July 9, 2020 (La Mesa)  -- The La Mesa City Manager today issued an executive order under emergency powers granted due to the COVID-19 pandemic. The order temporarily allows use of public and private outdoor areas by eating establishments for dining, after county health officials banned indoor dining for three weeks starting July 6 due to a growing number of coronavirus cases including some tied to restaurants and bars.

Restaurants must obtain written authorization from the Director of Community Development and comply with all social distancing and other COVID-19 related health orders, as well as all other laws. This includes city and county emergency orders, state laws such as Alcoholic Beverage Control rules, and federal laws such as the Americans with Disabilities Act.

Per the executive order, there is no City fee charged or permit required for businesses that receive authorization to use public and private outdoor areas for dining.  Businesses interested in obtaining written authorization for temporary use of public and private outdoor areas should contact Allyson Kinnard, Senior Planner at akinnard@cityoflamesa.us.

July 9, 2020 (Boulevard, CA) – A federal lawsuit has been filed against the U.S. Bureau of Indian Affairs (BIA), the U.S. Department of Interior and agency officials challenging their approval of  Campo Wind facilities on tribal land, including 60 wind turbines each 586 feet tall on 2,200 acres, as well as Boulder Brush energy facilities on adjacent private land. 

“The project is a dangerous and completely unnecessary industrialization of high-quality wildlife habitat in an area with an extremely high wildfire risk and frequent low-flying military, commercial and private aircraft,” states the suit filed by the nonprofit Backcountry Against Dumps along with Boulevard residents Donna and Ed Tisdale, whose ranch adjoins the project site with a half-mile shared border.

July 9, 2020 (San Diego’s East County) – A big-rig truck’s brakes overheated and caught fire on Interstate 8 west in Lakeside, Monday.

Flames quickly spread to the truck’s load of over 40,000 pounds of raw meat according to the San Diego Union Tribune and LA Times, or 41,000 pounds, according to the Sacramento Bee, News Break and NBC.

The pungent smell of roast pork spread across the area.

Kids going into second through fifth grades can enjoy seven weekly virtual camps through Aug. 7 and experience the fun of Animal Adventure Camp from the comfort of their own homes.

July 6, 2020 (San Diego) - Approximately 200 people showed up in front of the San Diego Hall of Justice downtown Sunday afternoon to protest a border wall being built on sacred Kumeyaay land in East County. The protest was a seated, peaceful protest organized by Warriors of Awareness in conjunction with leaders and elected officials of local indigenous nations.

July 6, 2020 (San Diego) – Starting at midnight, all indoor service must stop in restaurants and wineries. Outdoor dining and activities can continue, as well as curbside pickup services.

Indoor family entertainment venues such as movie theaters and bowling alleys also must shut down, though outdoor facilities such as zoos can remain open.  The order is in effect for the next three weeks.

County health officials ordered the closures today in response to being placed on the state’s watchlist due to exceeding three COVID-19 pandemic trigger levels for positive cases in the past two weeks, the number of active community outbreaks, and a backlog in tracing new cases.

July 4, 2020 (Alpine) – Our national symbol, the Bald Eagle, is rarely seen in San Diego County, where only a handful of nesting pairs have been documented.  Today, as our nation celebrates Independence Day, local wildlife workers are fighting to save the life of one found in the Alpine area in hopes of helping  the large raptor regain its indepedence.

“On this July Fourth holiday, San Diego Humane Society’s Project Wildlife admitted a Bald Eagle.The magnificent bird was rescued and brought to us by SoCal Parrots, after it had been observed on the ground for a couple of days at Barrett Honor Camp,” says Nina Thompson, Interim Director of Marketing and Communications for the San Diego Humane Society.

The Bald Eagle is dehydrated, has been given fluids and  has also been treated for mites, Thompson writes in an email to ECM.

July 3, 2020 (San Diego) There is a saying, “When America catches a cold, Black America gets pneumonia.” In the case of COVID-19, this old adage is true. The national coronavirus mortality rate for African Americans is about 2.3 times as high as the rate for Whites and Asians, about twice as high as the Latino and Pacific Islander rate, and 1.5 times as high as the Indigenous rate. But, not in San Diego.

July 3, 2020 (El Cajon) – Jimmie Johnson has become the first NASCAR driver to test positive for COVID-19. The seven-time NASCAR champion and El Cajon native will miss this weekend’s INDY doubleheader races in Indianapolis Saturday and Sunday.

Johnson has no symptoms, but took the test after his wife had mild symptoms and tested positive. He will remain sidelined until cleared by a physician, one more setback in what Johnson earlier announced would be the final racing season of his career.

July 3, 2020 (Lakeside) – A Lakeside resident, 50, was struck and killed last night when he crossed Mapleview Street west of Ashwood Street, not in a crosswalk.

The victim entered traffic directly in front of a Hyundai Tucson SUV, according to California Highway Patrol Officer Jeff Christy.

“The driver of the Hyundai immediately stopped and remained on scene,” says Officer Christy. The driver, 71, from San Diego, was not injured, nor was his passenger.

CHP and fire personnel responded  immediately but despite lifesaving efforts, the pedestrian succumbed to his injuries at the scene.

July 2, 2020 (San Diego) – Today, San Diego County’s Health and Human Services Agency released data on COVID-19 cases among homeless individuals. To date, 147 homeless people have tested positive for the novel coronavirus. Of those, 41 have been hospitalized, but fortunately, none have died.

Only 10.7% of those cases (12 total) occurred in homeless people in East County.  Central San Diego had the largest share, with 39.3% of the cases.

Only 16 of the 147 cases were in homeless people whose usual lodging is a shelter.
