SR-78 reduced to one lane with one-way traffic control

October 6, 2022 (Ramona) - Maintenance crews continue brush removal efforts on a 4-mile stretch of State Route 78 (SR-78) from Ramona Highlands Road to State Route 67 in Ramona from 6 a.m. to 4 p.m. through Friday, Oct. 14, according to Caltrans. Crews will reduce SR-78 to one lane—one mile at a time—to minimize the impact to commuter traffic.

September 29, 2022 (Spring Valley) – The family of 15-year-old Alena “Gracie” Mitchem is asking for public help to find her. She has been missing form her Spring Valley home since late at night on September 22.  Gracie has green eyes and brown hair, but her hair was dyed green when she was last seen, according to a listing on the National Center for Missing and Exploited Children website. She is 5 feet 4 inches tall and weighs about 155 pounds. (Note, some flyers had a misspelling. Her first name is Alena.)

Her sister, Aleena Christine Jones, posted on Facebook, “We believe she was lured out by someone online via the PlayStation platform...She took important documents that no child would think of…She’s had zero contact with anyone since her disappearance, no social media presence whatsoever… We have to bring her home.… Gracie we love you so much.”

Gracie’s mother, Shannon Hoffman, believes her daughter was lured by an adult. She is frustrated with the Sheriff’s initial response treating the matter as a runaway case, and by the lack of media notification, but added that detectives are now checking into the Playstation contacts. “As a mother, I know deep down something is wrong,” she posted, adding that she suspects someone enticed Gracie with a promise of a job, since the family has struggled financially.

September 28, 2022 (San Diego) – San Diego County’s Board of Supervisors voted unanimously yesterday to establish a rental subsidy pilot program for seniors who are at risk of becoming homeless. This motion came at the recommendation of Supervisors Joel Anderson (District 2) and Terra Lawson-Remer (District 3) earlier this year at the February 8^th, 2022 board meeting to address the crisis of rising senior homelessness.

September 28, 2022 (Sacramento) - A controversial bill aimed at fixing aspects of California’s broken nursing home licensing system was signed Tuesday by Gov. Gavin Newsom, who faced dueling pressure from advocates who typically are aligned.

September 28, 2022 (El Cajon) – At yesterday’s El Cajon City Council meeting, the Council voted unanimously to create a subcommittee to help draft regulatory policy for motels operating with homeless vouchers. Councilmembers Steve Goble and Phil Ortiz will serve on the subcommittee.

Councilmembers and the City Manager also voiced frustration over problems caused by the county filling up motels in the city with homeless individuals using county-issued vouchers, concerns echoing those raised in a recent press conference. City leaders also expressed disappointment in the county’s failure to respond to complaints and by a threat from the Attorney General demanding that the city rescind warning notices sent to hotels exceeding a city limit on long-term occupancy by homeless instead of short-term travelers.  As ECM reported, the AG accused the city of violating California’s Fair Employment and Housing Act.

The City also made its case that it has done more than its fair share to help the homeless in our region – far more than the county or neighboring cities in East County.

September 27, 2022 (La Mesa) - A fire at Spring Hills Apartments, 4341 Spring Street in La Mesa, last night has displaced around 30 residents due to fire or water damage. Fortunately, due to a swift and strong responses by firefighters, most of the building was saved from burning.

September 25, 2022 (San Diego) -- The House of Representatives has unanimously passed the bipartisan Human Trafficking Prevention Act, introduced by Congressman Darrell Issa (R-San Diego) along with Reps. Mace, Jeffries and Bass. The legislation will require display of National Human Trafficking Hotline information in restrooms of all U.S. ports of entry, airplanes, airports, trains, train stations, busses, and bus stations so that victims or anyone who notices a potential victim of human trafficking can reach out for help.

September 23, 2022 (El Cajon) Some people placed in El Cajon motels under the County of San Diego’s motel voucher program for the homeless had extensive criminal histories or were fugitives with arrest warrants, according to a statement issued by El Cajon Police Department. ECPD made the discovery after reviewing arrest records tied to the program.

“The number of criminal drug dealers and fugitives using the County’s motel voucher program is disturbing,” Police Chief Mike Moulton said. “Community safety is my primary concern and the El Cajon Police Department is more than willing to assist the County with better ways of vetting those utilizing their program, if that’s what’s needed.”

September 23, 2022 (Jamul, CA) -- A young horse named Shocker is safe this morning, after somehow getting into his owner’s empty pool in Jamul on Wednesday.

“Shocker’s owner tried to build a ramp to get him out, but was unsuccessful,” says Nina Thompson, director of public relations for the San Diego Humane Society. 

So San Diego County’s Department of Animal Services responded to the residence in the 13,000 block of Proctor Valley Lane and called San Diego Humane Society’s Emergency Response Team for help to rescue the horse.

September 21, 2022 (Lakeside) -- At 5:45 pm on September 17th, 50 neighbors gathered for a third protest against the placement of five sex offenders in a house in their close-knit family neighborhood.  Their first protest was September 11th... Mayor Wells of El Cajon attended and offered support, though has no jurisdiction over unincorporated El Cajon, but responded to residents’ invitation to come out.  

When asked if he would talk to the supervisors or anyone else, he replied, "I would be happy to meet with them. This an East County problem.” Wells says of the predators, “Why are they placed here and the County is doing nothing to stop it? There are kids all over the place here. East County is where people are sent when people don't want them in their neighborhood."
