and very nearly human life.

Resident Sharon Edwards has been lauded as an “angel” for rescuing her neighbor, 90-year-old Evelyn Buhl, who is blind and cannot walk.  “I didn’t smell anything … until my neighbor came banging on my house and got me out of here, but that’s the only way,” Buhl said, Times of San DIego reports. “I would still have been in there.”

East County Neighborhoods Could Be Impacted By Proposed State Law to Allow Significantly More Multi-Family Housing Projects

By Paul Levikow

Image, left, via United Neighbors

August 26, 2025 (East County) – Large-scale, high-rise apartment complexes could soon be built within a half mile of a bus stop or trolley station near you, under a proposed state law that would take away local control of developments and turn single-family neighborhoods into high-density housing.

State Senate Bill 79, the Abundant & Affordable Homes Near Transit Act, was introduced by Sen. Scott Weiner (D-San Francisco) earlier this year and passed by the Senate in June by a vote of 21-13. Sen. Brian Jones (R-Santee) voted no. Sen. Akilah Weber Pierson, M.D. (D) voted yes. They both represent East County. The vote was not entirely down party lines; Catherine Blakespear, a North County Democratic from Encinitas, voted no.

The State Assembly is scheduled to hold its next hearing Friday in the Appropriations Committee and could release the bill for a full Assembly vote next week. Meantime, rallies opposing SB 79 were held around the state over the weekend, including local residents rallying in a Clairemont park.

Disparate impacts in fair housing and how to get help

Fanita Ranch challenged again in new lawsuit

By Mike Allen

July 23, 2025 (Santee) -- As expected, a coalition of environmental groups including Preserve Wild Santee have filed a new legal challenge against Santee’s biggest residential project, Fanita Ranch, which the City Council most recently approved in June.

It was the third time in five years that the Santee City Council gave its approval to the controversial 3,000-house development that has a history dating back to the 1990s.

At every juncture, the environmental coalition which also include the Center for Biological Diversity, the Endangered Habitats League and the California Chaparral Institute, have opposed the project as dangerous due to building in a very high fire hazard severity zone but also non-complaint with existing state laws covering new construction.

Also, the latest suit states that the city is ignoring the passage of Measure N in November 2020, which required a public vote on any new development that increases density and would necessitate amending the city’s General Plan.

ANIMAL ADVOCATES CELEBRATE HOUSING COMMISSION DROPPING PROPOSED NEW LIMIT ON PET OWNERSHIP

East County News Service

July 16, 2025 (San Diego County) -- Local animal advocates are celebrating the change in a government meeting agenda for this Friday, July 18, that may have proposed a new policy that would limit families in public housing to a maximum of two pets.

On the group's social media account on Facebook, Animal Protection and Rescue League leaders shared that the San Diego Housing Commission was seeking this Friday to discuss possibly making a change in its pet ownership policy, which currently "is apparently 2 animals, only 1 of which can be a dog," the Facebook post said.

"So this new proposal would have allowed a second dog, but only if a family gets rid of their cat (or even a fish). They were pitching this as a 'reform!' "
