EPISCOPAL DIOCESE OF SAN DIEGO ELECTS FIRST FEMALE BISHOP

February 2, 2019 (Poway) -- The Episcopal Diocese of San Diego elected the Rev. Canon Susan Brown Snook as its fifth diocesan bishop today at St. Bartholomew’s Episcopal Church in Poway. She was elected on the first ballot during an election that involved 212 voting delegates.  She is the first woman to be elected bishop since the diocese was formed in 1973. Others on the ballot were the Rev. Roy Hoffman, DMin and the Rev. Michael Tinnon, DMin, both priests serving in this diocese.

He is known to frequent Julian, the mud caves in Anza-Borrego desert, Palomar Mountain and Brawley/Calipatria.

NEW STORMS TO BRING HEAVY RAIN, WINDS UP TO 80 MPH THIS WEEKEND

February 1, 2019 (San Diego's East County) -- A powerful storm is forecast to bring heavy rains and powerful winds countywide tonight through Saturday night, according to the National Weather Service. 

The storm could bring up to 4 inches of snow in mountain areas and a half inch in deserts, with 1.25 inches forecast in inland valleys and the coast. Strong winds with gusts up to 70 or 80 miles per hour in mountain and deset passes are also forecast, so secure loose items such as patio umbrellas. 

Flash flooding, urban flooding and debris flows are possible in some areas.

Another storm is expected to reach our region Sunday morning, with lighter rainfall Sunday and Monday.

THUNDERBOLT JOLTS EAST COUNTY RESIDENTS

January 31, 2019 (La Mesa) – A lightning bolt between Lemon Grove and La Mesa this afternoon produced a prolonged thunderclap loud enough to be heard as far away as Fletcher Hills, Lake Murray, Mission Gorge and Rancho San Diego.  The noise startled residents and terrified pets, but fortunately the bolt did not result in any reported damage.

At my Mt. Helix home, the whole house shook as rumbling continued for approximately 30 seconds after the initial roaring jolt.

January 28, 2019 5:10 p.m. (Cuyamaca) -- A controlled burn in Rancho Cuyamaca State Park has jumped out of control, NBC 7 reports. Cal Fire has not confirmed this but the Cal Fire Twitter feed states that Cal Fire is assisting State Parks with this burn.

The burn began in the 13000 block of Highway 79 and is currently burning near I-8 east at Japatul Valley.

January 29, 2019 (Jamul) – Craig “Brody” Broderick, co-owner of Brody's Burgers & Beer in Jamul, is recovering in a hospital after suffering severe injuries in a skiing accident.  
 
According to a post by his wife on the restaurant’s Facebook page, “Craig was skiing Tuesday at Alta and in a freak accident went head first off of a 15 ft. cliff and landed on his head.”

SAN DIEGO MAN FOUND DEAD AFTER KAYAK OVERTURNS IN SAN VICENTE RESERVOIR

January 28, 2019 (Lakeside) – The body of Nicolas Khaiaphone, 50, of San Diego was found yesterday by lifeguard divers in the San Vicente Reservoir in Lakeside.
 
A boater noticed an overturned kayak in the water around 10 a.m. and notified reservoir staff, who called San Diego City Park rangers. The rangers requested help from the San Diego Lifeguards. The lifeguards recovered the body shortly after noon and death was pronounced at the scene.
 
An autopsy will be conducted to determine the cause of death.

January 27, 2019 (City Heights) --Starting in February, commuters on I-15 will notice new freeway exit signs directing them to exit El Cajon Boulevard to reach the Little Saigon District in City Heights, San Diego. Caltrans confirmed that the signs will be set up at the transit station on El Cajon Boulevard over the I-15 North and South exits on February 1. An unveiling ceremony will be held on that day at 10 a.m. with guests including City Council President Georgette Gomez and Assemblymember Todd Gloria.

BODY FOUND OF HIKER MISSING ON EL CAJON MOUNTAIN IN LAKESIDE AREA

 

Update January 27, 2019:  The body of a man identified by family as Thomas Castiglia has been found at the base of a cliff on El Cajon Mountain, the Sheriff's department confirmed today. An autopsy will determine the cause of death.

January 26, 2019 (Lakeside) – The Sheriff seeks public help to locate a missing hiker on El Cajon Mountain, known to locals as El Capitan, near Lakeside.  Thomas Mark Castiglia set out at 8:30 a.m. with a hiking group on a trail toward Lunch Rock, but around 10:40 a.m. he told other hikers that he was short of breath and would be hiking at a slower pace and advised them not to wait up for him.  As of 2:45 p.m., he had not returned from the trail head.

Castiglia, 50, is an experienced hiker with no known medical conditions. He is 5 ft. 6 inches tall, bald with hazel eyes. He was last seen wearing wearing a black sweater, black shorts, and green hat. He was carrying a green backpack and blue hiking poles.

January 25, 2019 (San Diego) – United Way of San Diego County and 2-1-1 San Diego announced today that they are partnering to leverage funds granted by the California Department of Community Services Development (CSD), to promote the California Earned Income Tax Credit (CalEITC) and expand free tax preparation services. The two nonprofits are partnering with several other nonprofit organizations to help low- and moderate-income families prepare and file their 2018 taxes for free, and potentially add thousands of dollars to their refunds.

TRUMP, CONGRESSIONAL LEADERS REACH DEAL TO REOPEN GOVERNMENT, BUT ONLY FOR 3 WEEKS

January 25, 2019 ( Washington D.C.) – The longest federal government shutdown in history is slated to end tonight, after President Donald Trump and Congressional leaders agreed to enact a temporary bill to fund agencies through February 15th.  That bill does not include any funding for a border wall. 

The Senate passed the short-term funding bill today, one day after the Republican-controlled Senate voted to reject two measures that would have reopened the government long-term. One was a Trump proposal with wall funding and a temporary extension of protection for young immigrants or Dreamers.  The other was a funding bill with no money for the wall passed by the Democratic-controlled House.

During the next three weeks, Congress will convene a bipartisan conference committee on a Homeland Security Department funding bill and attempt to strike a compromise on border security.

January 24, 2019 (Santee) --Believe it not, Santee needs new housing, particularly affordable type, and more rental stock to handle demand from folks who cannot afford to buy houses.

But where to put housing geared to low income earners, and how that construction will impact other properties are not easy subjects, as was revealed at the latest City Council meeting Jan. 23.

The agenda item that prompted much frustration and hand wringing was a proposed residential condo development on a parcel owned by the county. City Ventures, a large Irvine-based developer, recently obtained the 22-acre parcel which is now in escrow. The company wants to build 365 new units at the site, which is just east of Town Center Community Park, behind the YMCA.

January 24, 2019 (Julian) –“We’re rising from the ashes and we will emerge like the Phoenix, even better than before we were,” Julian-Cuyamaca Fire Protection District Battalion Chief Mike Van Bibber told a crowd of some 75 citizens at a spaghetti dinner held Sunday in the main stationhouse on Highway79.

The mood was buoyant, despite storm clouds still looming over the district. A special election to save the county’s last volunteer fire department is slated for March, after residents gathered enough signatures to put the decision on the ballot and temporarily block takeover by the County Fire Department run by Cal-Fire.

Davis returns to Military Personnel as a member. She was Chair of Personnel from 2007 to 2011 and served as Ranking Member from 2011 to 2017. Davis will be the second highest ranking Democrat on the Armed Services Committee.

To combat this crisis and help protect vulnerable young people, District Attorney Summer Stephan has announced three new programs to bring human trafficking education, prevention and awareness training to kids and teens in all public schools countywide.

ONE LANE CLOSED ON THE NORTHBOUND I-5 TO NORTHBOUND SR-163 RAMP

January 22, 2019 (San Diego) - Beginning tonight, Caltrans will close one lane of the northbound Interstate 5 connector ramp to northbound State Route 163 from 11 p.m. to 5 a.m. for approximately four weeks. Crews will be working Sunday through Thursday nights to fix a slope that is underneath the San Diego Air & Space Museum at Balboa Park.

January 20, 2019 (Washington D.C.) – President Donald Trump and House Speaker Nancy Pelosi have ratcheted up the battle over the government shutdown.
 
Last week, Pelosi sent a letter to the President asking him to delay his State of the Union speech to Congress or submit it in writing. "Sadly, given the security concerns and unless government re-opens this week, I suggest we work together to determine another suitable date after government has re-opened for this address or for you to consider delivering your State of the Union address in writing to the Congress on January 29," Pelosi wrote.

MISSING LAKESIDE SENIOR FOUND SAFE IN OCOTLLO WELLS

January 18, 2019 (Lakeside) – Kathryn Anne Kennedy, 70, was found in Ocotillo Wells shortly after 11 a.m. this morning, Lt. David Perkins with the San Diego Sheriff’s Department has confirmed to ECM.

“A concerned citizen saw her sitting on the steps of the market at a campground in Ocotillo Wells and called for a welfare check because she seemed disoriented,” Lt. Perkins told ECM. Law enforcement officers identified her as the missing woman and transported her back to Lakeside to be reunited with friends, after making sure she did not appear to have any physical injuries.

“She was shaken, hungry and tired,” says Jill Barto, who helped organize a search for the missing woman and received word via a phone call with the good news.

MISSING WOMAN, 70, IN LAKESIDE: MAY BE DRIVING CHEVY TRAILBLAZER

Update January 17, 2019 11 p.m. Kennedy's vehicle was last seen Monday near Grossmont Hospital in La Mesa and a doctor's office in Lakeside. The search has now been extended beyond San Diego County for the missing woman and her black Chevy Trailblazer SUV, license #6RQP193.

January 17, 2019 (Lakeside) -- The Lakeside Sheriff's Substation wants your help in locating a missing woman. According to the Sheriff, 70-year-old Kathryn Anne Kennedy was last seen at her home on Harritt Road in Lakeside near Lakee Jennings. Her family reported her missing on Wednesday, January 16th.

"She has medical concerns and some memory problems," Jill Barto, a Cajon Valley school board member who has joined in the search, told ECM.

The meeting is scheduled for Tuesday, February 12th at 7:30 p.m. at Jamul Primary School's Auditorium at 14567 Lyons Valley Road (at the corner of Lyons Valley Road and Skyline Truck Trail).

TRUMP SIGNS BILL GRANTING BACK PAY TO FEDERAL EMPLOYEES—BUT NOT FEDERAL CONTRACTORS—AFTER SHUTDOWN ENDS

January 16, 2019 (Washington D.C.) – President Donald Trump today signed the Government Employee Fair Treatment Act into law, which passed Congress with bipartisan support.  It provides that furloughed and exempted federal employees will receive back pay whenever this shutdown ends.

But it does not grant any back pay to federal contractors, many of who are struggling without pay.
