October 18, 2021 (San Diego’s East County) -- Billie Faye Owens, 63, a journalist in San Diego from the mid-1980s until 1996, died at Rochester General Hospital in New York on Oct. 15 from complications from congestive heart failure.

She was taken to United Memorial Medical Center in Batavia, NY, with health issues on July 26 and remained hospitalized for 81 days. At no time did she test positive for COVID-19.

She was born in 1958 in Charlotte, N.C., to Barbara Jean Carter and Billie Eugene McSwain. Her mother moved her when she was 5 to San Diego where she would eventually attend San Diego State University, earning a B.A. in Journalism.

She went to work for the Daily Californian in El Cajon, Calif. in 1989, where she met her second husband, Howard Owens, then a wire and copy editor at the Daily Californian, and currently publisher of The Batavian in Batavia, NY. They were married on the campus of Point Loma Nazarene College in 1993.

October 10, 2021 (El Cajon) – On Tuesday, October 12, the El Cajon City Council will consider a city staff proposal to ask County Supervisors to opt out of the state’s Microenterprise Home Kitchen Operations (MEHKO) program. The proposal before the City Council, item 12 on the agenda, comes after Supervisors Joel Anderson and Nora Vargas introduced a MEHKO measure in September that was approved in concept by Supervisors, as ECM reported. 

The county measure asked staff to draft an ordinance by January 12 to legalize home kitchen operations to prepare, sell and serve up to 30 meals per day, or 60 meals per week and earn a maximum annual revenue of $50,000. Meals would be limited to foods that are consumed the same day that they are prepared.

October 5, 2021 (San Diego’s East County) – Rex A. Cole Sr., a PGA golf professional and instructor at several local golf courses, passed away on August 25.

October 3, 2021 (El Cajon) – A white pickup truck struck a dark sedan this evening at the intersection of Broadway and Graves Avenue in El Cajon, injuring two senior citizens. The sedan’s driver, an 86-year-old woman, was hospitalized with minor injuries and her passenger, an 83-year-old man, died at the hospital of his injuries.

September 28, 2021 (El Cajon) - Grossmont College’s Stagehouse Theatre, which has not permitted in-person performances for more than 18 months because of the COVID-19 pandemic, reopens to live audiences when it launches its 2021-22 season September 30 with a staging of Into the Woods.

September 15, 2021 (El Cajon) – A Grossmont High School student who was in a coma after a car crash in Fletcher Hills has died, his mother, Abigail Reyes, told ECM news partner 10 News.

September 14, 2021 (El Cajon) -- An El Cajon man in custody for a separate assault and burglary has been additionally charged with the August 22, 2021 homicide of Patrick Heard. Heard was stabbed in the 400 block of Graves Ave in El Cajon.

September 11, 2021 (El Cajon) – You could say it’s the cat’s meow. The 10th annual Alley Cat Art Walk will showcase works of local artists on Friday, September 17, 2021 from 4 to 8 p.m. in the “arts alley” between Main Street and Rea Street in downtown El Cajon.

September 10, 2021 (El Cajon) – El Cajon Police today announced the arrest of Jafet Prieto, 29, of El Cajon for the murder of Tony Montantes back on March 16, 2020.

September 6, 2021 (El Cajon) – Effective today, Cal Fire’s hoist rescue helicopter team based in El Cajon has upgraded to an Advanced Life Support (ALS) rescue aircraft.  A Cal-Fire press release states, “This additional capability will allow for simultaneous rescue and ALS care, therefore greatly improving survivability of critical illness. We are very proud San Diego is the first Unit to provide ALS level care on a helicopter in CAL FIRE. We are excited and proud to provide ALS care to those who will need it throughout our County’s backcountry.”

Six firefighter/paramedics & engineer/paramedics had to complete basic helicopter operations and safety training. Cal Fire’s aviation/helicopter program is a joint effort with San Diego County Sheriff’s Department.

September 3, 2021 (El Cajon) -- Foodie Fest aims to reignite the City of El Cajon restaurant/food services industry while celebrating the community’s diversity, supporting a major local non-profit and increasing a presence in Downtown El Cajon. The event will be hosted on Saturday, October 9, 4:00-8:00 p.m.

August 30, 2021 (El Cajon) -- The process of redrawing boundaries for San Diego County’s five supervisorial districts is underway and the independent commission that will determine those lines visited El Cajon Aug. 26 to listen to the public.

August 26, 2021 (La Mesa) -- La Mesa Police seek public help to find a suspect who assaulted an elderly, disoriented man and stole his 2016 silver Jeep Cherokee (CA license 7REG835) this morning. The vehicle is also still missing.

August 26, 2021 (El Cajon) – Chantell Tompkins, 36, of San Diego has been arrested and charged with the murder of Andre Carrol, 30.  The victim was found by El Cajon police officers near Sandalwood and Mollison around 12:18 a.m. on August 25. He had suffered multiple gunshot wounds and later died in a hospital of his injuries.

August 24, 2021 (San Diego) – How should redistricting lines be drawn for San Diego County’s supervisorial district?  The County of San Diego Independent Redistricting Commission is hosting pre-mapping public hearings to hear from residents.  The hearings will be held both in-personal and virtually online. 

For East County residents in District 2, currently represented by Joel Anderson, a hearing is set for Thursday, Aug. 26 at 5:30 p.m. at the Ronald Reagan Community Center, 195 E. Douglas Ave. in El Cajon. Meeting link for Aug. 26 El Cajon hearing.

Other hearings are slated for other districts, as well as a general hearing on Sept. 25 at 1 p.m. in Spring Valley
