March 13, 2016 (San Diego) – Supervisors will hear a report with options for enacting a moratorium banning future medical marijuana collective facilities on Wednesday, March 16th.
In February, nine speakers addressed Supervisors during public comment with concerns over marijuana dispensaries. The Supervisors asked the Chief Administration Officer to craft options now available for regulating medical marijuana collectives in light of “a recent California Supreme Court decision that allows local municipalities to ban marijuana facilities, newly adopted State laws pertaining to medical marijuana, and ballot initiatives slated for the November ballot,” according to the agenda.

March 9, 2016 (Alpine) – The Alpine Union High School District(AUSD) has turned down an offer by the Alpine Education Foundation to conduct independent testing of electromagnetic fields (EMFs) at the Alpine Elementary School campus, citing legal concerns.
But Superintendent Bruce Cochrane suggests the door is open to a compromise to get the readings done. “IF AEF were open to donating the necessary funds to the AUSD, the district would be open to contracting out to the firm they have recommended to do testing at AES,” the Superintendent told ECM.

California citrus - both on farms and in home landscapes - face a very real threat from a disease that is spread by Asian citrus psyllid. Florida and Texas citrus is already suffering terribly. Because the feathery light green leaves are particularly attractive to Asian citrus psyllids (ACP), the leaves' emergence marks a critical time to determine whether the pest has infested trees.

Brief, heavy downpours, dangerous lightning, gusty winds, small hail and slick roads are expected this morning. The snow level could drop to 4,000 feet tonight, with several inches of snow above 4,500 feet.
There is also a special marine warning that includes all coastal waters in San Diego County due to severe thunderstorms. Boaters are advised to move to shore until the storm passes.

March 6, 2016 (San Diego) -- The Department of Environmental Health has issued a General Rain Advisory for the coastal waters of San Diego County due to recent rainfall. Swimmers, surfers, and other ocean users are warned that levels of bacteria can rise significantly in ocean and bay waters, especially near storm drains, creeks, rivers, and lagoon outlets that discharge urban runoff. Urban runoff may contain large amounts of bacteria from a variety of sources such as animal waste, soil, and decomposing vegetation. While many coastal storm drains within San Diego County are permanently posted with white metal warning signs, additional temporary warning signs are not posted for General Advisories, activities such as swimming, surfing and diving should be avoided in all coastal waters for 72 hours following rain. This includes all coastal beaches and all of Mission Bay and San Diego Bay. Elevated bacteria levels can persist after a rainstorm depending upon the intensity of the storm, volume of runoff and ocean and current conditions.

March 2, 2016 (Rancho San Diego)—Construction on a sewer replacement project along Campo Road through Rancho San Diego is slated to begin this summer and continue until spring 2018. The project extends from Avocado to the Rancho San Diego Town Center near Cuyamaca College along the State Route 94 right-of-way.
Most work on the two-year project will be done at night between 9 p.m. and 5 a.m. to lessen impacts on traffic, staff from Otay Water District have indicated. Construction will also be restricted from March through August to protect birds from disruption during nesting season.
