PASSAGES: REMEMBERING LIVES LOST IN 2021

By Miriam Raftery

December 31, 2021 (San Diego’s East County) – Lost but never forgotten, these are the prominent East County individuals who passed away in 2021, as well as two who died amid the pandemic in 2020 but were not memorialized until this year, when media was notified.

They came from all walks of life: journalists, educators, teachers, a priest, a tribal healer, a firefighter, a police officer, athletes, a musician, business leaders, students, philanthropists, an air ambulance crew, a veteran who survived the Pearl Harbor attack, and many more. Each left their own indelible mark on our region.

STORIES OF THE YEAR: TURBULENT TIMES AND BRIGHT SPOTS IN 2021

By Miriam Raftery

December 29, 2021 (San Diego’s East County) – Turbulent times continued in 2021, marred by a persistent pandemic, vaccine rollouts, political divisiveness including an insurrection at the nation’s capitol, and local controversies such as growing homelessness, a housing shortage, power outages, protests over mask mandates, and SANDAG’s proposed mileage tax, to name a few.

Some national issues, such as pandemic relief, the infrastructure bill, the end of the Afghanistan war, and court rulings on immigration had strong impacts on our region.

There were bright spots. California reopened its economy mid-year, allowing all businesses and event venues to finally reopen. Hometown hero Joe Musgrove pitched the Padres’ first no-hitter. Residents organized to halt sexually violent predators from being placed in a Mt. Helix community. La Mesa named a new police chief committed to rebuilding community trust. Major land acquisitions by the county preserved riverfront land in Lakeside and the former Starr Ranch in Campo for posterity.

Two new Congressional representatives from East County took office and a special election sent a new Assemblywoman to Sacramento, while redistricting at year’s end will bring even more sweeping changes in 2022.

Below is a rundown on the top stories that impacted East County in 2021:

COVID-19 ISOLATION SHORTENED TO 5 DAYS FOR THOSE WITH NO SYMPTOMS

By Miriam Raftery

December 28, 2021 (San Diego) – If you’ve been exposed to COVID-19 but don’t have symptoms, you only have to isolate for five days instead of ten – but you should wear a well-fitting mask for an additional five days when around other people if you are unvaccinated or haven’t had a booster shot.

If you’ve had a booster shot in addition to the vaccine, you don’t have to quarantine at all if you don’t have symptoms, but should wear a mask for 10 days after exposure, when around others.

If you do have symptoms, isolate until a negative test confirms that you don’t have COVID. Anyone exposed to COVID should get tested five days after exposure.

Those are the new guidelines issued by the U.S. Centers for Disease Control, which the state and county have announced they will follow.  The rules do not apply to healthcare workers, however.

By Miriam Raftery (a parody based on the poem by Clement Clark Moore)

Twas the night before Christmas and all through East County

Not a creature was stirring, from Borrego to El Monte.

Hiking boots were hung by chimneys with care

In hopes that St. Nicholas soon would be there.

Celebrate the season with favorite dishes

And send Santa Claus these holiday wishes:

By Elijah McKee

December 21, 2021 (El Cajon) — The El Cajon City Council tackled several County-level issues at its recent meeting on December 14.

First, City Manager Graham Mitchell spoke about a rare opportunity to temporarily over-staff the police department with 10 new officers drawn laterally from other nearby agencies, in an effort to save the city money over the next three years.

According to the San Diego Union-Tribune, as many as 160 San Diego police officers may be facing termination in light of the city’s vaccine mandate. Meanwhile, El Cajon does not currently have such a mandate.

EL CAJON CITY COUNCIL TABLES DISCUSSIONS ON SAFE PARKING PROGRAM AND RV REZONING AMIDST GROWING HOMELESS COMMUNITY

By Elijah McKee

Photo, left: Rebecca Branstetter, East County Homeless Task Force, testifies to El Cajon City Council

December 18, 2021 (El Cajon) — The El Cajon City Council addressed several agenda items at its last meeting that had potential to either help or hurt those in the homeless community who rely on cars or RVs.

According to the East County Homeless Task Force (ECHTF), the Cajon Valley Union and Grossmont Union High School Districts serve a known homeless population of over 550 families, at least 30 of which are unsheltered and sometimes living in vehicles.

However, after lengthy discussion, the two pressing items — a Safe Parking Program proposal and a zoning code update on RVs — were pushed off to a future meeting so that City staff could look at them in greater detail. Many who spoke at the meeting hoped to see clear actionable steps and less policy mazes on these issues, but the City Council sought to strike a balance.

COUNTY REDISTRICTING MAP APPROVED BRINGS CHANGES TO EAST COUNTY REPRESENTATION

For an analysis of the new state legislative districts, see https://sdrostra.com/new-congressional-and-state-legislative-districts-a....

By Miriam Raftery

December 17, 2021 (San Diego’s East County) – Effective immediately, some East County residents now have a different County Supervisor.  On December 15, the San Diego County Redistricting Commission presented its final redistricting maps to the County Clerk, outlining supervisorial district boundaries for the next ten years.

The biggest change impacting East County is shifting several communities out of District 2, represented by Joel Anderson, into district 4, represented by Nathan Fletcher, the current chair of the County Board of Supervisors. Areas shifted into Fletcher’s district include La Mesa, Lemon Grove, Rancho San Diego, Mount Helix, and parts of Spring Valley. Fletcher’s new district  also includes unincorporated areas of the city of San Diego, while he loses coastal areas including La Jolla.

The commission made one last-minute change to keep the city of El Cajon in District 2, after earlier proposing to move it into District 4. However some Chaldeans have objected to splitting their community between Districts 2 and 4, threatening legal action.

WARNINGS, WATCHES IN EFFECT ACROSS SOUTHERN CALIFORNIA AS STORM HITS REGION

By Miriam Raftery

December 14, 2021 (San Diego) – A powerful storm moving down from Orange and San Bernadino Counties into the San Diego region has prompted the National Weather Service to issue a high wind warning for San Diego County’s mountain and desert aeras, with gusts up to 70 miles per hour. A wind advisory is in effect for inland valleys. Along the coast, a gale warning and high surf advisory have been issued locally.

Snow is forecast late today and tonight down to 3,500 feet which could include areas such as Pine Valley and Descanso in addition to places at higher elevations such as Julian, Cuyamaca, Mount Laguna, and Palomar Mountain. If you must travel in the mountains, carry chains and be aware of hazardous conditions.

Flash floods are also possible late today and tomorrow as heavy rains pelt our region. Cleveland National Forest reminds drivers to turn around and don’t drive across flooded roadways, since even shallow swift-moving water can quickly sweep a vehicle downstream to deeper waters.

LEMON GROVE SMALL BUSINESS OWNERS DENIED OFF-SITE ALCOHOL PERMIT DURING TENSE COUNCIL HEARING

By Elijah McKee

December 14, 2021 (Lemon Grove) — “We are a mom and pop store,” said Alisha Hormiz, as she stood at the podium facing the Lemon Grove City Council. “We want to earn your trust, and to work with you every step of the way,” she pleaded. “So please give us a chance.”

Alisha and her spouse, Peter Hormiz, have run the Discount Market convenience store on the corner of Broadway and Main Street for the past 21 years. Recently, they requested City permission to sell ten percent of their inventory as alcohol, both to help them financially and to listen to their customers’ wishes. The Planning Commission denied their request for the Conditional Use Permit (CUP) they needed — an appeal to the City Council was now their final option to try to win their permit.
