February 24, 2014 (San Diego’s East County) -- It’s official:  The Bureau of Indian Affairs has formally terminated the final Environmental Impact Statement for Shu’luuk Wind on the Campo Indian reservation in East County. The move comes after the Campo tribe’s General Council down the project and cancelled the tribe’s contract with Invenergy.

The BIA alo approved the Ewiiaapaayp Band of Kumeyaay Indian’s plan to lease Cuyapaipe Reservation lands  for a portion of Iberdrola’s massive Tule Wind project.  The Bureau of Land Management and County of San Diego previously approved portions of the project on federal and county lands.

December 31, 2013  –On December 26, local residents learned that the U.S. Bureau of Indian Affairs (BIA) has signed a Record of Decision approving a lease for Phase II of Iberdrola’s controversial Tule Wind Project (also known as the Reduced Ridgeline Project) in San Diego County. The Record of Decision has not been published in the Federal Register so is not available for the public to review even though the BIA has already issued a press release.

“The BIA’s decision is reckless and shows outrageous disregard for the high fire risk we all face in San Diego County,” said Donna Tisdale, POC’s Secretary. “The fire district that Iberdrola contracted has no air tankers or helicopters of its own, but must hope and pray that mutual aid fire agencies can spare them. And Iberdrola’s Tule Wind Fire Protection Plan shows that it plans to use the people of San Diego County as guinea pigs by relying on an experimental fire suppression technology instead of something already proven to work.”

December 17, 2013 (Campo) – Yesterday’s explosion and brush fire sparked by a Gamesa wind turbine owned by Infigen at the Kumeyaay Wind facility in Campo, California has ignited new questions about the safety of wind turbines in this fire-prone region, where several of the worst wildfires in California history have previously scorched hundreds of thousands of acres.

In June, Infigen settled a lawsuit with Gamesa stemming from an earlier catastrophe at the same wind facility in 2009, when an explosive blast resulted in replacement of all 75 wind turbines, as ECM reported in an exclusive report.  But now Boulevard Planning Group Chair Donna Tisdale reveals, “The 75 turbine blades from the 2009 catastrophic failure that you covered are still laying on the ground at the wind farm and are highly flammable.”

December 4, 2013 (Campo) – Despite protests from Campo residents, the state has proposed a new location in this rural community to house a sexually violent predator, Douglas Badger, 70. The home is located at 1138 Custer Rd. It is about 200 yards from the nearest neighbor and 2.2 miles from the nearest elementary school.

Public comment regarding the proposed location can be submitted until Dec. 20. Email submissions should be sent to sdsafe@sdsheriff.org. Comments can be submitted by phone by calling (858) 495-3619. State officials have scheduled a Jan. 3 hearing on the matter.

October 21, 2013 (San Diego’s East County) – Two scoping meetings are planned this week in Julian and Alpine  for the public to obtain information and voice views on a proposal by San Diego Gas & Electric (SDG&E)  that includes Cleveland National Forest lands.  SDG&E wants to combine over 70 existing special use permits for electric facilities in the forest into one Master Special Use Permit.  In addition, SDG&E wants to replace some power lines and distribution liens both inside and outside the forest  including fire hardening, relocation and undergrounding of certain facilities.

Areas impacted include the vicinity of Descanso, Campo, Pauma Valley, Santa Ysabel, and Warner Springs.

September 27, 2013 (Campo) –  The Department of State Hospitals is proposing to release  a violent sexual predator, Douglas Badger, 70, from a state mental hospital and placing him at 30033 Hartfell Road in Campo.  Badger has been convicted of kidnapping and raping young male hitchhikers and sexually assaulting a young girl.  He’s been diagnosed as a sexual sadist, served several terms in prison and the past 18 years in a state mental hospital. 

“Given his violent history as a serial sexual predator, Douglas Badger forfeited his freedom long ago and should be locked up for good,” Supervisor Dianne Jacob stated in a media release. “It’s especially outrageous that this vile man would be housed at a location in Campo that is only four miles from two schools and a mile from a park where children gather and play.”

July 25, 2013 (Campo)--The County of San Diego, Department of Environmental Health (DEH) has issued a Boil Water Order and Public Notification for the Wild Bill’s Retail Center located at 31471 Highway 94, Campo CA 91906 effective immediately.  This public water system serves a Circle K mini mart, gasoline station, office building and Subway sandwich shop.

The drinking water system has tested present for total coliform bacteria and absent for E. coli.

July 18, 2013 (San Diego’s East County) – Once again the winemakers of East County Vintners have demonstrated their winemaking skills at the annual San Diego County Fair competition.

New to the competition is David Raum of Potrero, whose 2012 Viognier (a white wine with notes of pear) took home a silver medal. Richard Westfall (Campo) received “the best of class” and gold medal for his 2011 Mourvédre. He also received a silver medal for his 2011 Primitivo, a silver for his 2008 Aglianico and a bronze medal for his 2011 Cabernet Franc. Janet Wright (Potrero) also received a silver medal for her 2011 Primitivo.

June 20, 2013 (Campo) – By a 34-44 margin, the Campo tribe’s General Council has voted against the Shu’luuk Wind project, a proposal to lease reservation land to Invenergy, according to  Donna Tisdale, Chair of the Boulevard Community Planning Group.  Tisdale indicated she has multiple sources on the vote outcome.

ECM  has contacted the Campo Band of Mission Indians to request comment on the outcome.

The project may not be  dead, however, as proponents hope to have another vote in the future.

June 17, 2013 (San Diego’s East County) – There has been a great deal of talk about little places like Campo, Boulevard and Ocotillo ever since construction began on the Sunrise Powerlink.  There have been multiple lawsuits as environmentalists, Native Americans and other East County residents have fought to protect their habitat, ancestral lands and homes from the encroaching pace of “development.” As much of this area lies within the East County District represented by County Supervisor Dianne Jacob, I sought her perspective about what is going on.

Campo Creek Ranch offers local delivery of all-natural grass-fed beef

June 13, 2013(Campo)—Cattle come running when rancher John Clark arrives.  It looks like a scene out of a  California “happy cows” commercial.  View video. 

These beef cattle are raised in open pastures, not crowded feed lots. They graze in green pastures at Campo Creek Ranch in San Diego’s East County.  They receive no hormones and their diet is all natural – native grass or in some cases, barley. 

“They’re all much healthier to eat,” says Clark, adding that grass-fed cattle re higher in omega-3 fatty acids.  The ranch also offers all-natural chickens, pigs and rabbits – with meat delivered straight to consumers.

June 5, 2013 (Campo) – A Border Patrol agent discharged his weapon during a pursuit in Campo early this morning.  A suspected drug smuggler was injured by flying glass when the vehicle window shattered, according to a Sheriff’s report, which indicated the agent claims to have fired in self-defense.

Lieutenant Glenn Giannantonio with the San Diego Sheriff’s Homicide Detail said the suspect was treated at a hospital and released to custody of the U.S. Border Patrol.

March 19, 2013 (Lake Morena) – Community members are pitching in to help Lake Morena resident Julie Atherton, who has been diagnosed with breast cancer and is having surgery on March 28. Atherton works for the Mountain Empire Health at the Campo Community Center.

A spaghetti dinner fundraiser to help defray her medical expenses will be held on April 19 from 6-9 p.m. at the Mountain Empire Community Center, 976 Sheridan Road in Campo.  A silent auction will also be held.

April 9, 2013 (Campo)--Imagine the Old West back in the 1800s. Lawmen are few and far between. Desperadoes sometimes spread terror throughout the new state of California. And Campo, on the United States-Mexican border, is the site of a confrontation between law-abiding citizens and one such gang of outlaws.

The Gaskill Brothers Gunfighters, an Old West reenactment team, brought history to life with period attire and weapons outside the Golden Acorn Casino on March 23, 2013. The occasion was the Campo Gunfight of December 4, 1875. Forgotten by history, The Campo Gunfight lasted longer and had more casualties than the shootout at the OK Corral.

High EMF levels found in tests at Campo, Manzanita and Ocotilllo among residences near turbines

March 12,2013 (Campo) – Acoustical experts warn that sound generated by proposed Shu’luuk, Tule and Manzanita wind projects will cause severe negative health impacts on neighbors – and further, new studies suggest that noise impact assessments created to justify these and other projects relied on errors in computer modeling that severely underestimate sound levels.

At the Campo Shu’luuk Wind project, massive wind turbines and solar panels are proposed just 500 feet from private properties with homes and 1,320 feet from tribal homes (or less if owners sign a waiver).  But a major new study commissioned by a public health department in Wisconsin  involving  five different acoustic experts found high levels of low-frequency noise at homes abandoned by residents as far as 7,000 feet from turbines.  The Brown County Board of Health concuded that residents’ complaints of health problems at the Shirley Wind project are valid and related to long-term exposure to wind turbines.
