October 10, 2022 (Jamul) – The Jamul Indian Village is proposing to expand its Jamul Casino to include a new event center, multi-purpose/bingo hall, a 225-room, 16-story hotel, and a six-story parking structure, with associated infrastructure.
The Jamul-Dulzura Community Planning Group will discuss the Tribal Environmental Impact Report on the proposed project this Tuesday, October 11 at 7:30 p.m.

October 10, 2022 (Spring Valley) – Alena “Gracie” Mitchem, a 15-year-old Spring Valley teen missing since September 22, was found yesterday by the San Diego County Sheriff department and is safe. Her family has been notified, according to a media release issued today by the Sheriff.
“Due to the sensitive nature of the investigation, as well as the fact that this incident involves a minor, this is all the information that can be released at this time,” says Lieutenant Kevin Ralph at the Sheriff’s Major Crimes division.
The Sheriff’s media statement adds, “The Sheriff's Department would like to thank the public and the media for their assistance. We also want to thank our partner law enforcement agencies for their help in this case.”

October 9, 2022 (Escondido) – State Senator Brian W. Jones (R-Santee) held a press conference Sept. 23 to announce a new bill he plans to introduce on the first day of the next legislative session, December 5. The measure would prohibit homeless encampments near sensitive community areas such as schools, parks, libraries, and day-care centers. It would also require enforcement officers to provide information to homeless people about sleeping alternatives, homeless and mental health services, and homeless shelters.
“It’s unfair and dangerous for neighbors, families and children that are near these sensitive areas. Our measure, along with Governor Newsom’s Care Court, will hopefully work together to help end the public camping in these areas, while also compassionately assisting the homeless with getting treatment for their mental and health needs and finding a more suitable space to stay.” He added that he is not seeking to criminalize homelessness. “Every Californian deserves a path off the street, and our bill will help make that happen.”

October 9, 2022 (Mesa Grande Reservation, Calif.) – In the middle of the night last week, someone dumped off over a hundred pet pigs on the Mesa Grande tribal reservation near Santa Ysabel. Several have been struck by vehicles, leading animal rescue groups and residents to try and aid the animals.

October 7, 2022 (La Mesa) – A mudslinging flyer in the La Mesa mayoral race sent by Kristine Alessio’s campaign contains numerous false and misleading statements regarding Mayor Mark Arapostathis.
In a phone call today regarding the mailer’s claims, Arapostathis told ECM, “None of these things are true.” ECM has fact-checked many of the statements and found numerous deceptions in Alessio’s claims.
Most blatantly false, the flyer falsely states that Alessio is “The clear choice for La Mesa Democrats.” While the race is nonpartisan, Mayor Arapostathis is endorsed by the San Diego County Democratic Party and Alessio, a registered Republican, is endorsed by the San Diego County Republican Party.

October 7, 2022 (San Diego) – Congressman Darrell Issa has been sharply critical of President Joe Biden for cancelling a small percentage (10-20%) of student loan debts. But Greene Properties in Vista, for which Issa is listed as Chief Executive Officer (CEO), pocketed $151,313 in federal loan forgiveness on a Paycheck Protection Plan (PPP) loan during the COVID-19 pandemic. The company’s website had since gone dark, offline for at least the past several weeks.

October 7, 2022 (San Diego) - A new report from the U.S. Department of Health and Human Services (HHS) shows that the Biden Administration’s historic vaccination program, which has gotten over 90 percent of seniors fully vaccinated and over 70 percent of seniors a booster shot, is linked to more than 650,000 fewer COVID-19 hospitalizations and more than 300,000 fewer deaths among seniors and other Americans enrolled in Medicare. The study, which was conducted by researchers with HHS's Office of the Assistant Secretary for Planning and Evaluation (ASPE), underscores the importance of Americans – particularly seniors and others at high-risk of serious outcomes – getting an updated COVID-19 vaccine this fall.

October 6, 2022 (Ramona) - Maintenance crews continue brush removal efforts on a 4-mile stretch of State Route 78 (SR-78) from Ramona Highlands Road to State Route 67 in Ramona from 6 a.m. to 4 p.m. through Friday, Oct. 14, according to Caltrans. Crews will reduce SR-78 to one lane—one mile at a time—to minimize the impact to commuter traffic.

This investigative reporter has followed up with conversations with his sister, Rosa Moreno of Los Angeles, and with a San Diego County Sheriff’s homicide investigator, to learn more about the victim’s life and the circumstances surrounding his death.
